HomeMy WebLinkAboutCC 10-28-1957 -z..Q'1 MIlruTES OF REGULAR MEETING COUNCIL OF THE VILLAGE OF ARDEN HILLS MONDAY, OCTOBER 28, 1957 The meeting was called to order at 8:05 p.m. by Mayor Ashbach. ROLL CALL: Present; Ashbach, Hoyt, Winfrey, stromquist Absent; DeLange The minutes of the meetings of September 30, 1957 and October 24, 1957 were read and approved. . Public Hearing on the matter of lowering and resurfacing of Edgewater Avenue: Mayor Ashbach reported on the study made to date by the Council and the Public Works Committee on the request to lower and resurface Edgewater Avenue to correct a drainage situatiOR. He state~~~ the Village was probably partly liable because they had ll~ I . the street, and therefore, would assume part of the cost of correcting it. It was the recommendation of the Public Works Committee that of the total proposed cost of $3,301.10 for the gradigg, that the residents of the benefitted side of the steet pay 1,000.00 with the remainder to be paid by the Village. }layor Ashbach stated it ,>Tas the recommendation of the Public Works Committee and the Finance Committee that the Village pay approximately 20% of any major resurfacing of roads, with the abutting property owner to pay on an assessment basis the remaining 80%. Hr. W'm Bannister of Bannister Engineering Company reported breifly on the RoseviJle sewer system as it could affect the residents of the Arden Hills 3 area of Arden Hills. He stated that the northern part of the Rosevill S~Ter will probablY be started in 1958 and that the part that might service part of our village would probably be built in late 1958 or in 1959 at the latest. Mr. Bannister re)orted th"t it ':Tould be economical to do the road ,york and lay a S1IWer pipe for future use at the same time. Hr. Bannister stated he would be willing to make a detailed se\>Ter survey of the Arden Hills 3 area includ-tng Nazareth Hall at a maximum cost of $1,000.00. The cost of the survey ,{ould be added to the assessment of the benefitted property owners of Arden Hills 3 area if the project is done, otherwise, the Village assumes the cost of the survey. Mr. Carley, Village Engineer, submitted a written report as . attached in regard to cost of the proposed Edgewater Avenue project. Hr. Courtney, Village Attorney, reported on how the assesmaents for such a project can be handled. A question and answer period for interested residents was held. A cost o:VI3.25 per front foot was estimated by Hr. Bannister aand Hr. Carley as the probable cost for lowering and resurfacing the road and installing sewer pipes for future use. After discussion, it was the feeling of many of the residents that all three things should be done at one time. After Council discussion, Hoyt moved, Winfrey seconded the motion that the matter be tabled by the Council until such time that the Council can obtain more complete sewer inforIn!'\tion, so that the matter of sewer, street improvements 3o-d and drainage ern be considered together.. Hotion passed. HAYORS REPORT: Mayor Ashbach presented Council members -\>lith a report submitted by Bannister Engineering Company in regard to possible connection ,,-lith the Twin Cities Arsenal sewer. PUBLIC WELFARE COHHITTEE: The application by the Grotto Club for a 6onditional Use Permit was referred to Dr. SeY~on, Health Officer. Clerk was requested to send a Zoning Ordinance and map to the Machine . Accounting Department of Ramsey County. Upon motion by Hoyt, seconded by Stromquist, the question of purchase of the six lots mmed by Mr. Kenna at Hamline Ave. and County Road E for Village use is to be placed before the Voters at the next election, with Clerk andAAttorney authorized to state the question to be placed on the ballot in proper order. Motion passed. ATTORNEY'S .JtEPORT: Hr. Courtney reported that the Luff appeal ':TaS dismissed. Upon statemeLt by Attorney that the bill of $25.95 for auto repair could not be legally paid by Village if Policemen are being paid a fee monthly for use of their car. Hoyt- 'moved, stromquist seconded the motion that the bill be denied and that it be referred back to the Public Safety Committee to recheck to see whether or not the bill is covered in our auto maintenance alllwwance. Hotion passed. Upon motion by Winfrey, seconded by Hoyt, advertisment for bids for the squad car are to be published. Bids to be opened at the regular meeting of November 11, 1957. Hotion passed. Hr. Read, Treasurer, requested that if a squad car is purchased by the Villgge, that if any privRte cars are to be used in police duty, that insurance coverage be checked into completely so that our records' 2.re correct. CLERKS REPORT: Clerk announced that November 19 will be the last day for filing of crndidates for the December 3 election. Officers up for election are Mayor, one Trustee, Treasurer, Justice of the Peace and C onst,ble. Upon motion by Str9mquist, seconded by Hoyt, the following Election , Boards were appoi_nted. Upon motion by Stromquist, seconded by Winfrey, Clerk was authorized to - ... .'..... /" I ~.../ ~ .: ,- )rt.-'~ ,,' .J. \\;1..1 VILUGE OF ARDEN HILlS COUNTY OF illU.lSEY STATE OF HINNESOTA HESOLUTION CALLll'IG FOR EUlCTION UPON ISSUANCE OF BONDS At a Regular jJ~eting of the Council of the Village of Arden Hills held at the Village Hall on October 28, 1957, a quorum being then and there present, upon motion by Hoyt, seconded by Stromquist, it was unanimously m:SOLV1:D, that at the General Village Election to be held at the Village Hall on High,iay "96", between Hamline Avenue and Snelling Avenue, in the Village of Arden Hills, for Precinct No.1, and at Lake Johanna School, 3120 Lake Jo- hanna Boulevard, in the Village of Arden Hills, for Precinct No.2, said elec- tion to be held between the hours of 1:00 o'clock P. M. and 8:00 o'clock P. M. on 1uesday, December 3, 1957, the voters shall be submitted a question by separate ballot in substantially the following language, to-v..-i.t: Shall the Council of Arden Hills be authorized to issue bonds in an amount not to exceed Ten Thousand Dollars ($10,000.00), said bonds to be general obli- gations of the Village, for the purpose of purchasing Lots One (1), Two (2) and Three (3), Block Four (h), and Lots One (1), Two (2) and Three (3), Block Two (2), Arden Hills No.2, according to the plat thereof on file and of record in the office of the Register of Deeds of Ramsey County, said property to be used for Village purposes? Proper posted and published notice of this election shall be given forth,;ith, by posting notice thereof commencing on or before November 21, 1957, and by publishing notice thereof in the Rose Tribune on November 14, 1957 or November 21, 1957. The election judges to serve at said election shall be the same judges named by this Council to serve at the General Election on the same date.
