tIDWTES OF SPECIAL MEETING
COUNCIL OF THE VILLAGE OF ARDEN HILLS
Fri~, March 23. 1956
The meeting was called to. order at 7:00 P.M. by Mayor Ashbach.

Mr. G. W. Granstrom. 1749 Randolph. st. PauJ. requested an On Sale liquor license if
aJly are to be issued in Arden Hills. Mr. Granstrom stated that he wouJ.d put up a
very attractively built eating place ins location in the village where there Plu1d
be no ant~anism toward such an establishment. He is also willing to build an"
addition to his building to allow the vi11~e to operate a municipal Off Sele liquor
store if they desire it. The Council informed Mr. Granstrom that to the present time
there has been no consideration of issuance of such a licenss in Arden Hills. but
if we consider it in the future. he will be notified.
Mrs. Daley appeared .efore the Council concerning the complaint against her dog
kennel on residential property. She ste.ted that it is her only w~ of making
a living, and that when she requested a permit for a kennel about three years ago she
was told that it wouJ.d be permissable, as there had been a dog kennel at that 10ca&10f>
for several years before she moved to the neighborhood. Mrs. Daley said she wished
to comply in aJly way possible with our dog ordinance, if we would allow her to
continue operation of the kennel. t~s. De~ey presented apetition signed by three
neighbors stating that her dogs did not bother them.
Mrs. Albin and Mr. Burke appeared to complain of the kennel. 'lhey felt it was a
health hazard and objected to the noise and 1lMlleasant odor.
Mr. Salitros. Village Constable read a police report in regards to a former complaint
made to the Police Department against the dog kennel in JuJ.y. 1955.
Mter Council discussion, Mrs. Daley was instructed to eliminate the noise and odor
of the dogs as soon as possible. and residents living near are to come again
before the Council if the kennel causes 8DY :further trouble.
Mter Council discussion with Mr. Ralph Hunt. Civil Defense Director fOIl Arden Hills.
Dr. Royt moved and Mr. McClung sedonded the motion that the contractor be Qp.thorized
to install the two air raid alarm sirens purchased by vill~e at an installation
cost of $933.60. Motion passed. The operating cost 01' the bell and light will be
$60.00 annually. 50% of which is to be returned to the village by the federal
government.

The plat !mown as Registered Land Survey If 30 was referred to Dr. Hoyt for Planning
Board recommendation.

The
Mr. Ed Wilmus presented Roseville Terrace Plat #9. Part of the plat is in the
Village of Roseville. Mr. Courtney. Village Attorney advised that a separate plat
for the area in Arden Rills be made. Mr. WUmus agreed to have it platted separately
and to mail a copy 01' the plat to the Clerk. Dr. Hoyt moved and Mrs. Stromquist
seconded the motion for preliminary approval of the loyout of the five lots in the
plat.

Mr. Donald Stecker. 1419 Arden Place requested that the Village Council
present the question of iSSU8~e of liquor licenses in village to the residents.
He requested to go on record as an applicant for a liquor license if 8JJ:T are
to be issued. Mr. Courlmq. Village Attorney was requested to look into the
legal procedure required for Council to take action.
Dr. Hoyt reported a meeting held with Mr. Courtney, Mr. Sexton. and Mr. Jones
regll~rding the zonir~ ordinance. Mr. Jones is drawing up the ordinance for
~ presentation to Council.
Mr. Ashbach reported tibat Mr. ChaJldler. Supervisor of Mounds View Township
Town Board lDaT open negotiation with Arden Hills concerning the village hall.
The mayor reported that aJl informal meeting was held with Mr. Peter Popovi teh
regarding a sewer hook-up with Roeevil1e. Mr. Popovitch felt that Arden
Hills is a borderline case as to whether we whould go ahead with sewer plans
now. or to wait for population growth.
~or Ashba.ch stated that a Park and Recreation Comm1 ttee is to be set up.
Council granted permission to Mr. John Arthur to park a trailer by the Hillside
Tavern until ~ 10. 1956.
Mrs. Stromquist was authorized by Council to order forms necessary for
licenses. permits and bonds under our present building code.
The meeting was adJourned at 10:15 P.].!.
