Council Should Consider
The Council should discuss information on installation of utility infrastructure submitted by
Maplewood Development (“Applicant”) for property owned by the Federal Government
commonly referred to as the “Primer Tracer” property (“Subject Property”). The Applicant is
seeking feedback from the City Council on interim considerations for extension of sewer and
water services for future development of the 62 +/- acres prior to purchase of the Subject
Property from the Federal Government.
The Concept Plan Review process is an opportunity for the City Council to provide comments
and ask questions regarding proposed developments. A concept review is considered advisory
and is nonbinding to the City and Applicant (Section 1320.14, Subd 4 of the Zoning Code). No
formal action can be taken at a Work Session. A formal application will be subject to the full
review process, including a public hearing with Planning Commission and City Council review.
Background
Last year, the Federal Government held an auction administered by GSA to sell the Subject
Property “as is”. The auction outlined that the Buyer purchasing the property would be
responsible for handling all of the processes associated with the future development of the site
(i.e. land use approval, demolition, permitting, etc.). The Applicant was the high bidder at the
end of the auction and is completing their due diligence prior to purchase.
Since the action, the Applicant has held a number of discussions with representatives from the
Cities of Arden Hills and Shoreview as well as Ramsey County to explore options for the
extension of sewer and water services to the Subject Property. Below is the City Code as it
relates to sewer connections and subdivision requirements for sewer and water. Since there is not

existing sanitary sewer that extends adjacent to the Primer Tracer property, it would be the
responsibility of the Applicant to obtain those connections. It should be noted that city code does
not allow for septic systems with new buildings.
Chapter 10, Utilities – Section 1010.02 Connections Required.
Subd. 1 Existing Buildings. Any building used for human habitation and located on
property adjacent to a sewer main, or in a platted block through which the system
extends, shall be connected to the municipal sanitary sewer system within two (2) years
from the date on which a connection is available to the building.
Subd. 2 New Buildings. All buildings constructed after the adoption of this code within
the City on property adjacent to a sewer main or in a platted block through which the
municipal sanitary sewer system extends, shall be provided with a connection to the
sewer system for the disposal of all human wastes.
Chapter 11, Subdivision – Section 1140.02 Sewers and Water.
Sewers and water for the subdivision shall be obtained by connections to the City water
and sewer systems.
Discussion
The Applicant has requested an opportunity to update the City Council on their options for
extension of utility services and temporarily allowing for a septic system prior to moving
forward with closing on the Subject Property which is tentatively scheduled for the end of the
month.

EXISTING SITE DESCRIPTION
Hillview is an approximately 62-acre parcel located near the corner of County Road I and Fairview
Avenue (the “Property”). The Property was formerly used by the United States Department of the
Army for the purpose of manufacturing and testing ammunition. The Property was improved with
buildings, roads, and specialized infrastructure that was constructed in the 1940s and 1950s and is
in various stages of disrepair. The Property is located in the northwest corner of Arden Hills city
limits with easy access to U.S. Highway 10, County Highway 96 and Interstate 35W and is
bounded by the Ardens Hills Army Training Site on the north, east, and south and the Rice Creek
Corridor on the west.
Maplewood Development, Inc. and it’s affiliate, Belair Sitework Services, Inc., will undertake to
demolish older, existing, abandoned buildings which are all past their useful life and are no longer
being utilized by the United States Government. Additionally, sitewide environmental remediation
work will be undertaken under permit with the Minnesota Pollution Control Agency (MPCA).
This preparatory work is estimated to take 4-6 months.
Site topography is generally flat on the subject site, but it is surrounded by significant elevation
and natural environmental changes along its’ perimeter, with a man-made berm on the south edge
of the property to the north and natural grade changes to the west and south, including natural
wetlands which provide significant separation from all developed areas and, specifically,
separation from future proposed development to the south and east. Ramsey County Parks owns
property to the west and there are plans to improve that area with trails and perhaps, other Park-
related facilities.
The site will be accessible through an Easement granted by the United States Government to
Ramsey County as Grantee and to the Hillview Property Owner as Sub-Grantee. This 100’ wide
Easement dictates that a private road is to be constructed, maintained, and operated by the parties
to the Easement Agreement, in perpetuity. The width of the Easement allows for municipal
services to be constructed to serve both properties from County Road I south to both sites, but the
question of where Sewer and Water can best serve these properties must be addressed now.
The Consulting Engineer for the Developer, Alliant Engineering, has reached out to the City of
Arden Hills Public Works Department, as well as the City of Shoreview Public Works Director,
to determine the most feasible, least intrusive, and easily maintained source and system for this
connection. There are two possible sources that will be illustrated during Concept Review for
consideration by the Council, as this is the key component in determining the developability of the
site.through an agreement between Ramsey County and the owner of the Property. The

