(1) Vernon Smi th, wi th o~'hers, of Edgawata ....venue, submitted an oral
request for blacktopping the incline of Edgawater Avenue for about 600 feet
west fi'om Lexington ....venue, and, was told somet',ing would be done about it.
(2) B~CKTOP?ING PROPOSAL: lIayor Cummings then addressed those present,
who munbered about 60 exclusive of council members, as to the origin of the
blacktopping proposal by Contractor Craig, after which Bob Ashbach, as member
of the Public Works Committee, spoke. He said an 18 ft. width compacted to
2-1/2 inches of very hign grade asphalt would cost each abutting property owber
$1.00. It developed that no written proposal from the contractor was available
at the meeting. Milner Carley reported that he went OVer the streets in Arden
Hills Nos. 1 and 2 Additions and suggested that we consider a compacted 2"
blacktop to be sealed immediately, that we should also consider drainage as
there are many places where it is not what it should be, also that we need
drai~ge easements, also that there are many high level private driveways that
should be lowered; on an assessment basis Carley thinks it is too late to
undertake a project of this type, and that blacktop placed On a moist surface
in lower than 6.50 temperatures w;uld be money thrown away; he also expressed the
opinion t~at with the exception of one or two streets that we would be better
off to correct drainage oonditions this fall, placing gravel where it obould be
placed, and get them ready for a program next spring rather than this fall, that
by doing blacktop work this fall we would be spending money where it positively
will not hold up, and that fi'om long experience in t.b.is vicinity you. oannot
bank: on weather that would justi fy blacktopping now and tha t he would rat her
see the streets break up with a gravel job than with blacktop.
In this oonnection the mayor read a letter dated August 2ith from Mr.
Crampton of the County Surveyor's office, ana also excerpts from Carley!s two
letters cfSept. 4th.

Gerald Bu.etow of Arden Hills No. 2 Addi tion offered a motion, which
being from a non-council member was out of order and was not seconded, that the
villace council set up a procedure for a hearing for blaoktopping streets in
Arden Hills Additions 1, 2 and 3. but no action was taken thereon.
A petition signed by P. L. Pheilstioker and others for blaoktopping
a stretch of their street in Arden Hills No.2 Addition was submitted to the
council but no action was taken thereon at this meeting.

MEETING OF VILLAGE COUNCILS: 'lhe mayor announced that he had arranged
a meeting of the councils of Lauderdale, Falcon Heights, Boseville, Arden Hills,
New Brighton, and New Canada, . for Y..onday September 15th at 8 P.lII. in the Boseville
Village Hall, to Deet with state highwa,y officials, Ramsey County Sheriff, on
highway matters.
STiu1DING CO!i[,IITTEE REPORTS:

Finance Committee: Ch. Doepner reported on results of his committee
meeting, and also of a meeting of the Council as a Committee of the Whole to
discuss compensation of constables, and that it was the unanimous decision
of the c=11 to pay each oonstable $75.00 per month, including gas, for a
3-month period, this to be in add! tion to statu.tory fees paid to them; after
MoClung analyzed the council's decision at great length, he moved and :r.rack
seconded a motion, which was carried,"that each constable be paid $75.00 per
month, including gas, for a 3-month trial period effective September 1, 1952."
!!he motion was diSCUssed at considerable length, Vie Weber and beth constables
participa ting, and it was deoided to await any action taken at the ];r oposed
meeting of the village oouncils at Boseville, Sept. 15th.
JUSTICE OF PEACE: Maok moved and Doepner seoonded a motion, which was
passed, that Justice of the Peaoe GraffUnder be authorized to purchase an al-
phabetical box file for filing justice of the peace records.
