HomeMy WebLinkAboutCC 07-28-1958 1-1INUTES OF REGULAR MEETING COUNCIL OF THE VILLAGE OF ARDEN HILLS MO~DAY, July 2g, 1959 The meeting was called to order at g:15 p.m. by Mayor Ashbach. Roll Call: Present; Ashbach, DeLange, Winfred, Crepeau, Stromquist Absent; none. . The minutes of the July l~, 1959 meeting of the Council were read and approved. Several residents from Grant Road appeared and objeated to the storm sewer project for Grant Road, stating they would receive no benefit from it. Mayor Ashbach and Council members reminded them that no ob- jections at all were expressed at prior public hearing and Council has already let the bids for the project. Mayor Ashbach informed the group that a public hearing on aSsessments will be held before any assessment is levied. Mr. S. J. Krannak requested Council to allow him to post a bond guaran- teeing road completion in Shorewood Hills #7 but requested that the black- topping be delayed a year or two until houses are in ss that trucks will not break up a newly surfaced road. Upon motion by DeLange, seconded by Winfrey, Clerk was authorized to write a letter to FHA_stating that Coun- cil agreed to allow the developer up to two years for road completion of proposed Shorewood Hills #7 plat; the completion date to be at the dis- gression of the Village Council, with road performance bond to be furnished Village by developer, amount to be determined by Village Engineer Carley. Motion passed. Engineer Carley to inform FHA in Minneapolis of the action taken. . The Public Welfare Committee recommended that Shorewood Hills #7 be re- zoned to allow multiple dwelling units on condition that that type of dwelling be built there exclusively, and also that developer set aside a usable area for playground purposes and also provide ample off-street parking facilities. Upon motion by Winfrey, seconded by Stromquist, the proposed plat of Shorewood Hills #7 was given preliminary approval, subject to off- street parking and playground facilities to be furnished by developer. Motion passed. Engineer Carley to check the plat to see if the Village request for a playground is a reasonable request. Mr. Krannak was re- quested to present Council with plans for drainage, road grades, bond and list of restrictions before final approval of plat. ATTORNEY'S REPORT: Mr. Courtney presented application for tax abate- ment to Clerk for signature. Upon motion by DeLange, seconded by Winfrey, Cummings Lane in Registered Land Survey #112 was formally accepted as a village roe.<'~. Motion passed. In accordance with Condemnation Proceedings against the unfinished house on Tiller Lane belonging to Joseph Surena, Building Inspector Kelley was instructed to enclose the openings to the house as it creates a hazard to the neighborhood. Stromquist presented proposed forms prepared by the Finance Committee for liquor license application which, upon motion by Crepeau, seconded by Winfrey, were approved by the Council subject to a check by the attorney. Motion passed. Village Health Officer Dr. Sekhon reported that some motor boats have become a serious problem on L8~e Johanna when the boats drive too close to swimmers on the beaches, and also racing of boats becomes dangerous for others on the lake. . Mr. Carley reported that in regard to the request from the Oddfellows Lodge, he could find no record in the County Auditor's office of any easement for access to Lake Josephine from Edgewater Avenue, but that there might be a private easement not dedicated to the public which would appear on abstract of title to the parcels of land. Clerk to inform Oddfellows Lodge of the information. A petition in regard to Ridgewood Court is to be answered by Mayor Ash- bach. . PUBLIC SAFETY COMMITTEE: Crepeau reported his committee is studying the speed problem on Hamline Avenue. Crepeau reported that about 125 motor boat licenses have been sold since passage of the ordinance re- ~ licenses. PUBLIC \'/ORKS COMMITTEE: DeLange reported that Grant Road is to be re- worked, that he and the committee have been checking on Village streets and several holes in roads have been filled, culverts cleaned, etc. PUBLIC WELFARE COWfiTTEE: Winfrey reported that due to some objection by nearby residents to a proposed trap shooting rahge on the southeast corner of the Grudnoske farm, that the committee recommended that the request by the Sportsmen's Club for the shooting range be denied. Mayor Asfiach stated that the Club might be able to obtain permission to have the range within the Twin Cities Arsenal. Mr. Winfrey stated that the Arsenal Gravel Company's request for in- dustrial use of land off Lexington be granted as the land is industrially zoned. Mayor Ashbach to inform Shoreview officials as the land borders their village. Winfrey reported that beer barrels are still parked around a make-shift cooler belonging to Dick Schreyer. Winfrey requested attorney to write to Mr. Schreyer in regard to the matter. A first reading was given to an amendment to the Arden Hills Zoning Ordinance which will allow duplexes in all R-2 residential zones. Clerk was requested to put a notice in paper calling a public hearing on the matter at our next regular Council meeting. Minutes of Regular Meeting of Counoil of Arden Hills, July 28, 1958 page 3 . MAYOR'S REPORT: Counoi1 requested Mayor Ashbaoh to request the grant of oertain Arsenal owned land for future Village use. Ashbach reported that our request for lease of the Arsenal sewer has been turned down but we may be able to use Arsenal sewer lines on a us- age basis. BUILDING INSPECTOR'S REPORT: Clay Kelley reported that the Jehova Witness' are planning to build a ohurch on Mound Avenue and Highway #8 andquestlon our setback regulations. .
