The village clerk being absent, acting-mayor McClung appointed Shirley D. Ludlow as temporary clerk for the meeting. . Roll Call:Present - Mack, DeLanGe, McClung Absent - Doepner and Cummings Minutes: The minutes of the November 24th meeting were read by temporary clerk, Ludlow. DeLange moved and McClung seconded a motion that the minutes be accepted as read. Motion carried. 'i'he minutes of the Special Meeting of December 4, 1952 were read by temporary clerk Ludlow. Mack moved that the minutes be accepted as read. The motion was seconded by Delange. Motion carried. Shirley D. Ludlow was sworn in as village clerk, term of office beginning January 1, 1953 by councilman, Mack. J. W. Wasielewski as constable, otto Graffunder as justice of the peace and B. J. DeLange as trustee were sworn in by Vincent Courtney, village attorney --- terms of office beginning January 1, 1953. Petitions: Constable Wasielewski reported on the old Walker home across from the Lakeview Terrace. 1tts.Leon Sabine attested to its being an eyesore to the community. The council decided that if any action is to be taken, a petition should first be drawn up and presented at a council meeting by those living in the area. Constable Salitros reported on considerable dumping of re- fuse within the village limits. Any suggestions for remedying the situation should be turned over to the Public Welfare Committee. Constable Wasielewski asked if he and Constable Salitros would be paid for election service. Mack said policy was to pay for election service only when the council had reQuested it. I . Burnquist in regard to ~a~s~ng an ord~nance to compensate constables as pOlice officers. \vh~le such an ordina:nce isn't compulsory, it was reco=ended by the Attorney-General's Office. McClung moved and DeLange seconded a motion that village attorney, Courtney should draw up a broad, flexible ordinance to encompass any later changes that might be made as to salary, hours etc. The motion carried. . Mack then moved Gnd DeLange seconded a motion that the constables' pay of $75 per mo. and $25 per mo. gas allowance be extended for the month of January. The matter of insurance coverage for the constables while on duty was discussed. Attorney, Courtney' was of' the opinion that the constables were not adequately covered. Mack suggested that company carrying other village insurance should be contacted. HcClung moved and J.lack seconded a motion that Attorney, Courtney check into this matter. Motion carried. REZONING: A peition for the vacation of' that portion of Center 0treet in the Village of Arden Hills which lies between the ~asterly line of Highway Number 8 and the westerly line of Highway Number 10 was made by the fi;cDonald Lumber Co., Inc. Aftllj';'"discussion the council by motion of Mack seconded by DeLange authorized the clerk to give published notice in the official paper, for hearing thereon at the next council meeting, Monday, January 26, 1953, at 8 o'clock P.M., in the village tiall, and also to post the same in three places. 'l'he Ingerson Platt was presented to the council, but inas- much as it included several debateable points which will be covered in a new ordinance, McClung suggested postponing action. ~'IR:~ PROTECTION: Mack moved and DeLange seconded a motion that we pay the Lake Johanna Volunteer Fire Dept. and the Spring Lake Park Fire Dept. $1000 each for fire protection during the year 1953. $500 is to be paid to each on January 1, 1953 and July 1, 1953. The motion carried. PUBLIC WORmS: The Weed Inspection Report was given to the clerk for permanent filing. DeLange also supplied clerk with a list of people to be billed for culverts. Mack then moved, and McClung seconded a motion that two . claims dtr~sented by DeLange be approved. Claims were for $60 fe,'if'ilra ing, Shaping and placing of cuI verts and ~32. 50 for the spraying of obnoxious weeds. Motion carried. PUBLIC WELl"AHE: McClung, Chairman. Reports were made on a hog farm near the arms plant and on a trailer located on ---- ------- u 102 Amble Hoad. Neither are new establishments. DeLange re- commended gettin~ statements rrom the ovmers as to their in- tentions. Civil Defense: Ch. hunt not present. 'l'he council was told that the Civil Defense group will help police the bt. Paul Winter carnival. l!'irteen whistles at a cost of from $7 - $3 will be needed. ". Grarrunder suggested making a small sum or money avail- able to Ch. Hunt to be used at his discretion. DeLange made a motion that Ch. Hunt be authorized to buy the whistles and charge them to the village. The motion was seconded by ~'cack and carried unanimously. REPORTS. OF OFFICERS: Clerk; Not Present. Treasurer; Treas. Read reported that ~;;5000 in taxes have been received. This is all the village will have ror operating expenses ror quite some time. Justice of the Peac~; Justice or the Peace, Grarfunder made a request for a more permanent rile ror his records. The ques- tion was brOUGht up as to how long other records should be kept. Mr. Courtney will advise on this matter. The justice's report ror the month was not yet complete. Village Attorney: Courtney stated that he was still in the process or preparing the ordinance on roads. Building Inspector: Not present. Health Orficer: Not present. The ordinance concerning basement homes was brought before the council, but Mack asked that he be allowed to rurther in- vestigate the 35 , provision berore its second reading.
