Roll Call: All members present. Mr. Ralph Hunt, Civil Defense Director, explained a drive sponsored by the . Pet Milk Company for supp:qing citizens with Identification tags. When worn, in case of an air raid, the tags would be an aid in identification. ~lr. Hunt was given Oouncil approval for the program, and requested by the Council to give it publicity thru the schools and the Rose Tribune. The Air Raid Alarm System was discussed and the Council decided to take action at the next meeting. Finance Committee: Mrs. Stromquist reported tl1at tne March balance from the clerk records was $11,932.97. The possibility of setting up an inventory of village propert;r and equipment is being considered. Public Safety Conunittee: Mr. McClung reported that a cOIIIIIIUtee meeting was held March 26 with all members present, for the purpose of drawing up a dog ordinance. Ordinances from surrounding communities and territories were studied and another meeting is scheduled for the following Saturday. A letter from the Village Attorney was written Mr. l~r, requesting he correct the dog situation at his residence. Mr. Jim Mahr, 4372 Hemline Ave. . came forward to discuBB his dog problem with the Oouncil. Mr. Mahr stated he has 16 dogs, 8 of which are trained hunting dogs which he rents during the hunting season. Ml%r Ashbach advised Mr. V.ahr to keep his dogs under control. Mr. McOlung stated the new dog ordinance will be drmm up a.s soon as possible. l;fr. Weber explained the Police Dept. radio hook-up system now in operation - 184 with the Village and St. Paul. He stated that there is a proposed new program for the installation of individusl radio systems for oommunities in rural Ramsey County. Mr. Weber advised against the proposed new system. A meeting was oalled for Mon~. April 4. 1955 to oonsider the proposed system. A Cluestion was raised as to whether the Mounds View polioe have the right to use the village hall looated in Arden Hills as a base for watching for speeding traffio. the~' to follow the car on into Mounds View and make the arrest there. l.fr. Courtney will oheok the legality of it and write to Mr. MoClung. The dog situation was again brought to the Counoil. A resident on Hamline Ave. stated the situation had not improved in the past month. The Village Health Offioer will be asked to investigate. Hr. Courtney stated a dog kennel oan be only on an industrial area, and then only wi th special Council approval. McClung moved that the Village Attorney be author1l!:ed to write to Mr. Mahr advising him that he is operating a kennel in violation of zoning laws, and. if he has not taken steps in ]0 ~s to oorrect the situation. and ad.vise the Council on what action he has taken on it by April 25. 1955, that the Counoil will take legal steps to enforoe the law. ~lr. DeLange seoonded the motion. Motion :passed. :Publio Works Committee: Mr. DeLange stated all roads are posted except Ingerson Addition. that there are several soft spots to be graveled !lJld that some oulverts were plugged. There was a q~estion on the oulvert _ installation near the Ingerson property. Mr. DeLe,nge will investigate it and give his reoommende~ion. lublic Welfare Committee: Dr. Hoyt sts,ted that the Mayor's Advisory Committee made the following reoommendation to the Counoil regarding !~jor Kellar encouraged the committee to investigate the possibility 186 of Arden Hills hook-up with the plant sewer. and for the removal of the fence around Round Lake. He suggested we contact Rosemont in regards to powder storage for tae DuPont Compacy. Dr. Hoyt recoDDllended that we wait the two months on the air raid alarm system, that we open negotiations cOllCerning Round Lake and the sewer . hook-up, and to remove powder storage to RoselllOnt if possible. ~or Ashbach moved that the committee continue negotiations on the above three points and report to the Council in the future. Stromquist seconded and the motion was carried. Mayor Ashbach presented a letter to Dr. Hoyt from Valentine Hills residents for zoning committee consideration. Mayor I S Report I Mayor Ashbach stated that the matter concerning the Melina residence was completed and the certificate was given Clerk. Hoyt moved and DeLange seconded the motion :blI. the Clerk and Mayor silJ!l the certificate. Motion passed. DeLe:nge moved and Stromquist seconded the motion we authorize proper officials to sign for permission to put telephone poles on 'vi ~"-~c'- ave. Motion passed. McCIUllg stated he had attended the Town and Oountry Committee and Legislative Committee of Ramsey County meeting concerning road fund allotment. Mayor Ashbach suggested Clerk send Council members the eurrent budget balance for tae various departments each month. so as to try to keep all spending within ths budget. After Council discnesion, Clerk was requested . to do so. Y~or Ashbach appointed Mr. McClung to attend the meeting April 4. 1955 regarding Police radio system. and requested any other Council members to attend if possible. Clerk's Report-Mrs. Stromquist requested a special meeting for April 5. at 8100 for dieeuesllng the installation of natural gas for Arden Hills. 187 The Council decided to consider rezoning the Zilliox property at the same meeting. .Regarding the lluilding Inspector I s liBt of supplies needed, Hoyt moved and McClung seconded the motion we authorize Clerk to supply llldg. Insp. his office supplies. and if there is a question on any items, it be brought to ... Council attention. Motion passed. Council was requested to appoint a weed inspector. Hoyt moved and McClung seconded the motion Mr. DeLange be appointed weed Insp. Motion passed. DeLange abstained from voting. .Regarding the adVisability of publishing the .Regular Council l.faeting Minutes in the Rose Tribune, it was felt the Rose Tribune does not reach enough of the population of Arden Hills to warrent the publishing. Hoyt moved and DeLange seconded the motion we consider it again next year. Motion passed. Claims were presented Council for approval. Regarding Village Clerk salary, after discussion, Mayor Ashbach moved and Dr. Hoyt seconded the motion the Clerk's salary be set at $50.00 per month. Motion passed.
