MINUTES OF REGULAR 'MEETING
COUNCIL OF THE VILLAGE OF ARDEN HILLS
Monday, July 27, 1959
The meeting was oalled to order at 8100 P.M. by Mayor Ashbach.
Roll CallI Present; Ashbach, crepeau, Kennedy, Delange, Stromquist.
.bsent; None.
The Minutes of the July 13, 1959 meeting were read and approved.
A public hearing was held On the request of Mr. C. G. Rien to rezone
from Residential to Commeroial some land located on the SW corner of Co.
. Road E and Lexington Ave. Mayor Ashbach described the location of land
and read the legal description. No one appeared at meeting in opposition
to the rezoning and there were no questions from the floor on the matter.
Trustee Kennedy reported that the Public Welfare Committee favored the
rezoning. Mr. Rien stated the rezoning request was made to allow Harkins
Driving Range to relocate from Roseville to Arden Hills. Motion made
by Kennedy, seconded by Drepeau that the amendment to the zoning
ordinance be introduced by tdtle to rezone the described area from
Residential to Commercial. Motion passed. Attorney Courtney to prepare
formal ordinance by next meeting.

Highway plans for TH62 renumbered as TH 10 from Hy 100 to Hy 96 were
submitted by Mr. VanKrevlin of the Minn. Highway Dept. John Nesky
objected to plans as they took away his access from Highway 10 on
commercial property owned by him at the corner of Highway 10 and High-
way 96. Mr. Van Krevlin stated that when access is taken, the land
owner is paid for it by Highway Department.
Plans were submitted for a part of TH 393 renumbered as TH 694 from
west corporate limits of Arden Hills to east corporate limits and of
seven bridges to be built as part of TH 694. }3ert SOhutte, a resident
of Hamline Avenue felt that during construction of bridge on Hamline
access to his nursury business on Hamline Avenue might be cut off. Mr.
VanKrevlin stated that Highway Department will cooperate in every way
possible to cause as little inconvenienoe as possible.
Motion made by Crepeau, seconded by Stromqu~t that non encroachment
resolution in regard to TH62 from Snelling Ave. to TH96 as per attaohed
resolution be approved~ Motion passed.
jMotion by Crepeau, seconded by Delange that Highway plans for TH 62
renumbered THIO from Snelling Avenue to Juct TH 96 (as attached resolution)
be approved. Motion passed.
Motion made by~ Delange, seconded by Kennedy that plans for bridges
on TH393 renumbered as TH 694 (as attached resolution) be approved. Motion
passed.
Motion made by Kennedy, seconded by StromqUist that non encroachment
resolution (as attached) for TH 393 renumbered TH 694 from the west
corporate village limits to the east corporate limits be approved. Motion
passed.
Motion made by Delange, seconded by Crepeau that plans and specif. for
TH 393 renumbered 694 from west corporate limits of Arden Hills to east
corporate limits be approved. Motion passed.
Mr. John Nesky requested rezoning to commercial some land owned by him
at Highway 96 and Highway 10. Upon motion by Kennedy, seconded by
Crepeau, an ordinance to amend Zoning Ordinance to rezone the 400' X 300'
piece of land from residential to commercial was introduced by title.
Motion passed. A public hearing on the matter was Bet for August 31, 1959
at 8100 P.M. at the Village Hall.

Roger Short of Banister Engineel'ing Company reported, on a eewer meeting
he attended at Andrews home for giving additional information to
residents of Arden Hills on proposed sewer. A special council meeting
to study the sewer problem was tentatively set for August 14, 1959.
Attorney's Report: Attorney Courtney reported that he has checked the
on and off sale liquor applications and bonds submitted by Schreyer, Inc,
and finds them satisfactory.
A legal description of some land that Jack Grudnoske would like rezoned
was referred to Attorney Courtney. -<
Mayor's Roport: A new rate schedule for electric power as submitted by
No. States Power Company was filed with Clerk's records.
Public Safety: Motion made by Crepeau, seoonded by Delange that the
proposed curfew ordinance be given a second reading. ,Motion passed.
Public Works: Delange reported that the Minn. Hy. Dept is making a survey
of speed limits on Snelling Avenue in vicinity of Cummings Lane and
Arden Hills #1 and 1/2.
Public Welfare: Kennedy moved, Stromquist seconded the motion to suspend
the rules and give a second and final reading to an ordinance regulating
the storage, collection and ~ disposal of garbage and other refUse.
Aye; Crepaeu, Kennedy, Delange, Stromquist. No; Ashbach. Carried.
Clerk's Report: Motion by Stromquist, seconded by Kennedy that an
Ordinance amending Ordinance #16, known as the Building Code by repealing
Section 8-10 thereof and provdiing new requirements with reference to
lia~ility insurance to be carried by certain licensees of the village be
given a final reading and adopted. Motion passed.
Motion by Stromquist, seconde4 by crepeau that an ordinance repealing
Ordinance #4, establishing and official depository for the Village of
Arden Hills, and removing the depository limitations be given a final
reading and adopted. Motion passed.
A request by Rose Waldock to set at time limit on the Schryer liquor
license request was referred to the Finance Committee.
Upon motion by Crepeau, seconded by Kennedy Claims 1833 thru 1868
were approved for payment. Motion passed.
The meeting was adjourned at 10:50 P.M.
