Ashbach, Winfrey, Crepeau, Stromquist DeLange The Minutes of the April 28, 1959 meeting of the Council were read and .approved. Mrs. Cobt a resident of the Roseville Terrace plat requested a name change of Co. Ra. D to Glenhill Road. The road is one block long and divides Rosevil Ie and Arden Hills. Mayor Ashbach to take the matter up with Roseville and Ramsey County. . . Mr. Kennedy inauired about release of easements on Lake Johanna in Auditor's Subdivision gO: Atorney was informed that Village isnot to take No 1 & 2 of the easements from Mounds View, so they will revert to original owners. Mrs. Mary Jane Isaksen President of the League of Women Voters of Arden Hills presented Mayor Ashbach and Council members with copies of the new village handbook prepared by the League. Copies are "In be distributed to all village residents on Tuesday, May 13 by League members. Upon motion by Winfrey, seconded by Crepeau, the Lake Johanna Improvement Assoc. was given permission to allow a carnival to operate at the location at Hamline Avenue and Co. Rd. E May l~ thru May 18, the policing to be paid by the carnival people under the direction of Mr. Crepeau, Public Safety Director, and that evidence be filed with Clerk of Village of liability insurance, and that the hours the carnival is to operate is to be set by Mr. Crepeau. Motion passed. . Mr. Nyberg complained about the still unfinished house on Tiller Lane. Attorney to be requested to write the owner another letterurging*hat work be started immediately on the building with an early completion. Mr. Nelson, Secty. of the Minnesota Li~uor Commission was invited by Mayor Ashbach to speak at the meeting. Mr. Nelson spoke briefly on the liquor licensing in Minnesota and answered questions from Council members and people from the audience on the question. Finance Committee: Mrs. Stromquist reported a meeting held of the Finance Committee with the followi ng recommendations made to the Council: 1. That we Day for the Vil}ge hall by using current funds for the down payment of $4-750 or t the cost of the hall, with the calance' due to be paid in like manner within the next two years. 2. f'i- That we purchase the Kenna property for $10,000 and agree that village necessary incidental expenses to the purchase. The Committee recommended that village try to p~ve the 1957 ta~ payment on the land refunded to us by the Counuy. Upon motion by Stromquist, seoonded bY,Winfrey, the attached resolution in regard to issuance of bonds fo~ the Kenna property was passed. Motion passed. . Upon motion by Stromquist, seconded by Crepeau Claim #1370 was approved for payment. Motion passed. Attorney Courtney was authorized to send a letter and $500.00 check to Mr. Kenna as down payment for the property purchase. Upon motion by Winfrey, seconded by Stromquist, the Ernest Money Contract ~Of Sale of the Kenna paz property was approved. Motion passed. Mr. Courtney presented Council with a letter in regard to the title to the village hall. Attorney to check further into the matter and report back to the Council. Upon motion by AShbach, seconded by WinfreYl Aahbach was authorized to lift the weight restrictions on village roans. Motion passed. Mayor Ashbach stated it might be wise to spot oil village streets as needed rather than oiling all the streets this coming summer. He will check with Village Engineer and report back to Council. Public Welfare: Mr. Herman's request to build a duplex at 3g33 New Brighton Roa! was denied for the present time as duplexes are not allowed under our existing Zoning Ordinance,. . Mr. Winfrey reported that there is public access to Lake Josephine at Co. Rd. D West from the Depot Nite Club. Building Inspector Kelley questioned our existing Zoning Ordinance in regard to side yards on corner lots. The matter was referred to the Welfare Committ ee. An Open Meeting on the zoning of the newly annexed area was set for May 26, 1955. Clerk to put notice in the Rose Tribune. . Upon motion by Winfrey, seconded by Stromquist, Claim #1371 was approved for payment. Clerk to send the check to Attonrey when it is prepared. Council requested Attorney to draft an ordinance allowing liquor licensing in the village.' An ordinance regulating use of motor boats was given Council members for study. A letter from Mayor Stan1aske to Twin Cities Arsenal officials was filed with ~Clerk records. Clerk was requested to call Mrs. Blank 1n regard to a name change for Co. Rd. F. A letter from ~ Engineer Bronson was given Mayor Ashbach. The meeting was adjourned at 10:40 P.M. ~~,G.-..