HomeMy WebLinkAboutCC 04-27-1956 229 MINUTES OF BEGULAR MEETING COUNCIL OF THE VILLAGE OF ARDEN HILLS MandaT. April :!l. 1956 The mepting was called to order at 8:00 P.M. by Mayor Ashbach. Roll Call: All Council membprs and Village Attorney present. The minutes of the March 26 rpgu.lar mepting and the March 23 special meeting of the Council were r..ad by Cl..rk and approved by Council. . Dr. Sekhon. Health Officer for Arden Hills repllrted that he had requested that the ~arbage piles be cleaned up at the Richardson residence at 1144 Edgewater. As Health Officer Dr. Sekhon recommneded the following items for Council attention: 1. A stricter dog ordinance than that now in effect in Village. 2. A check up of possible cesspool drainage into l8.k..s and beaches in the village. 3. A possible ordinance eliminating outhouses in the village. A new examination for po1ution will be taken on Lake Johanna and Lake Josephine by the State Board of Health. ' Mr. McClung is to make a survey of the outhouse situation. Mr. Courtney. Village Attorney. presllllted an ammendment to th.. prpsent dog ordinanc... A group of village residents present at the me..ting favored a more strict ordinance than that now in effect. After Council discussion, Stromquist moved and Delange seconded the motion that we consider this the tirst reading of the ammendment to the present dog ordinance, and that the ammendment be t'eferred to the Public Wety Committ..e for further study and recommendations in regard to lee sing and enforcement of the ordinance. Ashbach. DeLange, McClung. Stromquist in favor. Hoyt opposed. Motion passed. The Council set the May 28 Council mepting as a h..aring for the dog problem and Clerk is to publish notiCe in the Rose Tribun... Mr. Barke stat..d to Council tha.t the refus.. at the De,ley dog kennel is now being burn..d inside the house, so odor from burning is still off..nsive. Dr. Sekhon was requ..sted to investigate and r..prot be,ck to Council. In r..sponse to a requ..st from Mr. Stecker in regard to issuance of liquor licenses in the village, Mr. Courtney, Village Attorney r..pD6tpd that a s~cial elpction may be held upon petition from ten legal votprs in thp village, or upon action from the Village Council. If Council starts the action. then they must proceed accordingly with the results of the election. Mr. :BourdeaU% requested consideration of rezoning of his land npar HighwlVl8 from Residential to CommerciM. He was requested to write to Village Clerk to request the desired rezoning. . Mr.. Cliff stienkraus , Chairman of the recreation committe'tfor Round Lake Improv.... ment Assoc. requested the village to act as sponsor to a r!'cr~ation program to be provide by the association, with no cost or work for the Village. Mr. Courntye. Village Attorney stat..d that the village could legally sponsor such a program on public or prdlvate property. After Council discussion, Hoyt moved and DeLange seconded the motion that Counc11 indicate to Mrs. Stienkraus that if and when such a program is organized. the Council will act as sponsor. Motion passed. Mrs. Leo. Sabine, representing the Le~.. of Women Voters of Arden Hills suggested voters' registration and stated that the League is willing to cooperatel in any way pOSSible to accomplish this if the Council desire:sit. The Council feU the registration would be a good thing for the village. Mayor Ashbach Sllggested that the Le8gl1e look into the ordinance regulating the registration. 230 FIl~E COMMITTEE: Mrs. Stromquist reported a balance in the tre~sury of $17,641.22. PUBLIC SAFETY COMMITTEE: Mr. Weber presented the fire report for March, 1956. He also reported on the teen age incident at Sucker Creek, and the fine cooperation between the various police departments in controlling it. . PUBLIC WORKS COMMITTF.E: Mr. DeLange reported that the village roads have been bladed. An order is to be placed with the county for street oiling. The load limit signs are to be removed the same de1" that the county restrictions are removed. Mr. Coates requested that a street light be placed on Tiller Lane. Mr. DeLange moved and Mr. McClung seconded the motion that a letter be sent to Mrs. Blank thanking her for thp arc light on SnPlling AveIlll.e and Highway 100. Motion passed. PUBLIC WELFABE COMMITTEE: Dr. Hoyt reporhd that thp zoning ordinance is to bp presented to Council at the next mepti,~. The Planning Board will give recommendations for Shorewood Hills 6 at thp next meeting. MAYOR'S llJ!lPORT: Mounds View Town Board called a meeting of officials of Ramsey County suburbs to discuss the dump problem M~ 18 at 8:00 P.M. at the hall. The sewer hooJr...up l'.,.th Roseville was discussed. Bids were let in Ros..ville. The cost to Arden Hills to increase the spw..r lines of the first section of the Roseville sewer would bp approxiJbately $25,000.00, which would include the additional charge levied by the City of St. Pa~. CLERK'S REPORT: The letter from Mr. Fried.me.n in regard to the two narrow lots in Josephine Park Plat was referred to Mr. Courtney. Attorney was requested to write to Mr. Friedman to ask him to come to the next mMl;ing of the Council. Upon motion by HOJlt and seconded by MCClung, and passed by the Council the Clerk was authorized to purchas", an adding machine.
