Thursday, Llarch 15th. 1951 NOTE: Before the meeting Hennan J. Doepner as notary public adminis- tered the oath of office to the officers-elect in the following order: Walter Cllmmings, as mayor, K. Rex McCl~, B. J. DeLange, and Walter T. Mack, each as trustee, otto C. Graffunderand Frank M. Schmitt, each as Justice of the Peace, and Verne K. Fldffer and Herbert Winkel, each as constable; then Walter T. Mack as notary public administered the oath of office to Herman .J. Doepner as clerl<:; Treasurer-elect Worth G. Read was unable to attend by reason of delayed notice. The foregoing sworn officers thereupon signed their oaths of office which were filed with the clerk. Notwithstanding the fact that the council was advised that it was not legally necessary to canvass the vote of the Llarch 9th election, such was done by the council. 'll1ereupon the first meeting of the council, previously called by Mayor-elect Cummings, and written notice thereof mailed to all officers-elect by the clerkpelect, was called to order by Mayor CllIllIIlings, who presided, and the clerk recorded the following minutes: The roll being called by the clerk, all members of the council respooded with "present." Doepnet' moved and Mack seconded a motion to fix the bonds of certain officers as follows: , Clerk, $1,000.00, for the term expLring on the first business day in January, 1953. Treasurer, $l~000.00, for the term expiring on the first busi- ness day in January, 1952. One justice of the peace, and one constable, $500.00 each for the terms expiring on the first business day in January, 1952. One justice of the peace, and One constable, $500.00 each for the teIlllS expiring on the first business day in January, 1953. All prell!iums thereon to be paid out of the General Fund. Motion passed unanimously. In response to a letter from the Ramsey County Assessor request- ing Mayor Cummings to recommend romeone for appointment as village assessor, the clerk, by unanimous action of the council, was authorized to submit the name of Wilbert M. Krautkremer for appoin tment because he polled the highest vote of two candidates at the March 9th election. Mack moved and DeLange seconded a motion that Public-Officials Bond No. 2386606 of The Fidelity and Casualty Company of New York, in the amount of $1,000.00, issued to Herman J. Doepner as clerk, for the term of Llarch 9th, 1951 to January 2, 1953, be appt"oved; motion carried unanimously. Doep:1er moved a motion, which was secooded, that when we ad- journ we do so to meet Friday, March 23rd, at 8 0 I clock, in the Town Hall, jointly with the Town Board of the Township of Mounds View, for the purpose of consider1ng a division of certain flUlds in the Town Treasury and dispose of certain other matters; motion carried lUlanimously. . Doep:1er moved and McClung seconded a motion that a letter written by Town Attorney Vincent P. Dourtney to Town Clerk IIvine L. Bucher be referred to Trustee Mack for study and report at the next regular meeting of the council; the letter deals with the title and use of the town hall; motion carried unani- mously. Cummings moved and Doepner seconded a motion to table a letter frOJll the League of Minnesota Municipalities inviting the village to becOJlle a member; motion carried unanimously. At about this point the council recessed for a group photo taken for The Rose Tribune. McClung moved and Delange secooded a motion authorizing the clerk to purchase the follOwing for the village: 1 minute book, 1 ordinance book, 2 constable manuals, 2 justice of the peace manuals, and such miscellaneous office supplies as may be fOlUld necessary, and also to get a quotation on a supply of letterheads and EnVelOpeS; motion carried unan:iJnously. Mayor Cummings appointed the following committee to investigate fire protection contracts: . McClung to contact the A.1ms Plant Fire Dept. DeLange to contact the Spring Lake Park Fire Dept. Mack to contact the Lake Johanna Volunteer Fire Dept. Doepner to contact the Roseville Fire f ept.. In this connection Doepner reported that Ernie Nelson of the Lake Johanna Fire Dept. stated to hime over the phone that his department as well as the Spring Lake Park department 1'IOuld give us protection lUltil formal contracts have been entered into. ~ The clerk read a letter dated March 15th, 1951 from The Rose Tribune quoting rates of 6o~ per folio inch and 10~ for additional tabular matter. Thereupon Doepner lIDVed and Mack sec a1ded a motion that the said Rose Tribune be designated as the officiaJ. newspaper of the Village of Arden Hills for the year 1951 at the rates quoted; motion carried lUlan:iJnously. Mayor ClIIllmings announced that he appointed John J. Sexton to represent him at a meeting of Ramsey County Village Mayors called for the purpose of considering the question of electing assessors by the villages in- stead of having them appointed by the COlUlty Assessor upon recommendation by the mayor; a rejDrt is to be made at a subsequent meeting. Mack moved and Lbepner sec ooded a motion that we adept the current Ramsey County Building Code lUltil such time as we can prepare and adopt our own; motion carried lUlanimously. ""." Mack moved and Doepner secooded a motion that we adopt the same schedule of fees for building permits now used by Mounds View Township; motion carried unanimously. Currmings moved and Doepner secooded a motion that we appoint Melvin Hurlbert, the building inspector for Mounds View Township, as building inspector for the Village of Arden Hills for a period of 30 days; carried unanimously. . Cummings moved and Doepner secooded a motion to authorize Ramsey County Surveyor to remove snow from all streets in Arden Hills when necessary for the season of 1951, also to sand streets when in slippery condition; motion carried unanimously. The Clerk read a letter dated March 14th from the County Auditor's office reporting On funds available to the village during 1951, as follows: Cigarette license fund (warrant- in payment) $ 95.57 Taxes paid since Nov. 1, 1950, due the village, exclusive of Feb., 1951 collections 1950 R.E. taxes payable in 1951 - village share Liquor license fund (warrant in payment) Cigarette tax ef)i6(jl!r capita semiannually Liquor tax 50i/per eapita semiannually The said letter also sta.ted that the assessed value of real property for 1950 is as follows: MOlll1ds View Township $1,452,237.00, Village of Arden Hills $274,502.00; total $1,726,739.00. The said letter also mentions that the village will not benefit from any personal property collections in 1951, which will go to the township. 74.12 3,466.96 56.78. The clerk also read a letter from the County Surveyor showing the amount to our credit in the $40,000.00 gas fund, as follows: Village share of the Town's $4658.98 is $749.71, of which $61.13 has been spent from Feb. 14 to Feb. 25th, leaving a balance of $688.58 to our credit as of Feb. 26, 1951. The estinated expenditure from Feb. 26 to Mar. 14 is $150.00. DeLange moved and Mack seconded a motion that the council meet with the Ramsey County Surveyor's deputy, Mr. Al Crampton, on March 21, between 7 & 8 (the clerk to ascertain the correct time and notify the council) at the Ramsey County Tool Shop on Rice and Owasso Blvd.; carried unanimously. . Mack moved and Cummings seconded a motion that the clerk write Sheriff Tom Gibbons that the Village of Arden Hills is gladly willing to come under the present Civilian Defense Program of Ramsey County and appoints Ralph W. Hunt commander of civilian defense of Arden Hills under the direction of the Co-direc- tor of Ramsey Co., and that the said comnander be authorized to make his own appointments, except that Otto C. Graffunder is appointed Chief of Auxiliary Police of Arden Hills; carried unanimously. DeLange moved and Doepner seconded a motion designating the last Monday of EBch month, at 8 o'clock p.m., for holding regular meetings of the council; carried Wlanimous1y. II No action was taken on the adopt on of by-laws of which a draft was mailed to each council member, because such copy was delivered too late to be studied by them.
