HomeMy WebLinkAboutCC 06-25-1956 238 MINUTES OF REGUIAR MEETING COUNCIL OF THE VILL/lGE OF ARDEN HILLS Monday, June 2fi, 1956 The meeting was called to order at 8:00 P.M. by Mayor Ashbach. ROLL CALL: Present; Ashbach, McClung, Stromquist Absent; Hoyt, Delange The minutes of the May 28, June 1, and the June 15 meetings of the ~ Counoil were read by the Clerk and approved by tee Council. Mr. Frank Mathes, presented a petition requesting that Lots 1 & 2, Blook 4, Arden Hills 2 be rezoned from Commeroila to Residential. Mr. Mathes stated that it is the opinion of the Minnesota Highway Department that a commercial establishment at that looation might create a traffic hazard. A request was made that the commercial sign be taken down. No aotion was taken by the Council at the June 25 meeting. Mr. Lyle Sauers reqaested preliminary approval for Shorewood Hills 6. After Council disoussion, and upon prior recommendation given by Dr. Hoyt, Plan~ing Board Chairman, McClung moved and Stromqlist seconded the motion giving preliminary approval to the Shorewood Hills 6 plat. Motion passed. Mr. Harold O'Laughlin presented a petition requesting the reaoning of Lots 13,ll,lB,lJ,~.,l8, Block 1 l_~_ _,.,~,w, ~Lu~l. _, Shadey Oaks Addition from Residential to Commercial. Mr. Behr, owner of Lot 19, Block 1, Shadey Oaks Addition appeared before the Council to oppose the request, and wanted information as to what is planned for the property if it is rezoned. The matter was to be called to the attention of the Planning Board. ~ Y~s. Wilmus presented a copy of Roseville Terrace 10 and requested approval for the plat. The plat was taken by Clerk, and Clerk was requested to oheck with Roseville in regard to County Road~D, as to whether their Counoil have approved that road. Mr. John Sexton, land Use and Zoning Committee Chairman presented a copy of the Zoning Ordinance for Arden Hills and reoommended its adoption. The master plan was filed with the Clerk. An Open Meeting is to be held July 2 on the Zoning Ordinance. Mayor Ashbaoh and the Council thanked Mr. Sexton and the Planning Board for all the work they have put into planning the Zoning W~p and Ordinance. Mr. Hugo Radman and Mr. Jim Olson presented a plen for a proposed trailer park or mobile home park on the property East of Ham&ine Avenue behind the Arden Hills lumber yard. The matter was referred to the planning Board. FINANCE COMMITTEE: Clerk reported a balance in the treasury of $16,519.05. PUBLIC SAFE'fY COMMITTEE: Mr. MoClung reported that he ohecked into the dog ordinance used at Falcon Heights. He reported that a compromise in a dog ordinance is difficult to arrive at, and suggested that an informal Counoil and Public Safety Committee meeting be planned to discuss the problem. PUBLIC WORKS COMMITTEE: Mr. Delange was absent. 239 . PUBLIC WELFARE COMMITTEE: Dr. Hoyt . (,)hairman was absent. CIVIL DEFENSE: Mr. Hunt, Civil Defense Direetor requested Counoil to enter into oontractwith Northern States Power Company for the installation of pmwer for air raid sirens. After Council disoussion, Mr. McClung moved and Mrs. Stromquist seconded the motion that the village be authorized to enter into oontract with NSP to supply the power for the a 11' raid sirens. Motion passed. Clerk was to request and sign contracts from NSP subjeot to the contracts being ohecked by the Village Attorney. MAYOR'S REPORT: Mayor Ashbach reported that our Attorney bad reoieved a letter from Senator Humphrey in regard to the Twin Cities Arsenal. A bill to aid villages for lack of tax revenue due to government looation is being considered, and our village is to be notified of further developements on the matter. Mr. Ashbach also stated that at a recent trip to Washington D.C. he had talilled to both Senators Thye and Humphrey about the matter. CLERK'S REPORT: Upon recommendatioq of Village Attorney, and Village Treasurer, Stro~quist moved and MoVlung seconded the motion ratifying a report of general information of the village prepared by the Clerk and Treasurer for use by Peter Popovich, fisoal agent. Motion passed. TREASURER'S REPORT: Mr. Read had no report except to state thet to date, all Council spending has been kept within the village budget. w Claims 842 thru 868 were read by Clerk and approved by the Counoil. c . At the olose of the re9ular Council meeting a public hearing was held to give information in regard to the June 28 sewer bond election. Mr. Ashbaoh presented baokground information of the sewer situation. Mr. Short, of Bannister Engineering Company and Mr. Peter Popovich, of Peterson and Popovich presented information and figures as presented at the May 21 public hearing. Following presentation of the facts and figures, questions from residentsattending the hearing were answered. The meeting was adjourned at 10:30 P.M. (j[~, ~- .0. ASHBACH ... . . .
