The request of Lake Joh2nna Volunteer Fire Department for funds from newly nnnexed area was referred to Public Safety Committee. I PubJic Hearing was held on the matter of resurfacing and install.ing storm Sffivers on Grant Lvenue. Hayor AshbaGh explained the drainage problem and method of solution. He aJ.so exp::.ained the pol.icy of Village to pay approximately 30% of the storm sewer installation, and 20% of the improvement on road stabilization; benefitted property owners to pay the remainder. Engineer C&rley explained some of the construction details of the propesed project. Mr. Carley reported that if the improvement cost is assessed to ,benefitted' property owners on front footage basis, the cost would be $3.96 per foot if total low bid is used, or if the bids can be split, using the low bidder for both resurfacing and storm sewer, then the cost ,.,ou'd be approximately $2.68 per foot. - After discussion with residents attending the hearing5 it was their feeling that the assessment should be spread over a 1 year period and should be charged on a front footage basis. There was no opposition to the project expressed at the hearing. Engineer Report: Mr. Carley reported he will check further into the easement for a road on the Johanna Narrmvs plo.t. School District 38 may not own the property which we requested an easement for. Hr. Steve Krannok submitted a revised plot for Shorewood Hills 7. The proposed pl~t was referred to the Public Welf~re Committee. Public Welfare Committee: Dr. Hoyt reported that Mr. Sal-Hios and Hr. Skooglun talked with him in regard to their opposition of the bond iSsue for l?.nd aouisition E,t Co. Rd. E. and Hamline Avenue. They requested Council to delay action on the matter at least 30 days to they can present their case. Mr. Ashbach will schedule time for the3 to ". present their opposition at regular Council meeting. \ Public Safety Committee: Mr. Winfrey reported that he feels we should I oppose County registrction of voters under the proposed plan. Mr. Ashbach reported that the League of Women Voters are to report back to Council on c meeting on the matter. After Council discussion, motion was mede by Winfrey, seconded by Hoyt thct we accept the low bid from Clayton Inderson motors for purchase of a squad car. Hotion passed. - ---"._-- . 305 ., ,.. Clerks Report: Upon motion by Winfrey, seconded by Hoyt, Council moved to suspend the rules and give final reading and passage to An Ordinance Licensing and Regulclting Mechanical ~ices and Providing a Penalty for the Violation Thereof. Carried. Upon motion by stromquist, seconded by Winfrey, Council moved to suspend the rules and give final reading and passage to An Ordinance Licensing and Regulating the Sales of ~onsumption of Non-Intoxicating .
