The meetinp: V'AS called. to order at 3:00 P.M. by Mayor Cumlllinp;s. Roll Call: Cum.':'1inp;s, Mc Clunp, Mack, Ludlow, present - De LanF',e, absent. Mr. Ralph Hunt of 1450 Skiles Lane appeared to request the ex- tension of a culvert. After discussion Mack moved and Mc Clunr; seconded a motion that a six foot extension be put on the culvert in question - carried. Otto Graffunder of 1567 Oak Ave. likewise requested that repairs and an extension be made on the culvert at Oak Ave. and Lake Johanna Blvd. Mack moved and Ludlow seconded a motion the necessary repairs and extension be made - carried. Ch. of the Finance Committee, Ludlow pres,nted the proposed budget for the Village for 1954. In dmscussion Mack objected to the proposed 8750.00 allocated to the Planning Committee on the grounds that no report had been submitted to the Council by the Planning Committee. Mack moved and Ludlow seconded a motion including ~300.00for Civil Defense in the budp;et for Public Welfare - carried. Mack mOved that the1951~ budr;et for the Village be accepted as submitted vlith the exception of the $750 allocated to the Planning Committee. There was no second to the motion. Ludlov! moved that the motion be tabled. Mc Clung seconded and with Mack voting contrary, the motion carried. Ludlow then moved and Mc Clung seconded a motion that the Village Council accept the 1954 budget for $17,500. which is to include the ,gOO,.OO for Civil Defense. Mack objected in sofar as in- cludingthe ~750.00 for the Planning Committee, but the motion carried. , Justice of the Peace, Graffunder submitted his report for the month. Public Safety: Ch. Mc Clung reminded the Council that the new . fire protection contracts would soon be requiring official action. Public Works: Ch. absent Public Welfare: Ch. Hanilton of the American Munitcipal Association in which Mr. Hamilton promised his support of the Village in its efforts to secure more tax money from the . Arms Plant. . The Clerk il!8ad a letter from Walter Booth's announcill.';: the print- in~ of an appendix to the 191,9 edition of the Village Manual. Mc Clung moved and lcack seconded a motion authorizin~ the Clerk .... to purchase an appendix - carried. t~. Mc Clung complimented the Mayor for his efforts on behalf of the Villa~e in his attempt to secure more tax revenue from the New Brighton Arms Plant. He added that he wished him all success. The Clerk read a letter tendering her resignation, but inasmuch as there was no one immediately'able to take over the dutlltes of the office, action WRS deferred. The Treasurer renorted it would be to the best interests of the Village to nut 3F10,OOO of Village Funds on time deposit. Mc Clung moved and Mack seconded a motion the suggested amount be put on time deposit at the best interest rates available - carried. Justice of the Peace, Graffunder, submitted his reSignation be- cause of the press of business affairs. Me Clunl'", moved and Mack seconded a motion the resignation be accepted. The Council thanked Mr. Graffunder for the fine job he had done as Justice of the Peace. All residents of the Villa~e who had occasion to visit his court appreciate the fair manner in which it was held. Mr. Wm. Krautkremer was suggested as a possible fill-in for the unexpired tem of J!r. Graffunder. Mr. Graffunder endorsed such a move. Ludlow moved an (1 Mc Clung seconded a motion appointing Wm. Krautkremer as Justice of the Peace to fill the unexpired term of Otto Graffunder. -carried. Village Attorney - Mr. Courtney read a letter inquiring into the legality of shooting air rifles withifi the Village limits. . After discussion the Council requested Mr.Collrney to inquire into St. Paul ordinances on the above subject. Insp. reported zoning maps of the Villap;e were available from the County. Mack moved and Mc Chm!,: seconded . a motion authorizinp: Hurlbert to purchase 10 maps - carried. Claims #330 thru 11339 inclusive were read by the Clerk. Since Claim #333 had not been okayed by the Ch. of Public Works, Mack moved and Me Clunp: seconded a T'lotion the above mentioned claims, with the exception of #333 be ~pproved - carried. Mack submitted an ordinance to the Mayor coverinp; the servicinf( and installation of' natural gas within the VillaR'e. Meck moved and Mc Clung seconded a motion the meeting be adjourned.
