HomeMy WebLinkAboutCC 03-26-1951 6 MINUTES OF MEETING OF T1{E COUNCIL OF THE VILLAGE OF ARDEN HILLS. MINNESOTA Held in the Town Hall. Monday. March 26th. 1951 The cOWlcil meeting was called to order promptly by Mayor Cwmlings. . All council members were present. Minutes of the first council meeting held March 15th were read and approved without correction. Minutes of the adjourned council meeting held Mil,rch 23rd were read and also approved without correction. At the Mayor's request the derk gave a full reading of "An Ordi- nance Establishing Rules Governing Conduct and Procedure of the Village Council of Arden Hills, Minnesota," of which a full copy was mailed to each council member previous to the March 15th meeting. Thereupon Rule 30 was amended by motion by striking the 21st and 22nd words "one day" and insert- ing in lieu thereof the words "three days, Sundays and holidays excepted," and also by striking the words "one day's" occuring thereafter and inserting in lieu thereof "two days." Rule 3 was amended (by motion) by striking the amount "ten" and inserting in lieu thereof the amount "five," which was carried unanimously; Rule 33 was amended (by motion) by adding after the 7th word the \~rds "in duplicate," and adding a second sentence after the first to read "The clerk to retain the original and deliver the duplicate to the mayor," which was carried unanimously. McClung moved and Mack seconded a motion to adopt the above-entitled ordinance as sO amended, which was carried unanimously. lfun Andrews of Siems Court appeared before the council with a complaint of the condition of that road at the turn-around and requested that it be fixed; Doepner moved and DeLange seconded a motion referring the matter to the Public WOrks Committee for investigation and report at a later meeting; carried unanimously. Cumnings moved and DeLange seconded a motion instructing the clerk to contact the surveyor's office first thing in the morning to open to a 2-lane width all streets in the original Arden Hills addition (west of N.Snelling Ave. and south of Lake Johanna Blvd.) requiring such attention so as to make them passable; carried unanimous~. . Cummings moved and lbej:t'ler seconded a motion that the cOWlcil hold a special meeting Monday, April 2, in the Town Hall, at $ o'clock P.M., for the purpose of organizing the Civil Defense of Arden Hills, the clerk to mail notices; carried unanimously. Doepner moved and McClung seconded a motion to approve Public-Official's Bond No. z~86635 , of The Fidelity and Casualty Company of New York, issued to Worth G. Read as treasurer, in the amount of .JliL,OOO.OO; carried unanimously. 9 At the Mayor's request the clerk read a letter from the County Assessor's office appointing Wilbert M. Krautkremer village assessor pursu- ant to recanmendation. Mack moved and DeLange seconded a motion that Melvin Hurlbert's appointment as building inspector for the village be extended for thirty days, that is to include April 15th, 1951, the clerk to notify him. accordingly; carried unan i.mous ly. . On fire protection DeLange, McClung, Mack, and Doepner each made a report on their respective committee assignments. The clerk was instructed to write Col. Edward G. Miller, Commanding Officer of the Twin Cities Arsenal, Minneapolis 1, as to the extent of fire protection the Arms Plant fire depart- ment would be willing to contribute in the ~ of equipment, provided we fur- nished manpower as our p3.rtic ipation; Doepner moved and Cwnmings seconded a motion to refer the matter of fire protection to the Committee on Public Safety, the foregoing members to report hereafter to the chairman of said committee instead of individually to the cOlU1cil; carried unanimously. The clerk read a quotation from two firms (The Rose Tribune and KallllllaIl-Art l-rinting Co.) quoting prices on letterheads and envelopes for the village; McClung moved and Doepner seconded a Ilotion the we buy 500 each white letterheads and envelopes from The Rose Tribune for $10.00; carried. The Mayor reported that Mr. John J. Sexton reported to him on the assessors' meeting which he attended, but that nothing \\QS done; there will be another meeting which he will attend. . Mayor Cummings announced the following complete standing Committee appointments as follows: 1. FINANCE Herman J. Doepner, chairman, Walter T. Mack and Wilbert M. Krautkremer. 2. RJBLIC SAFETY - Walter T. Mack, chairman, Herman J. Doepner, and Ot to C. Graffunder. 3. RJBLIC WORKS - B. J. DeLange, chairman, K. Rex McClung, and Worth G. Read. 4. FUBLIC VELFARE - K. Rex McClung, chairman, B. J. DeLange, and Frank M. Schmitt. . McClung moved and DeLange seconded a motion that we designate the First State Bank of New Brighton, Minn. as the official depository for the Village of Arden Hills upon recOllllllendation by Treasurer Read; carried. CUIllIllings moved and Doepner seconded a motion that the clerk order a supply of checks, 3-to-a-page, similar to those used by the Town of Mounds View per copy shown, for use by the treasurer; carried. Mack reported on the town hall title similarly to what \\QS reported in the March 23rd council meeting milnutes; he will discuss the matter with the town's attorney and report further at a subsequent meeting. 10 The clerk read a letter from Don Gribble making application for cer- tain licenses, as well as the clerk's reply thereto; they were referred to the Finance Committee which has charge 01' licensing; carried. . The clerk read notice of hearing on April 19th from the Railraod and Warehouse Commission entitled "Amended Notice of Hearing from the Railroad and Warehouse Commission" regarding additional protection at the Soo Lille crossing and HaInline Avenue; by motion seconded and carried this was referred to the Public Safety Committee, and Trustee Mack said he \'Duld attend the hearing . A colllll1W1ication from the County Auditor's Office entitled "County Board File No. 1518, Resolution #9-2581, dated March 20th, 1951" making a re-apportionrnent of the $40,000.00 gas fund between the Town and Village was read by the clerk and ordered placed in the Road and Bridges file; according to this the village gets a credit of $749.71 and the town ~J909.27 of the $4658.98 balance as of Feb. 13, 1951. Until the cOW1cil appoints a supervisor of streets the Public W:lrks Committee is to perform this function and make periodic inspections of the streets in the village. Pending an agreement with the town regarding joint use of the town hall by the town and village, it was regarded inadvisable to have any definite arrangement .for sepo.rate janitor services by the village.
