Roll Cell: All members present. ... The minutes of the January jl meeting were read by the clerk. A correction was requested by Trustee Hoyt. which WaS make without objection. Minutes were approved as ammended. Mr. Harold Thornes. 4519 Highway 10. President of the Round Lake Improvement Association presented the Council with a letter objecting to the R-J zone classification for the area as presented by the zoning committee. The association requested that the area be zoned R-I. Mayor Ashbach gave one copy of the letter to Dr. Hoyt for Planning Board consideration. and one copy to clerk for files and for Council use when the zoning comes before the Council. Mrs. stromquist gave Dr. Hoyt a letter from Mr. Milner Carley containing objections to the proposed residential zoning of some property owned by him at corner of Hightlay 96 and Highway 10. Mr. Chester partytka. 4676 Highway 8 objected to the rezoning of Mounds Avenue and View Avenue from residential to Industrial. Dr. Hoyt invited Mr. Partytka to an open meeting on rezoning to be held March 1. by the zoning committee at the Village Hall. Mr. Robert Manual appe~xed before the Council objecting to a dog nusinance ... at Hamline Ave. and Amble Rd. The residents requested a dog ordinance be drawn up. A neighbor of II.I'. ~lanual raises several dogs(20-jO) and the dogs create a problem in the neighborhood concerning noise. sanitation. and sa:fety to the children. Mr. Sa,litros. Constable for the Village favored a nog ordinRnce. e.s the Police Dept. has received complaints concerning nags from all parts of the ville~e. Following discussion 181 by Council, Mayor Ashbach stated he would contact Mr. Courtney, Vill~ge Attorney, to see what can be done for temporary relief until a dog ordinance can be paesed. Mr. McClung, Fublic Safety Chairman. relld a dog ordinance previously considered, and st~ted that the Public Safety Committee will work on a dog ordinance. . PUBLIC WORKS: Load limits were established at J ton gross and the clerk 'oIas advised to put notice in the Rose Tribune advising residents to prepare for posted roads. PUBLIC WELFARE: Trustee Hoyt reported on a committee meeting of the entire group of the Mayor's Advisory Committee., and also on a meeting of the chairmen of the sub-committees of the same group. This group of chairmen will meet month~ with Dr. Hoyt on the next to last Mon~. The petition requesting rezoning of the Zilliox property from Farm residence to Commercial remained with the zoning committee for further study. Dr. Hoyt also reported on a meeting he attended concerning the proposed Metropolitan Planning Commission. At the present time, the city areas are requesting more representation before approving establishment of the commission. The St.Paul Humane Society reouestedArden Hills pass an Ordinance to prevent baby chicks from being sold or given a~'ay all pets. Clerk "'as requested to write them a letter stating Council will give the matter full consideration. . Concerning the list of supplies for Bldg. Insp. Mr. Owen, clerk vas requested to call Mr. Hurlbert, former Bldg. Insp.. to find out how such supplies were handled by him. end also to reQuest that Mr. o.!en appear at the next meeting of the Council to submit same list of supplies. Claims were presented to Council. Dr. Hoyt moved and Mr. DeLange seconded the motion that Claims 561 thru 572 be paid. Motion passed. Mr. Relph Hunt. Civil Defense Director for Arden Hills presented Council ~ith an Pir Reid Alarm System proposed for Arden Hills. The proposed 182 system is to be given further study by the Council. The clerk ~!as requested to call surrounding communities to see what systems they are considering.
