MINUTES. OF REGUIAR MEETING
COUNCIL OF THE VILIAGE OF ARDEN HILLS
Monday, June 29, 1959
The meeting was called to order at 8:00 P.M. by Mayor Ashbaeh.
Roll Call: Present; Ashbach, Crepeau, Kepnedy, Delange, stromquist.
Absent; None.
The Minutes of the June 8, 1959 meeting were read and approved.
A publio hearing was held on an ordinance amending zoning ordinance to
permit construction of twin homes. and to require a conditional use permit
. for hospitals, rest homes and churches in all R-2 zones of the village.
Many residents voiced objeotions to the part of the amendment to permit
two family dwellings in R-2 areas. Mr. Kennedy, Public Welfare Chairman,
felt that the amendment would be benificial to village and listed reasons.
After council discussion, motion made by Kennedy, seconded by Crepeau that
ordinance amendment be passed as proposed. Motion made by Ashbach,
seconded by Stromquist that ordinance as proposed be amended to strike
out the portion allowing construction of twin homes. Roll Call vote:
'Aye; Ashbach, Delange, Stromquist. No; Kennedy, Crepea~. Motion passed.
Motion pade by Kennedy, seconded by Delange that amendment to zoning
ordinance as amended to strike out construction of twin homes be approved,
with final action by Council to be taken at July 13 meeting. Motion passed.
Mr. C. G. Rein requested the rezoning of some land to extend commercial
frontage to a depth of 300 feet at Lex. Ave. and Co. Rd. E to permit
Harkins golf driving tees and other commercial improvements thereon. A
public hearing was set on the matter for July 27, 1959 at 8:00 P.M. at
the village hall.
Mr. Clayburn. Attorney for S. J. Krannak requested plat approval for
proposed Shorewood Hills '7 plat, agreeing that no request for building
permits would be made .prior to 1961 as the new highway may go thru the
property. He stated .t see~d ~ fair to the land owner that plat
should be acted upon by council, as the highway department has not con-
demned or purchased the land. After Council discussion, motion made by
Kennedy, seconded by crepeau that the plat of Shorewood Hills #7 be prelim-
inarily aceepted subject to the following conditions:[I} that 1st ave N.W. be
extended No. to Co. Rd. F;(2) that Lot 22 be extended westerly to 1st Ave N W
(3) that Lot 21 be eliminated; (4) that Lot 19 be extended westerly to 1st AV;
N.W.; (5) that Lot 20 be eliminated; and (6) that no application for permit tc
build upon said platted lands shall be presented to the village prior to Jan.
1, 1961 or at such prior date as the Highway Dept. may have abandoned its
plans to construct the contemplated freeway within the platted area or shall

Kennedy stated that the Round Lake Hills plat is st-ill subject to approval
. on condition that an easement be obtained for construction of a turn
around at end of Pr~or Ave. in the plat.
Some residents of.Shorewood Hills requested that their area be included
in future plans for sewer. AShbach explained proposed outlet thru Rose-
ville for part of village South of Soo line tracks and explained progress
on obtaining an outlet from Twin Cities Arsenal for future outlet for
northern area of village.
Bob Flesch suggested that before village decides on bond financing, that
we should check methods used by neighboring villages, as Maplewood used
a different plan from Roseville.
Ashbach informed council that arsenal officials approved the highway
layout of SP6 284, TH 35W from Arms Plant to Jet. 35E. Upon motion
by Crepeau, seconded by Stromquist, preliminary approval was given the
attached resolution. Motion passed.

Public Welfare Committee; Kennedy reported that he must obtain a more
accurate legal description of lot needed for turn around at Lake Lane
before deciding worth of the land for easement purposea.
Kennedy reported on variou8 matters that the committee and Attorney are
still working on.
Public Safety Committee: Motion by Crepeau, seconded by Stromquist that
Lake Joh. Improve. Assoc be authorized to display fireworks July 4, 1959
at Lake Johanna. Motion passed.
Crepeau reported that teen age dances at Grott. Club have been1~contin-
ued until fall at request of Public Safety Dept.
Attorney's Report:
A memo on the Kleidon dourt oase was filed with Clerk.
Courtney reported'that bonds are not yet in for the Schreyer liquor
applioation.
Upon motion by Stromquist, seconded by Kennedy, Counoil approved the
issuance of a $5,000.00 check to Village Attorney to be held as payment
for village hall when Mounds View Village furnishes Arden Hills with
all proper legal documents required.
Courtney reported on some details yet to be worked out on turn around at
~den Hills plat.
A bill of legal fees for first six months of 1959 was submitted to
Counoil by Attorney.

The proposed road improvement from Hamline Avenue to proposed Husby'S
Crestview plat was referred to Publio ilorks Committee to check into
advisability of oondemnation of property by village for road improvement.
Two sewer petitions were referred to Attorney Courtney.
Att08ney Courtney read a letter addressed to Clerk in regard to bond
requirements for various contractors in village under our present build-
ing code. Upon motion by stromquist, seoonded by Kennedy, an ordinanoe
was introduced by title to amend Ord. #16 by striking out bonding
requirements in sections 8, 9, and 10 and substituting insurance
provisions similiar to those required in seotion 8, paragraph 3, and to
eonsdier this preliminary reading. MotipD passed. Courtney to
oheck with League of Minn. Munio. on the matter.
Public Works Committee: Delange reported on various road repairs and
road problems in village.
Clerk's Report: Stromquist reported that the Finanoe Committee
the application of Sohreyer, Inc. for liquor lioenses subjeot
of application by Police Dept. and Village Attorney.
The Finance Committee recommended dropping bond requirements of buiding
code for contractors and substituting insurance provisions.
Motion by Crepeau, seconded by Stromquist that Portion Layout #5 Vicinity
Arden Hills from Arms Plant to Jet 35E S.P. 6284 (T.H.35W) be given
preliminary approval. Motion passed.