~ D ROBERT O. ASHBACH, MAYOR LORRAINE E. The motion for the adoption of the foregoing resolution was duly seconded by Trustee L. H. Winfrey, and upon the same being put to the meeting the following voted in favor thereof: Robert O. VILLAGE COUNCIL OF ARDEN HILLS, RAMSEY COUNTY., MINNESOTA, HELD MAY 12, 1958. . Pursuant to due call and notice thereof a special meeting of the Village Coun.cil of Arden Hills was held at th.e Village Hall in the Village of Arden Hills in Ramsey County on Monday, May 12, 1958, at 8:00 o'clock P.M. The following members were present: Robert O. Ashbach, Mayor L. H. Winfrey, Trustee Henry. Crepeau, Jr., Trustee Lorraine E. Stromquist, Village Clerk and the following were absent: B. J. DeLange, Trustee Clerk Stromquist introduced the following Resolution and moved its adoption: RESOLUTION AUTHORIZING THE ISSUANCE OF $10,000.00 REAL ESTATE PURCHASE BONDS OF 1958 WHEREAS, proceedings have heretofore been instituted for the issuance of bonds in an am.ount not to exceed $10, 000. 00 for the purpose of purchasing certain real estate in the Village of Arden Hills, which property is described as Lots one (1), two (2), and three (3), Block Four (4); and Lots one (1), two (2), and three (3), Block one (1), Arden Hills No.2, according to the plat thereof on file and of record in the office of the Register of Deeds of Ramsey County, and WHEREAS, at an election duly held the voters of Arden Hills approved such a bond issue, NOW THEREFORE, BE IT RESOLVED by the Council of the Village of Arden Hills, Ram.sey County, Minnesota, as follows: 1. This Council shall meet at the time and place specified in the form of notice included in Paragraph 2 hereof for the purpose of opening and considering sealed bids for and awarding the sale of $10,000.00 real estate purchase bonds of 1958 of this Village. 2. The Village Clerk is hereby authorized and directed to cause not less than ten days notice of the time, place and purpose of said meeting to be published in the official newspaper and in Commercial West . in the manner provided by law, which notice shall be in substantially the following form: NOTICE OF BOND SALE $10,000.00 VILLAGE OF ARDEN HILl.$, ltAMSEY COUNTY, MINNI:SOTA REAL I:STATE PURCHASE BONDS OF 1958 Sealed bids will be received by the Village Council of Arden Hills, Ramsey County, Minnesota, at the Village Hall on Highway 96 between Snelling and Hamline Avenues, in the Village of .Arden Hills, Ramsey County, Minnesota, on Tuesday, June 9, 1958 until 7: 00 o'clock P. M., Central Daylight Saving Time, at which time they will be publicly opened and announced, for the purchase of $10, 000. 00 general obligation real estate purchase bonds of 1958 of said Village, for the purpose of providing money for the purchase of certain real estate in the Village of Arden Hills. Said bonds will be general obligations of the Village and the full faith, credit and taxing powers and reSOurces of the Village will be pledged to the payment of the principal and interest of said bonds. The bonds will be dated June 15, 1958, will be in the denomination of $1,000.00 each, and will mature, serially, on June 15, in the years and amounts as follows: $2,000.00 in 1959, $2,000.00 in 1960, $2,000.00 in 1961, $2,000.00 in 1962, and $2,000.00 in 1963. The bonds will be issued in bearer form with the coupons attached and will be payable as to both principal and interest at any suitable bank designated by the successful bidder. Each bid must specify in multiples of one quarter or one tenth of one percent a si4tgle rate of interest not in excess of five percent - 2 - per annum, which interest will be payable December 15, 1958, and semi- I I I I A annually thereafter on June 15 and Decerober 15 of each year. Bids will be preferred according to the lowest net interest cost (total dollar amount of interest payable to the date of stated roaturity at the coupon rate specified, less the amount of any premium offered). No . bid of less than par and accrued interest will be considered and the Village reserves the right to reject any and all bids, to waive any inforn1alities and to adjourn the sale, if deemed expedient. No oral bids will be considered. The successful bidder will be furnished, without cost, the printed bonds and the approving legal opinion of Briggs, Gilbert, Morton, Kyle &: Mac.artney to the effect that the bonds are valid and binding general obligations of the Village. The bonds will be delivered to the purchaser within forty days from the date of sale without cost to the purchaser if delivered in Hennepin or Ramsey Counties, Minnesota. All bids must be unconditional except as to legality, which may be conditioned upon the opinion of the aforesaid attorneys and must be accompanied by a cashier's check, bank draft or certified check in the amount of $500. 00 payable to the Village, to be forfeited as liquidated damages in the event the bid is accepted and the bidder shall fail to comply therewith. Proposals should be addressed to LORRAINE E.
