All members except Trustee Mack present. !!here being a quorum, the cOWlOi1 proceeded with the transaction of business as follows: llhe milll1tes of the August 27th meeting were approved as read by the clerk. CIVIL DEFENSE: A.t the instance of Otto C. Grafftulder and upon motion of Cummings seconded by McClung, the title of :Ralph 'l, lfu.nt was revised from "Commander of Civil Defense of Arden Hills" to RDirector of Civil Defense of Arden Hills," Colonel Miller and J4r.,lfu.nt.to be so notified by the clerk. CWMS: :By motion of ~ngs seconded by McClung the following claims were approved for payment if found correct by the Clerk: #49 - Melvin Hurlbert, :Bldg. Inspector, 901. of August permit #24 - $1.35 1}50 - Melvin Hurlbert, :Bldg. IMpector, 90'f. of September permits Nos. 22, 23, 25 '" 26 32.40 :By motion of McClung seconded by DeLange the following Claims were Bil- proved for payment I 1A5 - Don E. Gribble (Don's Corner) for constables' July gas Jl46 - Don E. Gribble (Don's Corner) for constables' Aug. gas #51 - William Koalska - for c:u.tting weeds, 12 MS. @ $3.00 per hr. 10.77 4.83 36.00 Claim No. 44 in favor of the County TreaSQrer, for $451.13 for overdrafts for road work from March 26th to August 25th inclusive, were at the c1erk1s suggestion ordered referred back to the County Surveyor for elimination cf an item for regraveling of Valentine Road which was ordered by the township. ($49.22 of the $451.13 is to be billed to a Mr. Schneider for whose account the culvert was ordered.) . Claims Nos. 47 '" 48 in favor of the Lake Johanna Vo 1unteer Fire Department and Spring Lake Park Fire Department, fo1'*230.90 each, based upon tax collec- tions to include ~,,1951, were referred to the Public Safe~ Committee for recOlllqndation as to payment and amount, and the committee was required to hold a meeting wring the week. (In this connection the council indicated that the busine811 of the respective standing committees be referred to them befors action by the council.) PUBLIC SAFETY COMMI'1'l'EE: In the absence of the chairman, Mayor Cummings requested $2000.00 for fire protection and $240.00 for constables' gas be in- cluded in the budget for 1952. BA.SDlEIiT HOMES: Building Inspector Ye1vinlfurlbert reported on base- ment homes' ordillS.nce adopted by the Township of Mounds View. Mayor Cummings 3.5 aslted him to furnish the council with a breakdown of the oost of a basement home, speoifically the cost necessary to fit a basement for occupancy for dwelliIlg purposes. . Cwnmings moved and MCClung seoonded a motion to mthorize the said chair- man to order the following work done On village streets: (a) 'J!l.e single item mentioned in the County SUrveyor's letter of Sept. 12. (b) !he first item of his letter of Sept. 19th for $175.00 on Glenarden Road at the north side of Skiles Lane, and the second item of $2.50.00 of the same le tter for work on Forest lane at langels Residence. LEVY: The clerk read a tentative draft of the 19.52 budget prepared by hir!lc for the purpose of determiniIlg the 19.5:1. tax levy, colleotible in 19.52. It waa tentatively agreed that it not B.1toeed 12..50 mills, the olerk to verify the mill rate on personal property with the county mditor's office SO as to be certain that the said rate on real property will not exoeed the 1950 levy of 12.63 mills made by the township.
