HomeMy WebLinkAboutCC 09-29-1956 250 MINUTES OF SPECIAL ~illbTING COUNCIL OF TEE VILLAGE OF ARDEN HILLS Saturday, September 29, 1956 The meeting was called to order at 9:00 A.M. by Mayor Ashbach. Roll Call: All ~ouncil members and Attorney present. After Council discussion, W~. Delange moved and Mr. McClung seconded the motion that the Clerk be authorizwd to sign the Damage to Streets by Northern States Power Company agreement and return it to the Village . Engineer. Motion passed. Mrs. stromquist presented the following boards to serve during the November 6 general election: ELECTION BOARD - To serve during the polling hours Rose Waldock Judge Jane Rank Judge June .Hanson Judge L. stromquist Clerk COUNTING BOARD - to serve during the counting of the ballots Blanche Borchllr t Judge lf~rgaret Stienkraus Judge idrs. Geo. Gardener Judge L. Stromquist Clerk Hoyt moved and DeI.e.nge seconded the motion approving the election board and the counting board. Motion passed. C~rk was requested by Council to write to the Geo. R. Sauers Company in regard to Shorewood Hills and inform them that the streets in the plat should be completed by Oct. 15, 1956 or the Village will take over and Complete the work, and to send Sauers a copy of the letter to our Council from Engineer Carley of Sept. 28, 1956. After Council discu.ssion, DeI.e.nge moved and McClung seconded the motion that a supplementary resolution in regard to the Zilliox ~K plat bec, rr~de approving a $10,000.00 performance bond requirement to ~aurantee road completion. Motion passed. Clerk was requested to send a copy of the s~pplemenrary resolution to Mr. Stepnitz. DeI.e.nge moved and Hoyt seconded the motion requesting Clerk to write to Stanley Miller stating that as the work on the roads in the Jos. I.e.ke Park plat has not been completed as agreed, the Village will assume no responsibility of snow plowing or maintenance until said work is done. Motion passed. . After Council discussion Delange moved and Hoyt seconded the motion approving the grade or road specifications for Shorewood Hills 6. lIloyion passed. ~myor Ashbach stated that he would talk to the adjoining land owners to the plat to get their views in regard to extending the proposed dead end street in the Shorewood Hills 6 plat. Hoyt moved and McClung seconded the motion that Clerk hold up noti~ication of the approval to the Sauers Company until ~~. Ashbach talks to the adjoining land owners. Motion passed. -- ------ 251 'f~ ATTORNEY'S REPORT: l~. Courtney reported a discussion with Mr. Gearty, the Roseville Attorney in regard to our partic ipa tion in their . municipal court. Council requested lf~. Courtney to check with Rosevil1e on the procedures and possible advantages for Arden Hills by participation with the Roseville Municipal Court. J~. Courtney reported a duscussion with bw. Gus larson, Mounds View Attorney in regard to possible incorporation plans for Mounds View Township. Mounds View raised the following questions: 1. Would Arden Hills consider a general incorporation set up including (. the entire area of Mounds View and Arden Hills. 2. What would Arden Hills be willing to doabout the Silver lake area in regard to annexation. J~. Courtney stated that these were just general questions for the Council to think aver. The proposed 1957 budget of $28,540.30, prepared by the Finance Committee as based on Village Officers requests was presented to the Council by th3 Clerk. The Finance Committee, by a vote of 2 in favor and 1 opposed reconunended the adoption of the budget as propased, with $21,500.00 to be raised from general tax revenue and the additional amount to be taken from the surplus funds in the Village Treasury. Mrs. stromquist reported that Arden Hills has a total assessed valuation of $1,097,420. This represents a loss of $38,541.00 over last year. 'l'he loss is due to loss of personal property from the Twin Cities Araenal. Mr. McClung stated that he did not feel that we should raise the village mill rate at this time due to our decreased assessed valuation. He stated that we should be sure that we are getting the dollar value that we spend for the planning consultant. Mr. McVlung propaaed cutting the amount of the total budget, raising $18,700.00 from general taxes for the coming year, and using $2000 to $3000 from current funds for additional amount required. ~ws. Stromquist stated that due to our decreased assessed valuation, the mill ra te should not be increased for 1957. stromquist objected to an item in the Public Welfare budget allowing $1000 for maintenance and improvement of park and playground land, stating that it should be and is included in the Public Works budget in an amount of $100.00, which should be sufficient for the one small park area in Shorewood Hills owned by the village at the present time. Stromq~.~ist also objected to an allowance of $1000 for study of methods to be used for ~xx future sewage disposal. The objection was based on the results of the past two special sewer bond elections held in June of 1956. After further Council discussion, Hoyt moved and Delange seconded the motion that we pass the budget as proposed, request $18,700.00 from tax . revenue and that we use caSh on hand for the balance requieed. Ashbach, Delange, Hoyt, Mc~lung in favor. Stromquist opposed. Motion passed. Clerk was requested to notify the COlJ.nty Auditor of the action taken. '-'--'-' -,__ l'f.";- The proposed tudget for' Punic Welfare suggests a sizeable increase iOLJ b~ " expenditures for activities presently assigned the committee. Recognizing ! that many of these activities are of a controversial nature in respect to necessity for the welfare of the village, it is realized that they can be reduced if not eliminated. There has been much interest in the provision of parks and playgrounds, and some land already set aside. These should not be accepted in the plats unless the village intends to develop and maintain them. Some of the general interest in favor of playgrounds stems from concern over juvenile delinquency, but I believe most of it has been stimulated by a sincere interest in making the village a desirable residential area. If a playground or park program is to be developed, plans must be fostered as early as possible. The expenditures for village planning cover a wide scope of problems. Those that appear to be most pressing are the continuation of land use studies on all plats or other developments in the village. We have all seen the value of technical assistance in planning and to achieve the most from what has been done continued technical help will be necessary. Another problem of paramount importance is the correction of faulty sewage disposal systems throughout the village that are currently causing distress to individuals and . producing a cause for alarm in endangering human health. This has been called to our attention a number of times by our Health Officer and also by the State Board of Health. Failure on the part of the Council and citizens of the village to provide for the future handling of this problem does not release the Council of the present responsibility facing the village. Correction of sewer problems . will have to be enfo~ced and alternate means of sewage disposal studied. The question of participating in Roseville's sewer district number two should also be investigated. Unless sewer rental from Roseville or some adequate sewer relief is provided soon in areas with a critical sewage problem, relief by anne~tion to Roseville will no doubt be undertaken. . . ~ ..
