HomeMy WebLinkAboutCC 04-13-1959 MINUTES lIF EEGUIAR MEETING COUNCIL OF THE VILLAGE OF ARDEN HILLS Monday, April 13, 1959 The meeting was called to order at 8:00 P.M. by Mayor Ashbach. Mayor Ashbach read a letter of resignation from Trustee L. H. Winfrey, resignation effective immediately due to personal obligations. Roll Call: Present; Ashbach, Crepeau, Kennedy, stromquist. Absent; None. The minutes of the March 14, 1959 meeting were read and approved as amended. ~. A.L. Gaughan inquired about status of his request for rezoning of land at Cleveland and Co. Rd. D. Clerk to check with Attorney and inform Mr. Gaughan of proper procedure for rezoning in this case. Mr. Harry Skooglun objected to the vacation of part of Glanarden Road which was vacated by the Council at the last meeting. He felt it would cause those using the playgEound at Arden Hills #2 to park on Arden Place and the rest of Glenarden Road. Several residents of the area around the playground voiced objection to the vacation because of the parking problem it might cause. Maps showing proposed plans for playground and parking lot were shown. After considerable discussion, Mayor Ashbach stated he w ill arrange a meeting for the residents concerned and try to work out a satisfactory solution. The resolution to start any project in the playgrouna is to be held in abeyance until a suitable plan is arrived at. The G'Arden Seed and Weed Garden Club announced they would like to plant a tree in the Arden Hills 2 playground on Arbor Day. Mayor Ashbach referred them to Ken ~parks, Recreation Representative for Arden Hills. Monroe Kronstedt ,Arden Hills Civil Defense Director-described the.. present civil defense program in village and ..stated he will need about $75.00 above present budget allowance now and will need additional money next fall for uniferma, badges etc. Trustee Crepeau stated he will try to take the amount needed from the Public Safety budget. Engineer Carley submitted plat plans for Shorewood Hills 7 and reco~edned grading plans as submitte~. Plat referred Welfare Gommittee. Finance Committee: The monthly budget was submitted by Clerk. and eoplained to Public " Public Safety Committee: Mayor Ashbach read a letter of resignation from Jack Wolf, village poligeman, effective May 1, 1959. Council requested Public Safety Committee to recommend a replacement. ~. Crepeau reporbed on the fine job done by the Lake Johanna Vol. Fire Dept in the rural Ramsey fire of April 7. Council. requested Clerk to write a letter commending the fire department for their fine work. The police .department reported that New Brighton and Ramsey County Sherriff 's office is ~olicing the Mounds View High School grounds at the close of school hours. Public ~orks Gommittee: Trustee Kennedy suggested that possibly a wider strip on village roads.should be. oiled to improve outer edge of road. Mayor Ashbach felt we should not do too much improving of roads where sewer is to be installed in the near future. Trustee Kennedy reported that Fred Nixon has been instructed to take care of minor road repairs on village streets. Mr. Kennedy reported his committed has toured the village looking over the village streets. He reported that one major project for this season is at Glenview and Dellview and suggested that Engineer Carely draw up plans and specifications for Council study. Kennedy reported that signs are needed on some village streets and he will order them installed. ~ A request by Mr. Diebel. 1753 Gramsie to run a drainfield in to village boulevard was coundil approved provided it does not become a public nisinanc and if so it will have to be removed. Upon motion by Kennedy. seconded by Crepeau, Building Inspector was authorized to issue a building permit to put a basement under the house at 3401 Lake Johanna Blvd. owned by Mr. Golden. Motion passed. Mayor's Report: Mayor Ashbach announdSd that the hearing fOp sewers for the S.E. portion of the village will be held May 6, 1959 at 8:00 P.M. at bba Lake Johanna School. Mayor AShbach stated that Council should take action on Mr. Winfrey's resignation and suggested the appointment of Mr. B. J. Delange, former trustee of the village. Upon motion by Kennedy. seoondedby Crepeau. Mr. B. J. Delange was appointed as trustee to oomplete the unfullfilled term of L. H. Winfrey. Motion passed. The appointment of Mr. DeLange wa" recommended by ~lr. Winfrey. Clerk's Report: Stromquist presented minutes of the Board of Appeals of April 2, 1959..
