Monday, July 25. 1955
Tile meeting was called to order by Acting ~-yor DeLange at 8:05 P.M.
ROLL CALL: Present: DeLange, McClung. Hoyt, Stromquist
Absent: Ashbach.

The Hinutes for the June Z7 meeting of the Council were read and approvedo
J.!r. Carpenter, 1619 Lake Johanna Blvd.. a.gain appeared before Council concerning
the dra.inage problem being caused by the grading of the property adjoining his on
Lake Johanna Blvd. Mr. Carpenter stated that his land is being tresspassed upon
and that the road being built is coveril>g the stake markine ~IT. Carpenterls land.
Acting Attorney ~IT. Keys stRted that as yet Mr. Miske has not violated anyvillp~e
laws, and he would advise Mr. Carpenter to sue in a civil suit to get the drainage
back to >!hat it Was before the erad.ing WP.s started. on the adjoining land. As to the
tresspassing. t e Police Dept. may warn Mr. Miske not to tresspass on privg,te
property. It was stated. to Council that the roed. beiJ'~ built is to be turned over to
the village upon completion. After Council discussion, Council requested the clerk
to ~Irite to Mr. }liske asking if he has any intention of requesting the ville,o:e to
take over the road. when completed, and. if so, if he is familiar with the require-
ments made by the village before a road. is eccepted. by the villa-,:;e. Dr. Hoyt
.oved aLd. l-lr. McClung seconded. the motion that the clerk write to Mr. Miske and point
out complaints and problems relative to street constl"'u.ction in the villa,o:e. Motion
passed.
Mr. Ao D. Burke of 1249 Tiller L~ne requested that Council check into the problem

of obtaining a ll'lJUI' road off Tiller LIme as sho,,'!'. in the plat plan for Jos. Hill 2.
Dr. Hoyt moved., that Dr. Ingerson be requested to bring streets up to cond.ition as
passed by the council in the Jos. Hills 2 plato Mr. !{cClun,g; seconded the motion
and it ~as passed.
FI10~TCE CO"rr~ITTEE: ~lrs. Stromquist reported that the Twin Cities Arsenal had. veen

contacted regarding licensing food, cigexettes, soft drinks Gnd candy machines. It is
the opinion of the attorney for FederEQ Cartridge Corp. that as they are on a federal
reservation. vi11a~e licenses are not required. It Was their attorney's opinion they
they are physically but not legally a part of the Villa",e of Arden Hills.
PUBLIC SAJi'ETY COMMITTEE: The Council discussed putting in an anSlllering service for the
. Police Department. The two police officers are no" both on four party lines and it
is sometimes very difficult to get a call thru to them. Mr. McClung recommended that
we make this anSlllering service available end to start it as of Sept. 1, 1955. Dr. Hoyt
moved that the Public Safety Committee suudy it and bring the matter up befor the next
Council meetingo Mrs. Stromquist seconded and the motion was carried.
Mr. McClung also reproted that he had attended a meeting at Roseville regerding the
establishment of a .ioint dog pound for Roseville 8,nd surrounding cOllllllUD.ities.
There was not much acomplished at the meeting as it was attended only by two people
from ~llderdale, the Roseville Village Clerk, and Mr. McClung representing Arden Hills.
PUBLIC WORKS COMl~TTEE: ~~. DeLange reported that Carlton Road is in very bad condition,
and that he had requested information from the Village Engineer two months ago.
and as yet has recieved no answer. Mr. McClung moved that Mro Carley be written
a letter stating that it has come to the attention of the Council that the
Ohairman of the Public Works Committee requested information on draine~e and
~!ould like to have an enswer to the questions. Mrs. Stromquist seconded and the
motion was passed.
PUBLIC WELFARE OOMMITTEE: Dr. Hoyt hl'd nothing to report except that the Zoning
anei Land Use Com:ilittee plan to hold a meeting within the next month.
. CLEHJ{' S REPORT: Mn Stromquist read two letters from the Ramsey County Plat
Committee regarding platting of Josephine HH:h #3 and the Zilliox Riaz Plat. The
proposed plat plans were referred to the Planning ix~~xx Commission.
Olerk presented claims for July. l~. McClung moved and Dr. Hoyt seconded the motion
th~t claims 644 thru 660 except 651 be paid, and they ~IDyor Ashbach be appointed to
check into the matter of claim 651. Motion passed. The Council felt that Arden Hills
should not be required to pay one half of heating, eleco end janitor services for

BUILDIHG UlSPECTOR'S REPORT: Mr. Owen reported. that t..o !,ermHs had. been issued
for Cliff-I~ homes in Shorewood Hills, sUbject to Council approval. l~. ~'en
also presented a letter to ~~. DeLange from "~. ~,en concerning oil and. blading of
Yernwood street.
Dr. Hoyt suggested the.t "~. DeLEnge present to the Counct.l aJl estimate of the time
and. milage involved in the job 8.S Road Commissioner.
Mr. McClung moved. and. Dr. Hoyt seconded the motion that the meeting be adjourned.
Meeting was adjourned at 10:00 p.M.
