MINUTES OF REGUIAR MEETING
COUNCIL OF THE VILlAGE OF ARDEN HILIS
Monday, March ge, 1959
The meeting was called to order at 8:09 P.M. by Mayor Ashbach.
Roll Call: Present; Ashbach, Crepeau, Kennedy, stromquist.
Absent; Winfrey.
The Minutes of the March 5, 1959 Spec ial meeting were read and approved.
The Minutes of the March 9, 1959 Regular meeting were read and approved
as amended.
4Ilyor Ashbach called the special hearing on the vacation of a protion of
Glenarden ROad to order. No residents appeared for the hearing. Mr.
Kenneth Sparks, who submitted the petition stated that no one within a
block of the proposed vacation objected when he canvassed the neighbor-
hood on the matter. After council discussion of the matter, motion was
made by Kennedy, seconded by Crepeau that the portion of Glenarden Road as
described in Notice of Hearing be vacated, as described in forma' resolution
as attached. Motion passed.
Mrs. Florence Ehlenz requested Cafe. Cigarette and Soft Drink licenses
for the Arden Drive In at Highway 8 and View Avenue. Upon motion
by Kennedy, seconded by Crepeau, licenses were approved subject to proper
applications and fees submitted to Clerk. Motion passed. Mrs. Ehlenz
requested permission to replace a sign on same property with a new sign.
Matter referred to Public Safety Committee.
A request from Thomas Golden, 3401 Johanna Blvd. to put a basement under his
house was referred to Public Welfare Committee. The house does not meet
gresent min. building code requirements as to sixe.
Mrs. Gerald Buetow announded a panel discussion to be held at the Alex.
Ramsey H.S. April 8, 1959 at 8:00 P.M., the subject to be "Do We Need A
County Board of Health?". The meeting has been arranged by the Ramsey
County Council of the League of Women Voters.
Mr. Pat Gaughn~~~ed to council's rezoning of Lot 13, Block 2, Dalsorer
Additon at Cleveland and County Road D. Mr. Gaughn stated he purchased
the property in 1953 when it was commercially zoned and it has now been
rezoned without owners knowledge. Several former Zoning Committee
members stated they remembered that that committee haa recommedded leaving
the above mentioned property commercial. The matter was referred to the
Public Welfare Comm~ttee.
Richard ~chreyer presented Council with an envelope which he stated contained
...eew checks covering liquore license fees as applied for and Articles of
~ncorporation for Schreyer, Inc.
Attorney Courtney reported on a meeting with Roseville's Attorney in regard
to proposed sewer connection with Roseville for the SE portion of Arden
Hills. Mayor Ashbach presented a letter to be sent to Roseville to consol-
idate tentative agreement with Roseville. The letter was approved by
Council to be sent to Mayor Cederholm of Roseville.
Peter Popovich, Fiscal Agent explained letter of March 28, 1959 to
Stromquis~regarding estimated costs of financing sewer project to the
Council.
Roger Short of Bannister Engineering Co. spoke ~riefly on the proposed
project.

Upon motion by C/'.. ..., seconded by K_...._d.j, the attached resolution
requesting perm~ssion from Roseville and st. Paul for sewer connections
was approved by Council. Motion passed.
Upon motion by Kennedy, seconded by Crepeau, a hearing on the sewer project
was tentatively set for May 1, 1959 at 8:00 P.M. at the Lake Johanna
School, on condition the school is available that date. Motion passed.

Attorney's Report: Mr. Courtney announced that he cannot obta1n ~tle
insurance to the village hall from the st. Paul Asbtract and Title
Guarantee Co., therefore, he felt that a r~gistration action should be
brought to clear title before we purchase hall from Mounds View. He
stated that Mounds View requested that Arden Hills pay part of the cost of
such action. After Council discussion AShbach moved, Crepeau seconded
the motion that Arden Hills assume all the expense of the action over $300,
but in no event more than 25% of the total expenses. Motion pa ssed.
Council requested Attorney Courtney to negotiate with Mds. View to
commence such action, with our Attorney, Mr. Courtney to ha~le the action.
The proposed project of road stabilization of Connelly Avenue was discussed,
Attorney Courtney advised Council not to issue building permits before
roa~s ~re completed in the future. Attorney to obtain costs for proposed
proJect' .
Attorney Cou~ney advised Council that in his opinion, Fred Nixon could
operate as an independent contractor performing road work for the village.
A propesed plat, Round Lake Hills, was referred to the Public Welfar4
Committee.
Public Works Committee: Mr. Kennedy reviewed the proposed program of gar-
bage incineration as discussed at Ramsey Co. 1fu.nic. Officials Assoc.
Mr. Kennedy reported he is checking into obtaining an easement for a
proposed turn around at Lake Lane.
Public Safety Report: Crepeau announc~ed that police Chief contacted the
party at Lexington Aveune and they are to remove junk from that location.
Crepeau announe4d that the sportsmens Club and neighbors cleaned up Lake
Johanna of the junk left on'lake by winter ice fishermen.
Finance Committee: StromqUist announed that the committee met March 26
with all members present. Richard Shreyer and John Mazchesik spoke to
committee in regard to license requests. No recommendation was given
on the Mazchesik application because of pending action by Liquor Control
Commissioner of the off sale license request by Grace Stecker.

Couacil referred an applica tion of Ed Waldock to the Fiqance Committee
and resubmitted the Schreyer applieation to the Finance VOmmittee.
The Finance Committee recommended that Council encourage Wm. McGuire
to build his proposed#250,OOO.OO establishment in Arden Hills, and
committee volunteered to work with Zoning Committee or Council to help
Mr. McGuire find proper location.

Mayor Ashbaoh asked Mrs. Carl Moen, who lives d1r ectly across the street
from the Wagon Wheel Inn if she suffered any inconvenience or nusinance
since liquor license was issued to Wagon Wheel Inn. Mrs. Moen stated
that she did not.
Upon motion by Kennedy, seconded by Crepeau, Claims 1709 thru 1736 were
approved for payment. Motion passed.
~he list of village signs compiled by Roy Owen, and the current list made
by Police Chief Weber were referred to the police department.
Upon motion by stromq ist, seconded by Kenndy,
Ordinance #1 Relating to the Dates of Regularr
Council was given a second and final reading.
The meeting was adjourned at 10:30 P.M.