LAND USE AND ZONING DESIGNATIONS
The development Property is guided for the following land use within the City’s 2040 Land Use
Plan:
P/OS Park & Open Space
In spite of the current open space zoning on the Hillview parcels, we believe that the proposed
development plan is consistent with the City of Arden Hills goals for the property and is the highest
and best use for this site in particular. The following is a summary of primary project elements
currently proposed:
• Creation of an Office-Warehouse Park with a variety of Buildings and Uses as shown.
• Infrastructure turn lane improvements to County Road I.
• Construction of an Access Road to be Operated and Maintained by Joint Agreement with
Ramsey County.
• Wetland buffer creation in accordance with requirements where necessary.
• Extension of sanitary sewer and water main for this development and Ramsey County
Parks.
• Installation of stormwater management facilities to provide volume control, water quality
and rate control for runoff from the new development.
• Extension of public trailways and sidewalks for pedestrian connectivity to the Park.
• Comprehensive development landscape plan with perimeter landscaping.
PROPOSED DEVELOPMENT PLAN
It is the applicant’s intent to provide a Warehouse-Office Park development consistent with the
City of Arden Hills goals for this area and input provided by City Staff. As such, the current
application proposes for the re-zoning of the subject property to I-2 under the City’s current Zoning
classifications. This will provide the flexibility necessary to attract businesses that require needed
parking and storage for transportation related equipment and ancillary materials. The current
concept submittals provide for a window into possible scenarios for several buildings on the site,
but flexibility is needed to attract the variety of Tenants required to make this a successful
Industrial Park for not only today’s Users, but for future Tenants whose needs keep evolving.
LANDSCAPING AND SCREENING:
This project proposes a variety of landscaping finishes around each building as well as a
landscape buffer along the perimeter of the site. Tree and plant species will be varied to provide
adequate diversity across the site.
TIMING/PHASING/STAGING
The entire site will be mass graded in one phase to allow for the remediation of all contaminants,
mass correction of soils for proper compaction prior to placement of footings, and the creation of
the storm water basins prior to any off-site discharge. Construction of the Buildings will likely be
completed in multiple phases based on market demand. Prior to construction, each building plan
will be brought before the Council to review compliance with City standards.
Mass grading is anticipated to begin Spring 2024 with the first phase of utilities and streets
completed by October 2024. Vertical construction is anticipated to begin late 2024 with a full
build out of the community taking place over two to four years.
UPDATE: INFRASTRUCTURE
Maplewood Development, Inc. with Belair Sitework Services, LLC and our Legal Counsel, Taft
Law, have been working over the past several months with the General Services Administration
(GSA) of the United States Government, the Department of the Army (DOA), and Ramsey County,
to develop a plan to provide Utility Services to the subject property. This specifically involves
identifying plausible sources for Sanitary Sewer and Watermain to serve the site, while securing
easements across adjacent parcels to provide a route for those same utilities. Some of these
easements were prescribed by the Federal Government to Ramsey County at the transfer of the
TCAAP site to the County some years ago. Unfortunately, the GSA did not understand or
anticipate the sources for Utilities that were going to be needed to make the subject property
developable. Subsequently, during the last few months, we have been unable to secure those
easements from the adjacent landowner, Ramsey County, across what is intended to be their
future Park area to the west of the Primer Tracer site. And it has become clear that the County is
not interested in granting any easements, at this time, even with our offer to pay for all of these
improvements unilaterally.
We simply cannot proceed to close on the subject parcel without some plan to provide services to
the site so as to allow for development.
Attached please find concepts for the preferable routing of Utilities in the area, along with
alternatives to serve the site and allow for Industrial development. We will be prepared to illustrate
and discuss these options in more detail with Council and Staff.
Generally, it appears that there are solutions for providing Watermain to the Primer-Tracer site by
routing that utility around the Ramsey County property. This is not preferable financially and will
result in additional length of service to maintain in the future, but this part of the solution seems
entirely feasible and workable.
Providing Sanitary Sewer service to the subject property, without Ramsey County’s cooperation,
is another matter. We have prepared alternatives for review by Council that will work in the interim
and allow for development of the site to proceed.
CONCLUSION
Providing Utility Services to the Primer-Tracer site is essential in making the site
developable. This will likely require some interim solutions with regard to Sanitary Sewer
service to the subject property.

