NINDTES OF SPECIAL ~lEETING
COUNCIL OF TIlE VILUG~ OF ARDEN HILLS
THURSDAY, J~Y 28, 1959
The meeting was called to order at 8:25 p.m.

Roll call: Present; Ashbach, Crepeau, Kennedy, DeLange, Stromquist
Absent; None

and william Deumtt representing village attorney also present.
Ji.ayor Ashbach explained meeting held at rei;uest of residents for informational purpose in
regard to proposed sewer improvement in regard t-&-i*'&~-eewep~_ement fOil: SE portion
of Village. Mayor Ashbach asked for questions from audience.
v~. Don Gode introduced a Citizens' Committee who wished to ask questions about proposed
sewer as follows: V~S. Lange, Hrs. Snyder, Hr. Norko-,lSki, Hr. i3ertrum, Hr. Reeves, Er.
Snyder and Mr. Gode.
Questions were asked both by tIle members of the Citizens' Committee and by other interested
residents '~lich were answered by Council members, Engineers, Fiscal agent and Attorney.
At the close of the info~ltional session the Council met to consider wllat action should
be taken on proposed sewer improvement. Upon motion by Kennedy, seconded by Crepeau,
the attached Resolution to be sent to Roseville was approved by Council. Motion passed.
The meeting was adjourned at 12:20 A.m.

Extract of Minutes of Meeting
of the Village Council
of the Village of Arden Hills,
Ramsey County, Minnesota
Held May 28, 1959
Pursuant to due call and notice thereof, a special meeting
of the Village Council of the Village of Arden Hills, Minnesota,
was duly held at the Lake Johanna Elementary School in said
Village on Thursday, the 28th day of May, 1959 at 8:00 o'clock
P. M.
The following members were present: All
and the following wereabsent: None
After an informal question and answer period was had regarding
proposed sanitary sewer improvements generally within the Village
and other related matters and questions regarding the future of
the Village, its tax base, zoning laws, and the future of the arms
plant, the Mayor asked if anyone present was from the proposed
sanitary sewer improvement area scheduled for immediate service.
No one indicated they were from that area or opposed to the imppove-
ment and it was obvious that the approximate forty people in
attendance were from areas in the Village that would receive sanitary
sewer service in the future. Of those present, none indicated they
were opposed to the proposed improvement and the spokesmen indicated
they w,ere merely interested in getting additional general information.
Member Kennedy introduced the following resolution and moved
its adoption:

RESOLUTION INDICATING INTENTION TO PROCEED
ON SANITARY SEWER IMPROVEMENTS.
WHEREAS, The Village Council of the Village of Arden Hills
has proposed a sanitary sewer improvement in the Southeasterly
portion of the Village and the public hearing was held thereon on
May 6, 1959, and

WHEREAS, other areas of the Village not generally encompassed
in the area covered by said proposed improvement have indicated
to the Council, both formally and informally, that they are in
favor of receiving sanitary sewer service, and
WHEREAS, the connections of the Arden Hills proposed sanitary
. sewer system must necessarily be made in conjunction with certain
improvements with the sanitary sewer system of the Village of
Roseville and that the Village of Roseville is desirous of pro-
ceeding with its sanitary sewer improvements so t~ it is necessary
and incumbent upon the Village of Arden Hills to determine whether
it wishes to participate in certain enlargements of the Roseville
Sanitary Sewer system, which will be occasioned by the eventual
connection of the Village of Arden Hills~
NOW THEREFORE BE IT RESOLVED, by the Village Council of the
Village of Arden Hills as follows:
1. That the Village Council of the Village of Roseville be
and hereby is advised that it is the intention of the Village of
Arden Hills to proceed with sanitary sewer system within its Village
and that appropriate connections with the Village of Roseville and
the enlargement of the appropriate trunk sewer of the Village of
Roseville to a sufficient capacity for the purpose of permitting
use thereof by the Village of Arden Hills, is necessary and requested.
2. That the Village of Arden Hills hereby indicates its in-
tention to the Village of Roseville that it desires the enlargement
of a trunk sewer located in Roseville which is proposed to lie on
Fernwood, Dellwood, Josephine Road and Hafuline Avenue between
Judith Avenue and the north village limits for a distance of approxi-
mately 5,400 feet and would require its enlargement to an enlarged
size of 24" and 2 "therein. In addition to said enlargement,
sewers proposed to be constructed in the affected area would consist
of a network of lateral sewers and a sewage lift station which would
discharge its sewage into the Village of Roseville from Arden Hills
and into the enlarged interceptor and County Road D and Hamline
Avenue. Such sewers would be so constructed as to enable the passage
of sewage from the Village of Roseville on Asbury Avenue and Ridge-
wood Road as well as the westerly end of Woodland Avenue and county
Road D into the Village of Arden Hills for lifting back into the
Village of Roseville.

3. That it is the intention of the Village of Arden Hills
to recompense and repay the Village of Roseville on a fair and
reasonable basis for the changes required. The actual agreement
between both villages will be reduced to a formalized executed
agreement. The Village Clerk is hereby authorized and directed to
send a copy of this resolution of intention to the proper Via age
officials of the Village of Roseville so a s to assure the Village
of Roseville's officials of the desire and the intention of the
Arden Hill's officials that necessary changes in the Roseville
Sewer system be made so as to accomodate the Village of Arden Hills
and that the Village of Roseville proceed expedtiously with the
awarding and granting of necessary construction bids to accomplish
the same.

The motion for the adoption of the foregoing re~olution
was duly seconded by Member Crepeau, and upon vote being taken
thereon, the following voted in favor thereof: All
and the following voted against the Same: None
whereupon said resolution was declared duly passed and adopted.

I, the undersigned, being the duly qualified and acting
Clerk of the Village of Arden Hills, Minnesota, do hereby certify
that I have carefully compated the attached and foregoing extract
of minutes of the special meeting of the Village Council of said
Village held on the 28th day of May, 1959, with the original thereof
on file in my office, and the same is a full, true and complete
transcript thereof, insofar as the same relate to Sanitary Sewer
Improvement No. 1 of said Village.
