COUNCIL OF THE VIILAGE OF ARDEN HILLS
Monday, July 14. 1958
The meeting was called to order at S:15 p.m. by Mayor Ashbach.

The minutes of the June 30, 1955 meeting of the Council were read and
approved as amended.
Mr. Tom H. Hill, Building Contractor, representing Mr. Lundberg, requested
council permission to build a 70' house on an SO' lot On Arden Place.
Mrs. Honan, a neighbor, objected. The matter was referred to the Board of
Appeals, Mr. Winfrey to contact the chairman of the Board.
1~. Kenneth SparkS presented tentative plans to Council and village resi-
dents for developing the playground property at Hamline and County Road E.
Y~s. Mattson felt her yard next to the playground may become a runway for
child.ren. Other residents were concerned about parking faoilities,at'the
playground. The matter was referred back to Mr. SparkS and Trustee DeLange.
Mr. Ja.mes Ashworth of Arsenal Gravel Company requested permission to lease
a piece of land off Lexington Avenue direotly north of the security fenoe
of the Arsenal for industrial use. The matter was referred to the Public
Welfare Department.
Mr, Dick Tisen, 3730 North Milton, representing the Arden Hills Sports_
men's Club requested permiSSion to have a trap shooting range onthe south
end of Jack Grudnoske1s farm. The matter was referred to the Public Wel-
fare Committee.
Mrs. Bue inquired whether vacant lots must be kept cut free of weeds.
Wayne DeLange, Village Weed Inspector stated they must be, and informed
her that the weed inspector aots upon complaint, notifying owner that
weeds must be cut within five days, or the Village will cut them and
bill the owner for the charges.
Mr. Don Gode reported that Hamline Avenue north of Josephine, and some-
times Glenarden Road is being used as a drag strip,. The matter was re-
ferred to Public Safety Committee.
A request from Gretchen Bue for installation of "Watoh Out For Children"
Sign to be installed at the corner of Snelling and Forest Lane was referred
to the Public Safety Committee.
FINANCE COMMITTEE: Stromquist presented Council with monthly budget
report.
A meeting of the Finance is to be held to draw up a liquor license
application form.

PUBLIC SAFETY COHHITTEE: Crepeau presented a rough draft of a form for
licensing motor boats in the Village. Upon motion by AShbach, seoonded
by Winfrey, Council authorized printing of the form presented and in-
strQcted Crepeau to post notice that the lioensing will be effeotive be-
ginning the next week-end. Motion passed.
Crepeau was authorized to use the service of Village Constables for issu-
ing lioenses at the beaoh.
PUBLIC WORKS COMMITTEE: DeLange reported that work is to be started as
soon as possible on the Grant Road project.
DeLange reported that Engineer Carley is cheoking the road easment 2t
the location of the Odd Fellows Hall on Lake Josephine and will report
later.
PUELIC ~~FARE C01~fiTTEE: Winfrey reported the unfinished house on
Tiller Lane is still causing many complaints in the neighborhood. Win-
frey to oheck with attorney on the progress of the condemnation aotion.
Winfrey reported that the Village of Roseville has not inoreased their
rates for cesspool and well drilling permits, and as Arden Hills has
adopted the Roseville Building Code, he recommended that the request
from George Oster, Plumbing Inspector, for a rate increase on them be
denied. Counoil accepted the recommendation. Clerk to inform Plumb-
ing Inspector,
Winfrey moved to suspend the rules and oonsider the reading of an Amend-
ment to tLC Zoning Ordinance to allow Rest Homes and Hospitals in the
R-2 area, to be known as Ordinance #34, be considered the seoond and
final reading. Stromquist seoond a~d motion was passed.
VJcrOR'S REPORT: Hayor Ashbaoh reported he may have something definite
to report on the Arsenal sewer lease at the next meeting.
CLERK'S REPORT: Clerk read a letter from Attorney Courtney re: the
purchase of the Kenna property and abatement of 1951 and 1959 real
estate taxes. Upon motion by Stromq~ist, seconded by Winfrey, Attorney
to be requested to prepare application for the abatement.
The meeting was adjourned at 9:25 p.m.