Background
At the March 11, 2024 Work Session, Staff presented to City Council an introduction to the
Arden Oaks Park & Freeway Park Improvement Project. Arden Oaks Park and Freeway Park
play structures and swings were built in 1999 and 1998, respectively. Through the City’s Park
Maintenance Management Plan, park equipment is to be considered for replacement on a 20-year
cycle. Within the 2024-2028 CIP, Arden Oaks Park and Freeway Park are programmed for
improvements in 2025. According to the City’s Park Maintenance Management Plan, hardcourts
are to be considered for resurfacing every 5-8 years, with a life expectancy of 25-35 years
depending on conditions. Arden Oaks Park and Freeway Park are scheduled for resurfacing in
2025. By visual inspection, the surface is showing signs for replacement, but the underlying
soils do not appear to have an issue with significant heaving.
The 2025 Park Improvement Project, as programmed in the 2024-2028 CIP, is only budgeted for
the replacement of the play structures, rehabilitation of the hardcourts and some miscellaneous

items that relate to the play structure or hardcourts or items that have been consistent in recent
past Park Improvement Projects.
Public Works Staff and PTRC have each performed site visits and listed feedback for potential
park improvements, in addition to the play structures and hardcourts and over and above what
had been budgeted for in the CIP, which was presented to Council at the March 11 Work
Session. Council was interested in considering all of these items presented at that Work Session
and requested staff to go through the process of receiving feedback from Public outreach and
providing preliminary planning level cost estimates of these items prior to determining the final
scope of the project.
Considering Council’s desire to be flexible at the early stages of the project with the design and
the current broad scope of the project, Staff requested that Bolton and Menk, Inc. (BMI) provide
a Professional Services Agreement (PSA) that only included the following: complete online
survey development, public involvement, survey analysis, planning level cost estimates based on
feedback and a Public meeting presentation to Council. This PSA with BMI was approved by
Council at the April 8, 2024 Council Meeting.
For this Work Session on May 28, 2024, Council will need to define the scope of the project
which will lead the project into the design phase, and a PSA amendment will be requested from
Bolton & Menk related to that project scope for the Arden Oaks Park & Freeway Park
Improvement Project.
Anticipated project schedule:

Discussion
Council should review the survey results from both parks and provide direction for the project
scope desired for amenities/improvements and related budget. Once the project scope is
determined, at a future meeting, BMI will propose an amendment to their existing contract,
which will include tasks from design to project closeout.

