MINUTES OF REGULAR MEETING
CIDUNCIL OF THE VILLAGE OF ARDEN HILLS
Monday, November 25, 1957
The meeting was called to order at 8:00 P.H. by Hayor Ashbach.
ROLL CALL: Present; Ashbach, Hoyt, Winfrey, Stromquist
Absent; DeLange
. Minutes of the October 11, 1957 meeting were read and approved.
Mr. Les Larson inquired into Zoning 2nd side yard requirements for corner
lots~ Mr. Larson was not requesting any exception to our Zoning Ordinance,
so no action was taken.
Mr. Don Stecker inquired about the liquor question. Mayor Ashb::cch stated
that Mr. Readt Liquor Committee Chairman, was to give a report but was
not present a the meeting.
Mr. Fred Coates inquired about statu~ of the unfinished house on Tiller
Lane. Council requested Attorney to write to owner informing him that
unless action is taken, with definite proof of progress on improvement
of the property by December 30, 1957, condemnation procedings will be
started by the Council.
MAYORS REPORT: Ma,yor Ashbach read a letter from Bannister Engineering
Company in regard to sewer survey costs for Arden HEls #3 and the newly
annexed L2,ke J olumna ,'.rea. No action was taken.
Upon motion by Hoyt, seconded by Winfrey, approval was given N.W. Bell
Telephone Company to bury a cable at Glenview Avenue and Dellwood Avenue.
Motion passed. Clerk to check with Attorney to see if we should have an
easment or ordinance covering all public utilities so that village would
not have the cost of digging around these cables etc. in case of future
sewer instillations.
Mr. Courtney, Attorney, was r,?quested to check into cost for deed to the
public easement to Lake Johanna nm.r mmed by Hounds View. Mr. Vern
Lundgren appeared ~FirFe8 representing Village engineer Don Carley.
Bob !,shb~ch re))orted that m,'ny of the resj,dents on Grant Road are in favor
of the Council hoJlding a public hearing in regard to improvements of
Grant Road. Upon motiOn by Hoyt, seconded by Winfrey, Council will
advertise for bids for the improvei:ent of Grant Road, bids to be opened
December 9, 1957 with a public hearing on the matter to be held on the
. sa'l1e date. Hotion passvd. Engineer wi:: 1 put notice in Rose Tribune for
hearing and advertisement for bids.
A letter to the CounciJ in regard to a drainage problem in Arden Hills 2
will be checked into by Hayor Ashbach.
Upon motion by StromqUist, seconded by Winfrey, An OrdinQnce Licensing

they hereby are authorised to enter into a fire proteotion oontract with Lake

be rendered the Village of Arden Hilla c:\Ur1ng the yeara 19$8 and 1959, pIU'lIIl-
ant to the fol'll of contract wh1ch hall been prepared by the V1llage Attorney,

Mayor Ashbach h::d to leave the meeting at this time. Upon motion by
Winfrey, seconded by Stromqu:i.st, a resolution approving ~Fi!'e Contract
and authorizing the Mayor and Council of Arden Hills to enter into a
fire protection cont@ict wj.th Lake Johanna Fire Department J:nc., for
years 1958 and 1959 3200 per year was passed by the Council. Carried.
A correction in the description of the property listed on the bond j,ssue
for the Dece':,ber 3 election was~ed by Attorney. The descriptd..on
of Lots 1, 2, and 3, Bloclr ,,~. or ej recommended that clerk correct
the posted notices and reprint the }egal notice in the Rose Tribune in
. correct foren. The ballot will be correctly printed. Attorney stated
that if the vote is affirmative, a new election may have to be held
because of the error, but suggested we proceed with proposed question on
ballot on December 3 as ~e will have election board etc. on duty anyway
at the annual elect:Lon of officers held the same date. The error
originated from an incorrect legal description in the letter from the
owner of the lots, John Kenna.
CLERKS REPORT: In regard to the easement from Mounds View School District
for a road in Johanna N~rrows plot Winfrey moved Stromquist seconded
the motLon that 1'1e authorize the A{torney and Village Engineer to prepare
the necessary documents to accept the 10 foot ease'ent offered by the
school district. Hotion passed.
A letter fron Hr. Donald Duncan objectil)~ to a $10.00 fine for exceeding
the speed limit on Hamline A venue and co plaining of the speed limit W2S
referred to the Public Safety Committee. Clerk to ",rite Hr. Duncan
informing him of the action tal{en.
Mrs. stromquist referred a matter of interpretation of the Building Code
in :'egard to fee ch,'.\I'E;ed for Cesspoo::.s 2nd drainfields to the 1 ttorney.

Dr. Hoyt reported that BuilMng permit 11'340 to Arthur Brom has been
voided as Mr. Brom does not intend to build at present. The permi t for
a b:'semont HO.S in violation of our Building Code.

I' THE 5th DAY OF DECEMBER, 1957.

Pursuant to due call and notice thereof, a special meeting of
the Village Council of the Village of Arden Hills, Ramsey County, Minnesota,
was duly called and held at the Village Hall in said Village on the 5th day
of December , 1957, at 3:10 o'clock P.M.
Ii The following members were present:
II Robert O. Ashbach, Mayor
il Harvey H. Hoyt, Trustee
II L. H. Winfrey, Trustee

and the following were absent:
B. J. DeLange, Trustee
The Mayor then announced that the next order of business was
the consideration of the returns of the judges and clerks for the election
held December 3 , 1957. The Clerk presented affidavits showing
publication of the notice of election and posting of the same, which affidavits
were examined, found satisfactory and ordered placed on file.

Ii The Clerk then presented the official returns of the judges of
Ii said election on the question of the issuance of bonds. After due consider-
!i ation of said returns, member L. H. Winfrey introduced the
il following resolution and moved its adoption.
II RESOLUTION DETERMINING RESULTS OF ELECTION
Ii BE IT RESOLVED, by the Village Council of the Village of
. Arden Hills, Minnesota, that it is hereby found and determined that the
election held in and for said Village on December 3 , 1957, has been
called and held and the results thereof canvassed in all respects according
to law, and that at said election the votes cast on the question of issuing
bonds for purchase of certain real estate in the Village were as follows:
Votes YES 297 ; Blank or spoiled ballots

Votes NO 179 ;
and Total Ballots 485 ;
and that said proposition carried by more than the requisite majority vote.
The motion for the adoption of the foregoing resolution was
duly seconded by member Harvey H. Hoyt and upon vote being taken
thereon, the following voted in favor thereof:
