HomeMy WebLinkAboutCC 08-20-1956 244 e MINUTES OF SPECIAL MEETING COUNCIL OF THE VILIAGE OF ARDEN HILLS Monday, August 20, 1956 The meeting was called to order at 8:10 P.M. by Mayor Ashbach. ROLL CALL: All Council members present. Mr. Emery, 1138 Tiller lane introduced MR. Ewy, who is building a house in Arden Hills. Mr. Ewy reported that on August 18 as he was working on his house on Carlton Drive, and his daughter, age five was playing in the neighborhood, the girl was bitten by a dog. One lip was almost torn off, the lip just hanging by t inch of skin. The girl was taken to Mid- way Hospital. A specialsist in plastic 8urgury was required. Mr. Ewy reported that half of the girl's lip may be saved, but his daughter will be scarred for life. The dog was from St. Paul. Mr. Emery also reported for Clarence Novak of two other instances of dog biting in the village. A daughter, Sharon, of Mr. Novak's was bitten in the leg by a dog from Arden Hills on Tiller Lane. The bite required stiches. An 11 year old son of Mr. Novak was also bitten on the arm on Ingerson Road by a dog from Arden Hills. PUBLIC SABETY COMMITTEE: Mr. McClung reported on the types of dog ord- inances in Fridley, Falcon Heights, Roseville and New Brighton. The ~ Public Safety Committee felt that the dog issue is such that they can gtve no recommendation, but prefer that the entire Council make the decision om the issue. Mr. Ashbach re-read the ammendment to our dog ordinanceas proposed which had been prepared by our Attorney. Mr. Weber, Chief of Police recommended a strict dog ordinance in order to give the police department power to control the problem. Mr. McClung reported that the B&K dog catching service fees are as follows: For answering complaints and pick-up of a dog 3 days feed and room---$3.75 Time and milage------ - 2.25 Total 6.00 For answwring complaint and no pick up of dog Time of talking to owner--- $2.00 For disposal of dog.T--------- 2.50 The equipment needed to be furnished by Village would be a badge and a record book. Mr. Wasielewski, Village Polcieman estimated that duri~g a year there would be approximately 20 dogs requiring pick-up. After Council discussion and suggested revisions to the proposed ammend- ment, Hoyt moved and Stromqftist seconded the motion that Attorney be requested to have the ammendment put iDto shape to be acted upon, and also that we give thought to budget cost so as to have effective enforce- ment of the ordinance. Motion passed. eAt the request of Mr. Husby and Mr. Rysgaard, Council requested Attorney to write to Mr. Stepnitz, developer of the Zilliox Plat to request him to obtain grades and specifications from Engineer, and to Complete Connelly Avenue according to the specifications by October 1, 1956. The Council requested an answer to this from Mr. Stepnitz by the regular meeting on August 27, 1956. At Mr. J.!ouglas Andrews' request for a bul.ldibng permit for a Tea-built house in Shorewood Hills, it was suggested that he present plans for the house to the Council. 245 upon motion by De~nge, seconded by Hoyt, the new location for the village bulletin board that had been located at Art's place will now be located on the siren post at Dunlap and Ingerson Road. Motion passed. Mr. Weber, Police Chief recommended that a village ordinance on tavern laWs be drawn up, as some of our taverns do not close on time. Mr. Weber reported that the Mounds View police are answering oalls in our village, which should be turned over to our village police department. Mr. Weber was requested by Council to try to get cooperation with ...Mounds View by discussion of the matter with their police Chief. PUBLIC WORKS COMMITTEE: Mr. DeIB.nge reported that all village streets have been oiled and some new street signs have been ordered and some already installed. The Council requested Mr. DeIB.nge to put on road restriction signs on some Shorewood Hills roads if needed. Mr. DeIB.nge reported drainage problems in some parts of the village. PUBLIC WELFARE COMMITTEE: Dr. Hoyt reported a Council and Planning Board meeting to be held at his house on Thursday, August 25 at 8:00 P.M. to disouss the Zoning Ordinance.