RE: Engagement, Analysis, and Cost Estimates for Arden Oaks Park and Freeway Park
Enhancements
BACKGROUND:
The city has identified funds for park improvements at Arden Oaks Park and Freeway Park in 2025.
Those improvements were generally for the replacement of the playgrounds, playground surfacing,
playground container, and basketball court rehabilitation. Improvement desires from City Council
members, Parks, Trails & Recreation (PTRC) members, and city staff were discussed and direction from
City Council was to create an equitable process and engage with the community on what they would like
to see in their park improvements.
Utilizing the engagement of the residents of Arden Hills and updated cost estimates, Council, PTRC, and
staff can make better informed decisions on what types of improvements should be made at each park.
PROJECT START-UP:
Immediately after the authorization to proceed from the city on engagement, analysis, and cost estimates
for Arden Oaks Park and Freeway Park, the Bolton & Menk Team met with the city for a project kick-off
meeting and reviewed the project and scope. This led to creating an online survey and postcard,
conducting a site visit to each park, and beginning the engagement process for the park enhancements.
COMMUNITY ENGAGEMENT:
The online survey was available from April 22-May 10, 2024. Direct postcards were mailed to both
neighborhoods that the parks serve and to all City Council members and PTRC members. Arden Oaks
Park received 68 survey responses and Freeway Park received 83 responses with 96% of the responses
coming from Arden Hills residents. Bolton & Menk staff also talked with a few individuals over the
phone about the proposed improvements. The comments that were received in the phone conversations
were in support of adding amenities to the park with shade, more playground options, and paved trail at
Arden Oaks Park as top priorities. The residents appreciated the opportunity to give feedback and
appreciated the city involving them in the process.
It should be noted that Bolton & Menk staff did talk on the phone with one resident that had concerns that
northern portion of Freeway Park (hockey rink area) was underutilized and would be in the city’s best
interest to sell the land to a developer and use the funds to purchase additional parkland or fund park
improvements. This may be an issue if Arden Hills has a ‘no net loss’ of park land policy identified, but
reviewing survey responses, the park does receive a lot of visits and the hockey rink was one of the top
five amenities that the survey indicated should be improved. At this time, staff wanted the Council to be
aware of the opinion that was expressed.

be noted that each item has a Design/Engineering/Consulting Fee and Construction Fee, these are used at
the planning level phase and would likely change depending on the scope of the project. After reviewing
potential park improvement survey responses and costs, the Council should provide direction on what
amenities they would like to see moving forward.

Council should discuss how they would like to use the funds donated by the Spring Lake Park
Lions Club.
Background
The Spring Lake Park Lions Club contacted City Staff about donating funds with the intent of it
to be used towards Park improvements. On May 13, 2024, through Resolution 2024-027, the
City Council accepted the donation in the amount of $15,000.
Since 1986, the SLP Lions Club has been one of Minnesota's Largest Charitable Gambling
Organizations, and they run a pull-tab booth in the City. The SLP Lions Club aims to help those
in need within the community through various fundraising activities. They are active in the
Arden Hills’ community and wanted to see these funds used towards Park improvements.

Council Should Consider
The City Council should consider giving direction on the draft Council Code of Conduct.
Background
Staff is suggesting Council discuss this item, Council approved the topic on the previous agenda
setting discussion. Council discussed norms of behavior in January as part of the conversation
with LMCIT. Prior to that, Council discussed norms of behavior in 2016 as part of their Council
retreat, see attached for what was discussed in 2016 (Attachment A). This discussion is intended
to generate an agreed upon policy for what is acceptable for interactions between the City
Council and Staff both at official meetings and throughout the normal course of City business.
As part of the research for this item, Staff noted many other cities also address interactions
between Councilmembers, as did the 2016 document, Staff did include similar items for
Council’s consideration. Staff drafted a possible document for Council consideration, Council
may choose to move forward with this document or edit as it sees fit, see Attachment B.

