ROLL CALL: Cummings, Doepner, McClung, DeLallge, Mack present. . PETl':rIONS, RmlO:NSTRANCES, Em.: (1) :Mr. P. L. Pheilsticker of 1431 W. Arden Place, and others, appeared about blacktopping streets. The mayor then gave cost data from memory based upon a 1Il'itten proposal made by Contractor Craig to Bob Ashbach, a member of the Pllblic 'forks Committee, that the work could be done after October ls t if the people wanted it, at a saving of about 1/3d of prevailing costs. Craigs woold lay the blacktop 2t' thick at $7000.00 per mile or 20-ft. width, and at $6,440.00 per mile of lS-ft. width, or at an average cost of $1.'2 ""'.1.20 per lineal ,fOot. Village Building Inspector Hu.rlbert mggested that this would be .. good time to empl'oy an engineer to establish street grades. Lastspring Bob Aahbach, who is an engineer, reported to the council that some. village streets are stabilized sufficiently for blacktopping, while others are not, and that it would take from three to four years to get all existing village streete in shape for that type of BlU':tll.cing. Village AttorIlSY Courtney outlined the legal procedu.re for ordering the work done and paying for it by the village and/ar property owners. By motion of Doepner seconded by DeLange, the c=11 voted "that when we adjourn we adjOtl1'n to meet on Thursday, September 4th, at 8 O'ClOCk in the Town Hall for the purpose of holding a preliminary hearing on blacktopping roads," and thereafter the olerk made an announcement thereof to the meeting and said he 'llould publish a notice in the official newspaper and TWin Cities papers. (2) :Mr. Rene Bourdeaux, Box 403 Jie'll Brighton, who lives near the New Brighton public dump, inquired about what regu.lations the village has permitting the feeding of hogs within the village limits. At MllClung's Sllggestion, the mayor referred the inquiry to the Pllblic Welfare Committee, Public Safety Committee, and the Mayor's Planning Committee far study. (3) Building Inspector Jlnrlbert inquired if we can expedite passage of an ordina1llle regarding building and occupa1lllY of basement homes. In this CJIlIll1eC- tion the relevant cases of Klddon and Johnson, mentioned previously in the council'smimtes, were discussed, and while no formal action was taken by the council, these people are to be notified that no extensions will be granted upon expiration of their permission, the notice to be mailed thirty days prev- iOllS to expiration. 82 HEPOR!IE 0 F S TIlNDING COMMITTEES: . Finance: Ch. Doepner reported that a meeting of this co_ttee 'llhicl!l he called for .Aug. 23rd had to be cancelled because Mr. Mack had another appoint- ment. He then arranged for a meeting of this committee for Wednesda;y evening, Augl 27th, at his home. Also that he contacted the COlUlty Assessor's office and was told that the village's 1952 assessed values would be ready ~st 26th. Public Safety: Ch. Mack reported on new traffic tickets, "Notice of Illegal l!tquipment," and ri!Jj:lt fender lights for constables' cau. By motion of Mack seconded by Delange, the council authorized the Puqlio Safet;r Committee to purchase the following for the village: 2000 traffic tickets in triplicate in books of 25 each (BO books) at $62.50, the form to be the same as used by the Ramsey COlUlty she ri ff's 500 duplicate sets of "Notice of Illegal Equipment" at ~5.00 from Bamaley Printing Co. perquotation No. 17Bl, dated Aug. 22, 1952. Also two right fender Broadway lights for constables' cars. ':ro supplement their statlltory fees Ch. Mack proposed that the village R!l. each constable $50.00 per month f'or the months of .1p11'il thru November, and $15.00 per month for December. January, Febru.ary, and March, each to pay for his gas. '!'he Public Safe1\}' Committee was apparentl,y not in agreement on this proposal, Vic Weber favored $150.00 per month to each constable, wb.ile DelaDge was noIlJ:lommi tal as to the alllOlUlt, nor were the constables agreeable to 1he pro_ posed arrangement. 'lherefore, at the suggestion of the Chairman of the Finanee Committee the ~estion was referred to it for consideration. The question of whether the Village of New Brighton or the Village of Arden Hills is enti tled to the fines .assessed for traffic violations on HighwlliY No. B, was referred to Village Attorney Courtney for opinion. By motion of Delange seconded by 1!ack the cooncil authorized Vic Weber as member of the Pu.blic Safety Committee to purchase for the village two pairs of handcuffs and tWl billies for its constables' me. Pu.blic Welfare: Ch. McClung reported that this committee met on Satl1rday, August ,and called at the Twin City Trailer Coach Park by the Arden Hills Club Cafe at Highway B, and found sanitary conditions adequf4te. SPECIAL COMMIi"mES: . Ramsey COlUl1\}' P1BWling: Mack and DeIBnge reported they attended the August 19th meeting of this Committee. At this point the proposed street specifications were givem to Village At- Yorney C=tney f'or ordinaneing. 83 Clerk had no report.
