The meeting was caD.ed to order at 8::00 P.M. by Mqvr Ashbach.
ROLL CALL: Present; Ashbach, DeLange, Crepeau, stromquist
Absent; Winfrey
The mintues of the February 2..4, 1978 meeting were read and approved.
. Mr. S. J.. Kr,4nnAk filed a road easment and a deed to a strip of land in
New Brighton Village with Arden Hi1l.s Clerk records for Shorewood Hills
7 plot. Motion, was .a4e by Crepeau, seconded by DeLange that when aD.
plotting procedure re(Uirements for the Village are met by developer,
road plans are approved by Engineer Carley and DeLange when list of
protective covenants are filed.. with CJ.erk, Clerk is authoriz:ed to sign
approval to ShorewoodHUls #7 RIot.. Motl.on passed.
llIAYORlr REPmcr:: Mayor Ashbach reported he is continuing negotiations
with officials of Twin Cities Arsenal and New Brighton Vill.age in regard
to the Twin Cities Arsenal sewer.
Upon recommendation of Carl Lange, former trustee, motion was made by
DeLange, seconded by Crepeau that Attorney Courtney be requested '\;p take
action to obtain easments no. 2, 3. and 4 01' md1-tors subdivisionPRamsey
County 01' Government Lots 3. and 4.. Motion passed...
Mayor Ashbaeh reported that officials 01' Mounds View and Arden HUb
have been negotiating on the proposed sale of the Mounds View Town Hall
to Arden Hills.. The matter of financing the proposed purchase was .
referred to the Finance Committee.
f)llANCE REE~: stromquist reported on a discussion with Mr. POland,
of New Brighton Ban~ in regard to bond purchase of the Kenna property.
The matter is to be given further study by Finance Committee and ~ttorney.
PUBLIC !'lAFETY:: Mr. Kemper, representing Lake Johanna Improvement Assoc.,
reported that Lake Johanna is littered with trees, tires and deb~ from
winter activities and ice fishing on the lake. Mr. Crepeau was requested
to check with Ramsey County to see if they can do anything about cleaning'
it up. "
Mr. J. S. Nemer brought the proposed Nemerls Hamline Vill.a plot to the
attention of the Council and asked council-opinion of granting a franchise
for a community water project on the plot. The matter was referred to the
. Mayor.
Mr. Crepeau stated dogs are again becoming quite a problem, and that the
dog eatcher'W:iI1. be touring the Village to pick up stray dogs.
PUBLIC WOEKS:: DeLange reported that all Village roads are posted.
Mr. DeLange reported that County is checking into a proposed name change
for County Road F and will. inform us when a name has been choosen..
LIQUOR COMMITTEEt Mr. Read reported that a committee meeting is to be
held Thursday March 13.
CLERKS REPORT: Stromquist moved.2. Crepeau seconded the motion that
Grudnoskebe sent a Conditional Use Permit form to be completed and
returned to Council. Motion passed.
Upon motion by Crepeau, seconded by stromquist, the contract for police
. radio service with Ramsey County for 1958 was approved by the Council.
Motion passed. .
Upon request 01' Harry Ehlers, Chief of' Lake .rohaJ:!na Volunteer Fire
Department, Clerk to check with Attorney for approval for fire department
to sound horn and display red lights on fire truck in Arden Hills.
Upon motion by Crepeau, seconded by DeLange, the matter was given approval
subject to check with the Attorney. Motion passed.
Upon recommendation of Worth Read.2. Treasurer, S:Il.romquist moved, Crepeau
seconded the motion that the New Brighton Bank be designated 1"01' the
ot'ficial deposUory for the calendar year ~95a.. Motion passed.
