MINUTES OF RmULAR MEETING
cowelL FOR THE VILLAGE OF .ARDEN HILLS
Monda;y. April 25. 1955
The meeting was called to order at 8161 P.M. b) ~or Ashbach.
Roll Call: Present;Ashbach, DeLange, McClung, Stromquist Absent; Hoyt.
The minutes of the regular meeting of March 28, 1955 and. for the special
meeting of AprilS. 1955 were read by the clerk and. apr~oved by the Council.
Mr. Joseph Konke, 1541 Edgewater Ave. appeared before the Council regarding
drai~e on Edgewater. He stated that the road level had been raised after
the houses were built, and stated a desire to heve the roed level lowered.
The matter was referred to Mr. DeLange. who will investigate and report to
Oouncil later.
Earl Hanson requested a temporary permit to put a trailer house on his lot
in Shorewood Rills. After Council discussion, McClung moved and DeLange
seconded the motion Mr. Ranson's request be granted to place a trailer on his
property for occupancy expressly during the construction of his home, and. for
a period not to e:ooeed 90 ~s, starting l-'.ey 1, 1955, end that trailer be
placed in an inconspicious place behind the uncompletea house. Motion passed.
Mr. Jack Grudnoske requested rezoning from Farm residence to Commercial his
property at corner of Ra.mline Ave. and High~"ll3" 96. Council requested he
present them with a legal petition from land O""D.ers and adjoining land
0\tl11ers.
~~or Ashbach called a Public Hearing for re~oning the ZillioX property.
There was no opposition to the request for the rezoning. 1!r. DeLange moved
we accept the Zilliox retition for rezoning the land described as " The
Part of Southwest Quarter (Swt) of Southeast Quarter (SJ!li,) of Section
Twenty Seven (27), Township Thirty (30), Range Twenty Three (23), lying
South of Railroad RJ,ght of Way" from Farm residence to' ,':Business. Stromquist
seconded and the motion was passed. The developers deposited $1.00 to clerk

for filing rezoning form with the Register of Deeds. The road plans for
the Zlll10x plat were given l.fr. DeLange.
Mr. Don Fen introduced Wm. Nickerson. regional distributer for Cliff-MaT
Romes to Council. It was requested Council give permission for construction
of three Cliff-~ Romes in the Shorewood Hills plat. The developer stated
thehomes are F.R.A. e,pproved and will be in the price range of $20,000 to
$2.5,000. :Bldg. Insp. Roy Owen recommended the homes for Arden Hills.
After Council discussion. Mayor Ashbach moved we authorize Bldg. Insp. to
issue permits for three model homes, two to be on CountT Road F, after Bldg.
Insp. has recieved wri tten approval from residents across CountT Road Jl', and
one additional model home on an interior lot, at di sgressilUl of Bldg. Insp.,
and also written proof that homes are F.H.A. approved, and that the Bldg.
Insp. satisfy himself as to interior and exterior construction. DeLange
seconded the motion and it was passed by Council.
FINAlTCE COMMITTEE: No report.
PUBLIO sAFETy COMMITTEE: No report. Mr. McClung stated the telephone
company will no longer list such listings as Arden Hills Village Police
unless we put in a business phone BJld answering service at $20.00 per
month, however, police BJld fire depa,rtments of suburbs will be listed on
ths inside cover of the new directory, wi th a blank space inserted for
listing the number to call for these departments, and residents should be
urged to insert numbers in the spaces.
PUBLIC lfORKS COMMITTEE: Chairman Delange reportee that many requests have been
made to allow trucks and loads on posted roads. After Council discussion,
Mayor Ashbach made the motion we authorize Commissioner of Pu.blic Works to
permit _ trucks on posted roads if he feels it advisable. McClung seconded
and the motion was passed.
Mr. Delange stated we have 9.:31 miles of County roads and 7.01 miles of village

streets in Arden Hills.
Attorney's Report: Mr. Oourtney stated th~.t a letter was sent March 25, 1955
to Mr. Mahr concerning his dogs. An answer was recieved from Mr. Mahr and
was read aloud to Oouncil by ~r .A:shbach.
Re: Justice of Peace forms. Mr. Oourtney stated the village is allowed to
purchase the forms.
Re: l~ounds View Police Department, there is no legal prohibition against the
practice stated at the March 28 meeting. The matter should be treated as a
policy between the Council for Arden Hills and the Town Board of Mounds View,
rather than a legal matter.
Re: :N. S.P. Ordinance for natural gas , Mr. Courtney stated some points to be
cleared in the Ordinance. After Council discussion, Mr. Courtney was requested
to write N.S.P. to get a suitable Ordin/mce for the village. I.lr. McClung
moved and Mr. DeLange seconded the motion we introduce Ordinonce permitting
N.S.P. to bring natural gas into Arden Hills and consider this the first
reading of the Ol'dinance. Motion passed.
lie: Letter from Mr. Mahr, Mr. McClung moved and stromquist seconded the motion
the attorney acknowledge the letter recieved . thanking Mr. M8.hr for his
coopere,tion, and agreeing to the extension of time, which will terminate
nine>>, (90) ~s from de.te of :previous letter of March 29. 1955. Motion
passed,
The Dog Ordinance was read aloud by the clerk. Mr. Courtney stated that
certain sections might be ~nd.ed. The Council discussed the problem of
enforcing the Ordinance and what to do with the stray dogs. Olerk was re-
quested to call the Humane Society to ask if they will accept dogs, how long
the dogs are kept by the Sooiety, and if released to owner, will the v1l1t'ge
be reimbursed the cost of taking the dog to the Society.
McOlung made the motion we introduce the Orltinance to Provide for Registration

Identification. and Keeping of .Dogs at this meeing and this be considered
the first reading of the Ordinance. DeLange seconded end the motion was
passed.
Claims for April :fx were presented by Clerk. DeLange moved and l.rcClung
seconded the motion that Claims 592 thru 604 be paid. Motion passed.
Mr. McClung made the motion we adjourn. ~~. DeLange seconded and the motion
was passed.
Meeting was adjourned at 10:55 P.M.
