'rhe meeting was ca lIed to order by Mayor Ashbach at 8 :05 P. It.

The minutes of the January 28, 1957 meeting of the Council were read and
approved as ammended.
~Mr. George Oster applied for the position of Village Plumbing Inspector.
His application was referred to the Public Welfare Co~~ittee.
LTr. Loftsgaarden, representing the Grotto, appeared in regard to the
rezoning request for the property of the Lakeview Terrace. Dr. Hoyt reported
the recommendations of t he Public Vtelfare Committee that the use as a
private club should be allowed to continue, but trmt the property should
not be rezoned to c omme.t'c ial. ]'{U'. Loftsgaarden s ta ted tna t the Gro.,.to group
would be willing to set up a set of restrictive covenants to gaurantee the
continaed use as a priva te club only, if the Council would consider rezon-
ing of it to com~ercial. The request was again referred to thePublic
Welfare CorDIili ttee.
Ml'. Kenneth Sparks appeared to request information about the possibility
of the village to purchase land in Arden Hills #2 plat for a public play-
ground. 1.'11'. Sparks was appointed bS the Mayor as chairman of a committee
of his choosing to check into the ma~ter and to bring in a report to the
Council.
Mr. Thon~son, Attorney for L~s. Charlotte Daly, requested that the Council
rezone the Daly property to light industrial to allow continued operation
of the dog kennel on the property. After Council dis cus sian, Dl'. Hoyt
made the motion that Mrs. Charlotte Daly be l'equested to discontinue use
of the dog kennel as soon as possible, and that the Council see to it that
the opel'a tion cea se wi thin thirty days. 1~. Winfrey seconded the mo'uion
and it' was pa,;sed b~r the '"ouncil.
Johnny Rysgaad, representing the lndiam Head Council and the Boy Scouts
presented Mayor Robert Ashbach with a copy of the Day Scout Handbook
cOlili1emorating the i&Xk 15 millionth copy published, in recognition of the
interest and tilile given by)!:r. Ashbach to cOllID1Unity affairs and to the
Boy Scouts.

)~\YOHfS REPORT: Mayor' Ashbach reported that Ralph Hunt wishes to be relieved
of his Civil Defense Director position.
Council requested Clerk to write to New Brighton Village to congratulate
them upon tile ir neVi villaGe hall.

to a committee to study the question of liquor licenses.
Upon motion by Hoyt, seconded by stromquist, Gerald Ivetow was appointed
to sel've a tiU'ec year term on the Boar'd of Appeals. l'iiot:ion pasi1ed. Clel'k
was requested to wl'ite to each me;;lber of the committee, and to send them
a copy of tlle Zoniag map and ordinance, and to put a notice in the Rose
Tribune of the appointments.
;::8.;:;01' Ashbach reported on a discussion with ;,'Il'. Stepnitz in resard to
road completion in the ZilliON plat. Llr. Stepnitz stated tilat at the
pI'esent time his finances are not in shape to raise a performance bond,
but that he will complete the road early this coming spring.
,,[otion was made by Hoyt, seconded by Yiinfrey that Wayne Delange be appointed
Weed Inspector for 1957. Motion passed.
!\layor Ashbach announced a meeting of suburban officials to be held at the
Roseville town hall F'ebruary 27, at 8:00 P.;;:. A resolution in regard
to An~endillent #2 is to be presented at this meeting.
A letter from the Minnesota Heatieg and Examiniag Board was filed with
Clerk files.
!',is.YOl' Ashbach stated that he has [lad requests for annexation of parGs of
hounds View to Arden Hills. l;ir. Ashbach stated that he felt t'nat a
committee should be appointed to study the mattel' of annexation. After
Council discussion, iiIl'. Ashbach was requested by Council to discuss the
matter with other suburban ofiicials at the coming meeting of B'ebr'J.al'y 27,
and to consider the appointment of a committee to study the matter for
Arden Hills.
CI3RK'S REPORT: furs. Stromquist moved, Winfrey seconded the motion tt~t

Stromquist moved, Winfrey seconded the motion that the Hamline Villa
plat plans be referred to the Fublic Welfare COi];mitLee for recoli~endationss.

IEr. Courtney reported that he has not received the deed to the proposed
par:Csite for Shorewood Hills ;;'3.
Er. Courtney stated that the petition requesting the rezoning of the
commercial corner on llamline and County hoad E, belonging to Kenna is
a valid petibion. The petition was filed with Clerk records until the
con:n:ittee studying the matter :i'eports to the Council.
