MINUTES OF REGUIAR MEETING
COUNCIL OF- THE VILLAGE OF ARDEN HILLS
Monday, February 23, 1959
The meeting was called to order at 8:00 P.M. by Mayor ,lishbach.
Roll Call: Present; AShbach, Winfrey, Crepeau, Kennedy, Stromq~ist.
Absent; None.
The Minutes' of February 9; '1959 were read and approved as amended.
Mr. Alvin Rossler, 1964 Mounds Avenue stated hepw:rchased a new hOIlll3 from
Albert Kleidon in April, 1958. Since purchase the stUI!l.CO on outside is
truning brown and cracking, the nails ahd floor tiles in the kttchen are
. coming loose and the outside draihfield and ceesspool is not working.
Matter referred to Village Attorney.
Mr. Rullell Herman, 3833 New Brighton. Road requested permission to build
a double house at 3829 New Brighton tload. As the area is presently
zoned for single family dwellings only, the matter was refer-red to the
Public Walfare Committee.
The Lake Johanna Yol. Fire Dept. requested six copies '01' a map showing
all village street"a.. Engineer Carley was requested to make a dozen
copies of such a map, the additional copies to go to village officers.
The Fire Department officials complained of tree branches growing over-
head on Lake Johanna Blvd. Kennedy to contact Ramsey County officials as
it is a county road.
PUblic Wellare Committee: Mr. Winfrey reported that C.G. Rein hopes to
build several model homes ~his coming spring in the proposed Rei~Addition.
Engineer Carley submitted a letter of February 23 to council of tlbformation
concerning the proposed plat. Letter filed with Clerk.
Mr. Winfrey reported tha.this coIlilllitteehasthe proposed plat ofShorew()od
Hills #7 and will come in with recommendations to council on it in the near
future.
Mr. Winfrey presented, for study, proposed subdivsiion regulations.
A letter contaillhg recommehdations on alleyvurnaroundand Ridgewood

was read by Winfrey. Letter filed with Clerk.
PUblic Safety Committee: A Ust of all advertising signs in village, made
by police department was presented council. Clerk to check it with prior
survey mady by Roy Owen, former building inspector, and report back to
council.
aublic Works Committee: Mr. Kennedy discussed possible annexation of s.
~ortion of New BrightonYillage to Arden Hills. Mayor Ashbach to discuss
matter with Nww Brighton's mayor. .
Mr. KennEldy informed council he has a request for "Children, Go Slow"
signs at Glenpaul Road. Mayor Ashbach informed hin it has been the
village policy to put up the signs if a request is made for them.
Council requested Clerk to put notice in the Rose Tribune that load limit
will be put on village streets about l\brch 15. Trustee Kennedy was
authorized to order 3 ton load limit 51gns posted whe~ n~eded. l'
A public hearing Re: Vacation of portion of Glenarden oa was set or
March 30 as per attached resolution.

the vloini ty of Glenarden Road. it appearing to the council that
said petition allking for the vacation of a portion of Glenarden
Road is signed by a majority of the property owners abutting on a
portion of said Glenarden Road. the following Resolution is hereby
adopted:

Mr. Kennedy stated that his committee felt the present budget will not
allow for a full time employee in charge of roads but will study matter
further to see if some type of part time help can be obtained to work
with road commissioner Kennedy.
A list of ten streets not on official village list was referred to Engin-
eer Carley.
Finance Committee: Stromquist announced that a finance committee meeting
was held Feb. 18. The following recommendations were made to Council:
The Finance Committee recommedned that no village action be taken in
regard to letter of Nov., 1958 from Public Employees Study Assoc, that
investigation of mishandling of funds by PEiA was a matter for State
Public Examiner. Council accepted committee recommendation and letter
from P.E.S.A. was filed with Clerk.
Liquor forms on quarlerly reports for on sale liquor licenses were
submitted for council approval. Action to be taken at next meeting.
The Finance Committee favored taking an unofficial village census to
see how close we are to 5,000 population, and to see if possible
stRaightening of our eastern boundry line would aid us in reaching
5,000 residents by the 1960 &ensus. A population of 5,000 would gain
for village advantages in liquor laws and we could also collect revenue
for xtreet maintenance of $5.00 per resident from Ramsey Councty.
Clerk's RepD~t:Upon motion by Winfrey, seconded by StromqUist a permit to
Verne G. Chindlund to move a building form Silver Lake Road to 1929
Jerrold Avanue was approved by Council, subject to condition that..
building inspector.. must approve it or Mr. Chindlund is to immed-
iately move same building offl the location at 1929 Herrold Avenue.
Motion passed.
A letter of Feb. 14, 1959 to the P.E.R.A. from Attormey Courtney was read
to Council. Letter filed with Clerk.
Clerk announc~ that letters from the Public Safety Committee to OWners
of all fishhouses on Lake Johanna had been mailed out.
A letter of February 10, 1959 from the Board of Ramsey County Commissioners
reI the consession stand at Lake Johanna was read. Letter filed with
Clerk.
Engineer Carley presented Council with map showing a pro~sed plat of
Shorewview Village, at East side of Lexington 4venue and County Road E.
Carley stated that drainage to plat will drain. to our village. Council
to work with Shoreview Village on the matter.

second Monday night of each month a regular council
by title. Motion passed.
