HomeMy WebLinkAboutCC 10-29-1956 ~n 252 MINUTES OF REGUIAR MEETING COUNCIL OF THE VILLAGE OF ARDEN HILLS Monday. October 29. 1956 The meeting was called to order at 8:00 P.M. by looyor Ashbach. Roll Call: Present; Ashbach, Delange, Hoyt, Stromquist. Absent; McClung N~. Frank Dablow. 1234 Tiller Lane requested the Council to check into the situation of a house on Tiller Lane that has remained unfinished for over ~ year. ~w. Dablow stated that it is a possible hazard to children playing in tne area. The Council requested Village Attorney. Mr. courtney to write to the o.ner. Yw. Joseph Surina regarding the hazards involved and the possibility of condemnation of the building. Mr. Courtney was requested to check into the matter of setting up a completion date for new houses. ww. Lewis requested Council permission to mix detergent powder and paste at the residential location at 1524 Highway 96. Mr. Krautkremer. present owner of the home stated that the neighbors do not object providing t:lere are no employees other than ~w. and 1ws. Lewis. 1w. Lewis stated that no delivery trucks are involved. Mr. Courtney. Village Attorney advised the Council that they have no authority to allow a non-conforming use to the present zoning ordinance without alnmending the ordinance to fit the use. The Council requested Dr. Hoyt, Planning Board Chairman to check with Mr. Talbot Jones concerning a "home liIccupancy" possibility as defined in our zoning ordinance. Lyle Sauers, representing the Geo. R. Sauers Company appeared and presented Shorewood Hills 3 (formerly called S.H.4) for Council consideration, and requested that, upon completion of details, Clerk be instructed to sign the plat. Ww. Sauers was requested by Council to get working copies to Dr. Hoyt. of a profile map of grades for the plat. Clerk was requested to check correspondence from the Village Engineer in regard to the bonding requirement for the plat. Upon request of Leslie Nordin. 4145 No. Hamline (structure address) and upon recommendation from the Building Inspector, Dr. Hoyt moved and Stromquist seconded the motion that we issue a permit to teslie Nordin to live in the basement at 4145 No. Hamline while he completes the home, and that the permit exten~ until December 30, 1957. Motion passed. FINANCE CO~~ITTEE: Mrs. Stromquist reported a balance in the treasury of $16,625 .12. PUBLIC SAFETY C01ITJITTEE: ~w. Weber, Police Cheif stated that the police Department had a very busy month with many varied complaints, fires, etc. ~PUBLIC WORKS COMMITTEE: 1w. Delange reported that all culverts have been cleaned. !>II'. Dealnage advis ed Counc il to dec ide at next meeting, after hearing j,w. Carley'S recommendations, whether or not to release the performance bond for Shorewood Hills. ~ The requests' for new street names for Jenson Avenue and off Siems Court were referred to Dr. Hoyt and the Planning Co~nittee. PUBLIC 'NELFARE COMIHT'fEE: Dr. Hoyt reproted that except for a few minor cor::rections, the Arden Hills Zoqing Ordinance was ready for publication. and that he would get it to the vlerk during the next month. ..---- - 253 ;~YOR'S REPORT: The letter from our Village Attorney in regard to Arden Hills participation in the Roseville municipal court was read and placed in Clerk files. No action was ta ken. Mr. Cournney was requested to repreaent the village at court if the traffic violation case of Nw. Kenneth Luff is appealed to a higher court. :lIlayor Ashbach requested the League of Women Voters of Arden Hills to write some information to village residents in regard to the liquor ballot to be 4Ifubmitted to the voters at the coming village election in December. ~~yor Ashbach reported that he had discussed the problem of business develop- ment attiUl the Twin Cities Arsenal with Mr. Marsh at ~ae Business Develop- ment Department. J~. Wm. Farrel has charge of the subject for us. Mayor Ashbach reported that he and !lIrs. Stromquist had attended a meetLig at Roseville in which the North Suburban Recreation Council had re~pted their recommendations. Their report was placed in the Clerk'S files. Mr. Ashbach suggested a possible regular' council meetbg every two weeks instead of once a month to facilitate quicker hanfiling of problems of the residents. The ma ttel': was tabled until the first of the year. CLERK'S REPORT: 1~s. Stromquist reported that we need at least three new ballot boxes for the coming general ele~tion. Hoyt moved and DeLan~... seconded the motion Clerk purchase tr~ee ballot boxes. Motion passed. Upon motion by Stromquist, seconded by Hoyt, the following election boaJ:'d was appointed for the December 4 Annual Village ~lection: .Jane Rank, .Judge W~s. Gardener, Judge Rose Waldock, Judge L.
