HomeMy WebLinkAboutCC 08-11-1958 MINUTES OF REGULAR MEETING COUNCIL OF THE VILLAGE OF ARDEN HILLS MONDAY.. AUGUST 11, 1958 :II The meeting was called to order at 3:05 p.m. by Mayor Ashbach. Roll Call: Present; AShbach, DeLange, Winfrey, Crepeau, Stromquist. Absent; none ~The minutes of the July 2S, 1953 meeting of the Council were read and approved. PUBLIC HEARING ON THE PROBOSED AMENDMENT TO THE ARDEN HILLS ZONING ORDINANCE TO ALLOW DUPLEXES IN B-2 ZONES Trustee Winfrey presented the proposed amendment which would allow con- struction of twin homes, stating the restrictions, benefit to Village, etc. Mayor Ashbach requested residents to give their opinions. Many residents ; objected to the ordinance because they felt we have no need for duplex or multiple dwelling, that it would lower property values, and make Arden Hills a less desirable Village in which to live. After considerable discussion by residents and Council members Crepeau moved, Stromquist seconded the motion that the proposed amendm~nt be tabled until the need for such zoning is muCh greater. Motion passed. The Council then resumed the regular meeting. Engineer Carley submitted to Clerk files a profile and plan of Mounds Avenue and Prior Avenue showing proposed grade revision. Engineer Carley also presented proposed recommended name changes for Lakeview Avenue and for Jensen Avenue. The recommendations were filed wi th Clerk. Mr. Carley presented and lamline Avenue. playground. Upon motion by DeLange, seconded by Winfrey, the street name Jensen Avenue was changed to Shoreline Lane. Motion passed. a map of the proposed playground at County Road E Council authorized DeLange to start grading the Upon motion by DeLange, seconded by Crepeau, the street name Lakeview ~ Avenue was changed to Pascal Avenue. Motion passed. Carley presented Village with a new list of Village streets and street mileage, and will inform Ramse~ County of the total street mileage. DeLange was requested to correct a drainage situation at Fairview and Gramsie. l~. Harry Mitzo, representing the Jehova Witness made application to Council for a building permit for a church at Highway #3 and Mound Avenue. CLERK REPORT: Stromquist presented monthly budget reports to Council and announced t~t the 1959 budget will require Council approval by the end of September. A public hearing will be held on the matter before that date. Upon motion by Winfrey, seconded by DeLange, the following election boards were approved for the September 9 primary election. A letter from the OreditBureau of St. Paul requesting a list of building permits and valuation monthly was referred to Attorney Courtney. A request from Mrs. Hodgson for Council aid to stop the Oak Wilt in Arden Hille #2 was referred to Attorney Courtney. A letter from the Board of Commissioners of Ramsey County requested that they be notified of any future Village Ordinances affecting county property. A letter from the Board of Commissioners of Ramsey County informed the Council that Arden Hills has been granted permission to post on Coumty recreational property on Lake Johanna in regard to motor boat license re- quirements and also permission to issue licenses on County property, in- cluding the refectory. Stromquist announced that On-Sale Liquor License applications are available. PUBLIC WORKS COMlITTEE: DeLange reported that the cost of removing the old cottonwood trees on Prior would be approximately ~5~O.oo. Ashbach suggested topping the trees for the present time. MAYOR'S REPORT: Mr. Brennen of the Roseville Council attended meeting. He informed our Council that the proposed sewer connection for the south end of Arden Hills to RoseVille will be given at the cost to Roseville with no profit to Roseville. Mayor Ashbach stated he felt that the Council would be negligent unless we survey the apDroximate area south of the Soo line tracks for possible sewer hook-up. He stated that the Bannister Engineering Company would make the survey for approximately ~~2,OOO.OO. PUBLIC SAFETY COl~!ITTEE: Crepeau reported he is still studying the traffic situation on Hamline Avenue. Crepeau suggested the Question of abolition of Village Constable be placed on the ballot in December. The matter 1TaS referred to Attorney Courtney.
