MINUTES OF REGUIAR MEETING
COUNCIL OF THE VILIAGE OF ARDEN HILLS
Monday,'MaY 11,1959
The meeting was called to order at 8:05 P.M. by Mayor Ashbach.
Roll Call: Present; Ashbach, Crepeau, Kennedy, Delange, Stromquist.
Absent; None.
The Minutes at the April 27, 1959 meeting were read and approved.
Mr. & Mrs, Ralph Keifer requested permission to operate Mar-Deels In
. under PI'. esent licenses until proper applications for new licenses cln be
obtained. Upon motion by Stromquist, seconded by Delange, Mr. & Mrs.
Ralph Keifer were given permission to operate Mar-Dee's Inn under present
Licenses until May 25, 1959, license applications and fees to be sub-
mitted on or before such date. Motion passed.
Bob Netherdt, 3908 Dellview requested permission to run a drainfield onto
village boulavard. Upon motion by Delange, seconded by Crepeau, Mr.
Netherdt was given permission to Bun a drainfield onto village boulevard
at 3908 Dellview, subject to removal at request of Council if needed
because of future projects of any kina. Motion passed.

Upon motion by Crepeau, seconded by Stromquist, Wayne Delange, Weed
Inspector was glven permission to mow weeds next to village roads at a
pay rate of 4.50 per hour, a report to be made to Council following
first and second cuttings. Motion passed.
After discussion of village playground needs, Council authorized Kennedy
to order improvements and equipment amounting up to $1200.00, with Mr.
Delange, Road Commissioner to cooperate on the project.
Upon motion by Delange, seconded by crepeau, a resolution requesting
enlargement of trunk sewer in the Village of Roseville was approved.

Mr. Wm. Hite appeared to discuss village insurance policies with council
members. Mr. Hite was re~ested to meet with Finance Committee on the
matter.
Public Welfare Committee: Trustee Kennedy reported that his committee
checked the proposed Husby's Crestview plat. The committee felt that the
private road from Hamline Avenue to Florel Drive in the plat should be
brought up to village specifications by developer before approval.
Engineer to furnish Mr. Husby, developer of plat with road specifications ·
A request from Mr. Husby to request the Highway Department to develope
. continua:llion of TH 51 to meet the proposed cloverleaf south of Co. Rd. F
was referred to Mayor Ashbach.
Kennedy reported that his committee considered proposed Shorewood Hills .7
plat and were in favor of multiple dwelling for plat, but recommend not
accepting plat as proposed because the proposed new highway will go across
area, using about 350 feet the length of plat. Mr. Krannak was advised
to rework plat, leaving the area to be affected by the highway vaoant,
and to check into easement for street in New Brighton near St. John's
school.
The proposed amendment to Zoning Ordinance to allow multiple dwelling
was helo in abeyance.

Motion by Kennedy, seconded by crepeau, Josehpine Hills #3 plat received
preliminary approval. Motion passed.
Engineer Carley and Zoning Committee to give C.G. Rein plat further
study as committee felt plat should be re-wor~ed.
The Welfare Committee considered the request by Board of Appeals and
recommended as follows:
1. That the Zoning Ordinance should not be changed to require 120 foot
frontage for future plats.
2. That village information be distributed by groups such as the League
of Women Voters.
3. The Committee was not able to determine what the problem is in regard
to corner lot requirements in Zoning Ordinance.
Mr. Kennedy reported that his committee felt that twin P.~~TMW homes
should be allowed in all R-2 zones. A proposed amendment written by
Talbot Jones, Village Planning Consultant was read. Matter to be
submitted to Attorney Courtney.
Engineer's Report: Ordinance #7 was referred to Engineer Carley and
Trustee Delange for possible revision.
Public Safety Committee: A bill submitted by Jack Wolf of $19.68 for
appearance at court was approved by Council for payment.
Council requested Crepeau to recommend a salary for Mr. Wm. Neilson,
policeman hired by village to patrol schools.
Public Safety committee recommended that the teen age dance. at Grotto
Club should not be held during summer months because of the Johanna
beach problem. Police Chief Weber felt we will need an additional police-
man over week ends during the summer months.
Public Works Committee: Delange reported that the fUDure drainage
problem When the Keller farm is developed has been studied by his
committee. It will be referred to attorneys of Shoreview and Arden Hills
for their reeommdations and then be given furhher study by committee.
Delange reported several new street signs are on order.

RESOLlTfION REQUESTING ENLAffiEMENr OF TRUNK SEWER
IN THE VILLAGE OF ROSEVILLE
Upon motion duly made, seconded, and unanimously carried, the following
Resolution was approved:
~, the Village of Rosevil1e, in the course of its sanitary sewer
improvement program, now proposes to construct a. trunk sewer to the southerly
limit of the Village of Arden Hills, and
'IIHEREAS, a public hearing was held in the Village of Arden Hills on M~
6, 1959 pursuant to due notice as provided by statute to consider the feasi-
bility of a sewer improvement program for the southerly portion of Arden Hills,
which program would require the enlargement of the aforesaid trunk sewer in the
Village of Rosevil1e, and
WHEREAS, the sentiment of those who attended said public hearing was unani-
mously in favor of said improvement program, and
WHEREAS, the Council of Arden Hills now desires to request the appropriate
enlargement of said trunk sewer in the Village of Rosevi1le to permit the accom-
modation therein of sewage from Arden Hills,
NOW THEREFORE, BE IT RESOLVED, as follows:
1. The aforesaid improvement is hereby ordered as proposed in the
Council resolution adopted April 15, 1959.
2. Banister Engineering Company is hereby designated as the engineer
for this improvement. Such compa~ shall prepare plans and spec-
ifications for the making of the improvement in accordance with
the aforesaid resolution.
3. The Clerk shall promptly forward to the Village of Rosevi11e and
to the City of St. Paul certified copies of this resolution for
the purpose of advising those municipalities that the Village of
Arden Hi lis does desire the appropriate connection with the Vil-
lage of Rosevil1e and the enlargement of the appropriate trunk
sewer in the Village of Rosevil1e to a 24" capacity for the pur-
\\ pose of permitting use thereof by the Village of Arden Hills.
