/ COUNCIL OF THE VILLAGE OF ARDEN HILLS

The meeting was called to order at 8:05 by Mayor Ashbach.
ROLL CALL: Present; Ashbach, Hoyt, Winfrey, Stromquist
Absent; DeLange
ENGINEER'S REPORT: Engineer Carley reported that both contractors
submitting bids for the Grant Avenue improvements are willing to split
. their bids, so the total bid for resurfacing and for storm sewer
installation will cost less.
Mr. Carley advised that easements be obtained for this and any future
improvements by condemnation of the land needed. Attorney Courtney also
felt the condemnation of land needed to be the besy village policy.
Mr. Oourtney recommended that all property be replaced to original
condition after digging by Village.

Mr. Carley was requested to get letters from bidders of the Grant Avenue
project extending the bids another 39 days.
Upon motion by Hoyt, seconded by Winfrey, the grading and surfacing on
Jensen Avenue is accepted and Mr.M1l1er is to be informed that the
Village will assume no responsibility for drainage caused by developements
of Josephine Park plat. Motion passed. Clerk to receive a letter from
Stanley Miller requesting that certified check of $1500.00 for road
completion be sent to his contractor for payment for road work performed.
A letter from residents of Arden Hills #2 in regard to a drainage
problem was referred to Engineer Carley.
PUBLIC SAFETY REPORT: Upon motion by Mr. Winfrey, seconded by Mrs.
Stromquist, ,a resolution commending Dr. Harvey Hoyt for his fine service
to the Village as Trustee~on the Council during the past three years,
was read and approved. Motion passed.

In regard to the matter of generator repair on Jack Wolf's car, the
. Public Safety Committee again recommended that the bill be paid by Mr
Wolf.
The Public Safety Committee recommended that if in the future, any private
car has to be usedHfor police purposes, that 7t~ per mile be paid, while
it is in service, and if extra policement are needed, that they be paid
$1.25 per hour. Action on the recommendation was tabled until the 1958
Council meets.
ATTORNEY'S REPORT: Mr. Courtney reported he has had no answer to his
letter to Mr. Surina in regard to the uncompleted house on Tiller Lane.
Building Inspector Kelly reported the structure is in sound shape except

PUBLIC WELFARE REPORT: Dr. Hoyt reported the Committee held a meeting
on the proposed Zoning of theonew area of Village. A letter from John
Kenna in regard to proposed land purchase was filed with clerk records.
Upon motion by Hoyt, seconded by Winfrey, formal approval was given ~
for issuance of a Conditional Use ,Permit for the Grotto Club, permit
effective December 10, 1957. Motion passed.

. Mrs. Stromquist reported that the Financial Report for 1957 as made out
by Clerk will require Council approval by February 15, 1958 and
publication by Febvuary 28, 1958.
Dr. Hoyt thanked the Council for the resolutaion presented him, stated
that he had enjoyed his term of office as Trustee and commended the
rest of the Council for the work they have. done.
The meeting was adjourned at 9:40 P.M.

ROAD

and stol'r;; sewer irc,provement should be made on Grant Road from New Brighton
Road to F'e.irview Avenue. and on Fairview Avenue from Noble Road to Grant
ROad. all pursuant to a public hearing h@ld on Decembel' 9. 1957. pul'suant
to the p'ovisions of la.w known as the Local Improvement Code (Minnesota
Statutes, Sections 429.011 to 429.111), and
'iliihereas I in connection with this improvement it is necessary to ab-
tain an easement to instcll and pl'operly maintain this sewer ovel' and upon
the North ten (N.lO) feet of Lot Two (2) Block Five (5). Alexander Grant
Park. according to the plat thereof on file and of record in the office of
the Registel' of Deeds of Ramsey County. and
WHEREAS, the Council has been unable to obtain such easement by nego-
tiations with the land owner,
NOVY THEREF'ORE, SE IT RESOLVED, that the Village Attorney is hereby
instructed to proveed with condemnation action under the Power of Eminent
Domain for the purpose of acquiring said easement over the aforedescribed
property, all on behalf of the Village of Arden Hills.
