JOINT CITY COUNCIL WORK SESSION WITH CITY OF MOUNDS VIEW
JUNE 17, 2024
5:30 P.M.—MOUNDS VIEW CITY COUNCIL CHAMBERS
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mounds View Mayor Lindstrom called to order
the Special Joint Work Session at 5:30 p.m.
Present: Arden Hills Mayor David Grant (virtually); Mounds View Mayor Zach
Lindstrom, Arden Hills Councilmembers Tom Fabel, Tena Monson, and
Emily Rousseau, Mounds View Councilmembers Gary Meelhause, Julie
Clark, and Theresa Cermark
Absent: Arden Hills Councilmember Brenda Holden and Mound View
Councilmember Sherry Gunn
Also present: Arden Hills City Administrator Dave Perrault; Mounds View City
Administrator Nyle Zikmund, Arden Hills Recreation Supervisor Matt Johnson, Mounds
View Assistant City Administrator Brian Beeman, Mounds View Public Works Director
Don Peterson, Mounds View School District Superintendent Chris Lennox, Mounds View
School District Director of Community Education Karl Brown, Mounds View Recreation
Superintendent Andy Thomas, Shawn O'Keefe and James O'Keefe (Minnesota
Tournament and Wellness Center), Ramsey County Commissioner Nicole Frethem
AGENDA ITEMS
1A. Introductions/Roll Call
A roll call for members was conducted.
1B. Joint Park and Recreation
Staff from Arden Hills and Mounds View gave an overview of programs and options that the
cities are currently collaborating on and opportunities for collaboration in the future.
Mounds View School District Community Education Director Brown noted the programming
discussed aligns well with the school district programming, and he believed they are not
duplicating efforts or having competing programming.

Arden Hills Recreation
ec eation Supervisor Johnson noted about half of the programs offered by Arden
Hills are collaborative.
Mounds View Superintendent Thomas noted additional collaboration with recreation
programming is happening this fall.
The two Councils thanked the Recreation Staff for their presentation and encouraged future
collaboration.
1C. Development Project
Shawn and James O'Keefe of the Minnesota Tournament and Wellness Center gave an
overview of a tournament facility they are pursuing in the northern suburbs, they stated the area it
would primarily serve is north of Saint Paul and east of Minneapolis. They noted it is a private,
for-profit entity that would be running the project. They noted the initial capital outlay for the
project is $100 million, which they are seeking a fifty-fifty split between private and public
funding. They estimated the economic impact to the area would be over$23 million annually.
Mounds View City Administrator Zikmund noted they have been building a coalition of
partners who are interested in the project, and the next step is site selection and discussed the
possibility of the project going on Rice Creek Commons.
James O'Keefe noted they need a minimum of twenty acres but could utilize up to forty acres.
Community Education Director Brown discussed the challenges regarding limited field space
at the schools and being dependent on good weather and how this facility would benefit the
school district.
Mounds View City Administrator Zikmund discussed next steps including setting up a future
meeting with Alatus for collaboration on Rice Creek Commons.
James O'Keefe highlighted the opportunities for ongoing use of the facility by the surrounding
communities for reasonable fees due to the initial public investment in the project.
1D. Organized Trash Collection
City of Arden Hills Councilmember Monson and Mayor Grant noted the Arden Hills Council
has discussed organized collection and is interested in learning more and hearing about Mounds
View's experience.
Mounds View Mayor Lindstrom gave an overview of Mounds View's experience with the
organized collection process. In his opinion, the core issue with organized collection is the
discrepancy in rates between customers and the fees and surcharges that are added to customers'
bills.
The other members of the Mounds View City Council discussed organized collection and the
challenges they have been facing as they navigate the process.
