HomeMy WebLinkAboutCC 04-27-1959 NINUTES OF REGULAR }lEETING COUNCIL OF THE VILLAGE OF ARDEN illLlS Monday, April 27, 1959 The meeting was called to order at 8:00 p.m. by Mayor Ashbach. Roll Call: Present; Ashbach, Crepeau, Kennedy, DeLange, Stromquist Absent; None . The minutes of the April l3, 1959 meeting were read and approved as :.mended. Mr. S. 3. Krannak inquired of the status of his proposed Shorewood Hills In plat~ Mr. Kennedy inf<rmed him that the proposed plan will require a change in our zoning ordinance, and should be ready for formal action by the }!ay 11 meeting of the Council. Mr. A. L. Gaughan and Patrick 3. Gaughan requested formal motion by Council to rezone property at Cleveland and County Road D back to commerical, as it was zoned residential by Council in error _ a legal description of property to be rezoned was submitted by A. L. Gaughan to Attorney Courtney. Motion was made by Kennedy, seconded by Crepeau that a public hearing on the matter be set for }!ay 25, 1959 at 8:00 p.m. at the Village Hall. Motion passed. Mrs. Pratt complained of condition of property and suggested the weeds, debris, etc. be cleaned up. Mr. Gaughan stated that most of the papers, etc. blew acrOSS the street from Kramm's fiocery, but stated that he will clean it up. Mrs. Nelvin Nosher complained of weeds, etc. on the lot. Mr. DeLange informed group that weed inspecter will order weeds cut if he receives a complaint on the matter. Dick Schreyer informed Council that he has been made grounds keeper of the playground at Harnline and COImty Road E. He discussed proposed parking faci:j.ities,at the playground. Nayor Ashbach stated he is to hold a meeting ,'Ii th the group living around the playground to discuss the matter. VLayor Ashbach announced that Ke~.eth Sparks has resigned as playground representative for Arden Hills. Mr. Vic Pomerenke was chosen by Council to replace him. Trustee Kennedy was authorized by Council to spend up to $1,200.00 for playground development. Part of this amount is to be taken from the 1959 budget, the balance from accrued funds for parks and playgrounds. ' Attorney Courtney repmrted that he and Engineer Carley are negotiating with Mrs. Patterson to obtain necessary easement for the proposed new turn around at Ridgewood Court. Attorney Courtney was authorized by Comncil to proceed with negotiations witn abutting land owners to Connelly Avenue for improvement of the road. . Attorney Courtney reported that, due to an opinion by an Attorney General, the St. Paul Abstract and Guarantee Company is no" .ulling to give title insurance for the Mounds View Village clall, With tlds insurance, a registration action of title will be'unnecessary. Attorney to proceed with negotiations with Monds View for purchase of hall, with payment for hall to be held until the title insurance policy is delivered to us. Council requested Attorney to revise Ordinance 1J4~ Ninutes of Regular Council ~leeting, April 27, 1959 page 2 Engineer Carley reported on a plat to be developed in Shoreview which will cause a drainage into Arden IcCills. Ilr. DeLange was appointed to meet with Shoreview officials to ~,ork out the drainage problem. PUBLIC WORKSl Mr. DeLange reported on minor road repairs. . Finance Committee: Mrs. Stromquist reported Committee recommendations as follows: That William and Lois McQuire be given until June l, 1959 to name a location and start building for On and Off Sale liquor establishment, and that follo~Qng issuance of licenses to McQuire that the application presented by Schreyer, Inc. be considered next in line. Following consideration of the Schreyer app~ication, if all licenses are not then issued, the application of Ed Waldock be considered next. PUBLIC 'iIELFARE COI'lKITTEE: Trustee Kennedy reported on the meeting held of RCMOA. A proposed curfew ordinance recommended for all Villages in County was referred to Public Safety Committee. Council requested Mayor Ashbach to write to RCI'IOA indicating a desire to hear more about ths proposed program of county-wide garbage and rUhbish incineration. Kennedy reported on a new law by which claim vouchers may be eliminated. Clerk to check on it. PUBLIC SA.I!~Y COMlUTTEE: Mr. Crepeau reported on signs ordered and installed on Shoreline Lane. Crep3au reported that a policeman has been hired to police the Mounds View High School grands during school hours. The school authorities Wld police department are cooperating to check on cars on school grounds by transients and to see that all bus students go to and from school on the buses. Crepeau reported that, of the several applicati for policeman, the Committee recommended the appointment of John LaRock. Upon motion by Crepeau, seconded by DeLange, Mr. John LaRock was appointed to the Arden Hills police force effective May I, 1959. Ashbach abstained from voting. Motbn passed. Crepeau reported he will need an additional policeman for the period of June 1 through August 31, but held that appointment in abeyance. Crepeau reported the Ramsey County sheriff's office would like Arden Hills to have II. line to their dispatcher rather than using the answering service that we now employ. to check into matter and report at, next meeting. direct Crepeau . Mayor's Report: lo!r. Gerlad Buetow, chairman Board of Appeals, recommended changes as listed in letter to Public Welfare Committee and Mayor, and recommended purchase of more parks and playground areas. Public Welfare Committee to study matters. Mayor Ashbach read .. letter from ~bunds View Village asking that we consider their request to use facilities of Twin Cities Arsenal sewer line when we obtain the lease. Ashbach to negotiate with Mounds View. Ninutes of Regular Council Heeting, April 27, 1959 page 3 11ayor Ashbach requested Public Safety Committee to cr~ck with Village Attorney to remove our ordinance on boat licensing now that it will be done by state. Clerk's Report: Clerk submitted a letter and proposed plat of C. G. Rein to Welfare Depart- ment. . A letter from John liesky regarding access to Highway #96 and entrance to #96 from Highway #10 was referred to Mayor Ashbach. A letter from John Nesky requesting rezoning of It ac~es of land at Highway #96 and Highway #10 to commercial was referred to the Public Welf"re Department. A letter and copy of proposed Huhy's Crestview from Ramsey Plat Commission was referred to Public Welfare Department. Upon motion by Crepeau, seconded by Kennedy, claims 1737 through 176l were approved for payment. Notion passed. Richard Schreyer stated he felt that action should be taken now on IUS liquor application.
