CODlICIL OF THE VILLAGE OF ARDEN HILLS
Honday, October 14, 1957
The meeting was called to order at 8:00 P.M. by Mayor Ashbach.
ROLL CALL: Present: Ashbach, Hoyt, Winfrey, Stromquist
. Absent: DeLange
Mr. Svranson, 1911 Co. Road D complained about our anSl-rering service for
police and emergency calls. Mr. Winfrey to check into the matter.
PUBLIC 1,'lORKS COMlHTTDE: Mayor Ashbach reported that Mr. Bannister of
Bannister Engineering Company feels the North section of the Roseville
Sffiver may be built in the fall of 1958. Mayor Ashbach stated that now
is the time to check into the matter with Roseville to get an idea of
cost of servicing the Arden Hills #3 area, with the understanding that
the area benefitted will pay the cost of the sewer installation and
investigation. Upon motion by Hoyt, seconded by Winfrey, Hr. Ashbach
was requested to explore getting a proposal from Bannister to get the
necessary studies and cost for sewer in the Arden Hills #3 area of
Arden HiJ.ls Bnd also to look into \.rhat will be required for agreements
\'lith Roseville and st. Paul to accoiJplish it. Hotion passed.
Ashbach suggested that new ar€ato Village be checked as to future sewer
hook up possibilities.
Mr. Carley, Engineer, was requested by the Council to check into
relocation of a storm sewer in the Arden Hills 3 area.
Hr. Carley submitted to Council a report on the proposed Edgcvmter Ave.
road improvement. Mr. Ashbach reported that the Boad Committee
recoll~ended a small ditch costing approximately $250.00 to temporarily
alliviate the condition of drainage, but residents of Edgffiv~ter Avenue
had turned dOvm the temporary ditch.
C01.illcil requested that Hr. Bannister appear at the public hearing on
the Edg~Nater Ave. improvement to report on the sewer situation.
P1JBLIC SAFETY COHIUTTEE: Hr. Winfrey reported that the Public Safety
Cmuni ttee recom.r;]e~d:the purchase of a four door V-8 Sedan rather than
a station wagon for a police squad car. Upon motion by Winfrey,
. seconded by Hoyt, Clerk was requested to checl, with Attorney 8.nd
advertise for bids for squad cars as per specificatj.ons submitted.

Hr. Winfrey submitted a bill for auto repair for Jack Wolf and
recommended pa~~ent. Upon motion by Winfrey, Seconded by Stromquist,
Clerk was re~ted to P2Y the bill after checking into the matter with
attorney. l~otion passed.

l1AYORS REPORT: Mayor Ashbaah read a letter from Senator Thye in regards
to the close down of the ~fin Cities Arsenal. Dr. Hoyt was appointed by
Council to represent Arden HLls on the Building Codes & Licens:Lng
Committee of the Ransey County Municipalities Assoc.
HI's. stromquist ,'JaS appointed by Council to represent Arden Hills on the
Planning CO!JJni ttee of the Ramsey County Hemicipali ties Assoc.
The League of Women voters "lere requested to appo;.nt a merJber to represent
. Arden Hills at a meeting at the Court House Monday, October 21, in
regard to Voters registration for the entire rural Ramsey County.
PUBLIC iVELFARI; COHHITTEE: Dr. Hoyt reported the committee recommendation
to appoint Clay Kelly as Building Inspector and John Johnson as A .ternate
Building Inspector and the alJpointment of George Oster as Plumbing

Inspector f'or Arden Hills. Upon motj.on by Hoyt, seconded by Winfrey,
Hr. Clay Kelly vTaS appointed as Building Inspector an a 6 months approval
basis and Hr. Jop.n Johnson was appointed Al ternate Building Inspector
to assume the responsibility of Building Inspector vhen appo:Lnted by the
Buildhlg Inspector, the position also to be on a 6 months trial basis.

Hotion by Hoyt to ask the Build:Lng Inspector to recommend vlhat bnsis
of fee should be charged for building permits, ':li th the council to

seconded the motion. Uotion carried.
Upon motion by Hoyt, seconded by Stror1qedst, Hr. George 0 ster ,,12S
a})pointed Village Plurilbing Inspector on a six months trial basis. Hotj.on