CITY COUNCIL NORMS OF BEHAVIOR
The City Council – led by Mayor Grant, discussed how norms of behaviors would help improve the Council’s
operations and better define roles and expectations working with the City Staff. These will be adopted by the
City Council at a council meeting.
Arden Hills: Proposed City Council Norms of Behavior (2016)
1. Speak only for yourself, not for other Councilmembers - unless specifically tasked by your
colleagues to speak for the group.
2. Don't question motives. Assume others have positive intentions, even when you disagree.
3. Be respectful of one another, and the public process, at all times. Do not criticize Staff or
others in public.
4. Aim for consensus, but accept decisions of the majority once made.
5. Stay focused on the elected official role -- policy, prioritization and citizen representation.
6. Work primarily through the City Administrator or a Department Head, and through line staff
with prior arrangement. May work with the writer of a memo in a packet to request
information for clarification. Refrain from attending staff meetings, trainings, “rides- along” or
group staff functions unless specifically invited or cleared by the City Administrator.
7. Respect Staff and the fact that they work for the Council as a whole. Don’t expect or ask
them to engage in the fray (secrets, gossip, triangulation), make your individual case (to take
sides), or to be your “insider” (informant).

Councilmembers or Staff in public.
2. Stay focused on the elected official role – policy creation, statutory duties and citizen
representation.
3. Aim for a consensus and have a respectful debate when appropriate, but accept decisions
of the majority once made.
4. Limit contact to specific Staff. Questions of Staff and/or requests for additional
background information should be directed to the City Administrator or responsible
Department Head. The City Administrator should be copied on or informed of any
request.
5. Council shall not complain about or disparage Staff members or City Councilmembers to
other Staff members or Councilmembers.
6. Respect Staff and the fact that they work for the Council as a whole. Do not expect or ask
them to engage in the fray (secrets, gossip, triangulation), make your individual case
(take sides), or to be your “insider” (informant).
7. Council direction to Staff should only be given at Council meetings, Council should
strive to be clear when it gives direction ensuring at least a majority of Council is in
verbal agreement; Council shall avoid consensus by silence.
8. Council should not surprise Councilmembers or Staff with issues, questions, requests, or
presentations at Council meetings. Should a Councilmember want to make a presentation
or discuss an issue it should request to add an item to the respective agenda at the
beginning of the meeting when the agenda is being approved.
The Mayor, or in their absence the Mayor Pro Tem, is charged with presiding at meetings and
maintaining proper decorum. If there is a disagreement with how a meeting is being conducted,
those objections should be voiced politely and with reason following normal rules of procedure.

CITY OF ARDEN HILLS
Agenda Setting Policy
The purpose of this policy is to establish a method for agenda setting that allows for Council to
review and have control over its agendas and decide as a Council how it wants items for
consideration to be brought forward.
For regular worksession agendas:
• Prior to concluding each regularly scheduled worksession, the City Council shall review
its next regularly scheduled worksession agenda and direct Staff on any changes.
• Should an individual Councilmember want to raise an item for discussion at the next
meeting or in the future, they would do so during this review period. The item would
need at least one other Councilmember to agree to having the item considered for future
discussion, and then Council, by majority, would direct to have it placed on a future
agenda or not.
• Staff will have flexibility to add or remove items to the worksession as needed to
maintain operational efficacy.
For regular City Council meeting agendas:
• Agendas will be largely Staff driven based on approvals needed for normal operations.
• Items coming from the City Council shall first be discussed at a worksession and can
direct Staff at said worksession to bring items forward for formal approval if needed.
• In rare instances, if a Councilmember brings forward an item that needs approval prior to
going to a worksession, they may request the City Administrator add the item to the
agenda. The City Administrator shall have the discretion to determine if the issue should
be added or not, but Councilmembers will make every effort to having the item first
discussed at a worksession.
Special meetings and emergency meetings:
• Special meetings and emergency meetings may still be called at the discretion of the
Mayor or any two Councilmembers, and the members calling the meeting shall set the
agenda.
