HomeMy WebLinkAboutCC 08-31-1959 . MINUTES OF REGULAR MEmING COUNCIL OF THE VILLAGE OF ARDEN HILIS MONDAY, AUGUST 31, 1959 The meeting was called to order at 8:20 p.m. by Ma;yor Ashbach. Roll call: Present; Ashbach, Crepeau, Kennedy, DeLange, Stromquist Absent; none The minutes of the August 31, 1959 meeting were read and approved as amended. . The minutes of the August 14, 1959 meeting were read and approved. Mr. Talbot Jones, Phmning Consultant for Village shOlliod a series of Village maps he is worldng on. Mayor Ashbach requested early completion of maps. Mr. Allen Johnson, 4529 Lakeshore Place, complained of a drainage problem on La.keshore Place. Matter referred to DeLange. A Public Hearing was held on the request of John Nes!l;y" to rezone from residential R-2 to Commercial a 300' x 400' piece of land at Highway 96 adjoining his pt'esently commercial zoned land. Mrs. Cliff Steinkraus, 4535 Lakeshore Place, objected to the extension of commeroial zoning into a residential area. Mr. Nes!l;y", owner of property spoke in favor of the rezoning, stating it is aoross from Twin ~ Cities Arsenal and in a suitable looation for business. Trustee Kennedy stated that Zcning Committee favored the rezoning. Mr. Jones, Planning Consultant for Village stated that he feels that Village already has more than enough commercially zoned land; that the history of over-zoning commercial is a sad one, because many business areas fail if too large an area is zoned commercial; that one property owner may not alwa;ys own same pieoe of property, so village should determine what the zoning should be for certsin areas. Mr. Jones recommended further consideration of the matter. After Council discussion, Stromquist moved, Ashbaoh seconded the motion that the rezone request be given further consideration by Council, with review of our entire Village Zoning Plan, deoision to be made On this matter at a later date. Motion passed. Monroe Kronstedt, Civil Defense Director, reported on an accident injuring Joseph Beech, an Arden Hills Civil Defense member. The accident occurred August 24 at University Avenue and Robert Street while Mr. Beech was on Civil Defense duty for Ramsey County directing traffic for the 40 and 8 American Legion Parade. Mr. Kronstedt and Police Chief Weber felt that the liability for accident should be with Ramsey County. Matter referred to Village Attorney . Courtney. Mr. Ken Sparks requested permission for 7 to 9 families living on Forest Lane in Arden Hills #2 to construct a swimming pool. Mr. Perce Hale, 1401 Sldles Lane, stated some residents in that area objected to the project and .. requested a public hearing. The matter was referred to the Village Attorney. Building plans for remodeling building on Highway #10 for Schreyer, Inc. were submitted to Council. Plans were referred to Bu!llding Inspector Kelley. If approved, Building Inspector to inform Clerk who will check matter with Council manbeTlili Minutes of Regular Council Meeting, August 3l, 1959 . page 2 At the request of John Rysgaard, Trustee DeLange to ask Mr. Kranna.k to complete road stabiliza- tion in front of Rysgaard's house at Rolling Hills Road and Gramsie before w.inter, or Village to complete it with funds from performance bond. Roger Short presented detailed sewer plans for Sewer Improvement #1 and 2. Motion made by Crepeau, seconded by Kennedy to omit all lateral construction from manhole 5 to manhole 9. . Motion passed. . Mayor's Report: Mayor Ashbach reported the TCA officials approved our letter re: sewer lease to Minneapolis City Council. Mayor Ashbach read' a letter from ViUge of New Brighton tn",nlMng our Ci'\ti Defense Department for help during their Old Timers Night Celegration. Mayor Ashbach left the meeting at this time at 10:30 p.m. Trustee Crep>au was acting mayor for balance of meeting. PUBLIC WORKS COMMITTEE:: Trustee DeLange reported on road work being done and announced that second cutting of weeds has been started MOnday, August 31. DeLange reported he has not been able to have volley ball court oiled at playground as Engineer Carley has not completed layout of court. . Public Welfare: No further report. Public Safety: M9tion made by Crepeau, seconed by DeLange that the Grotto Club discontinue holding teenage dBnces. Motion passed. Motion made by Crepeau, seconded by Kennedy that Bill Nielson be appointed to the regular Village Police Force beginning September 1 for balance of 1959. Motion passed. Crepeau reported that Mounds View school District requested school patrol by our police de- partment for Mounds View High School and Lake Johanna School.At the suggestion of Treasurer Read, Council requested Clerk to write to school district to see if they could aid us financially in this matter as the schools serve more than just the Village of Arden Hills. Finmce Committee RellOrt: Mrs. Stromquist reported that plumbing and electrioal inspection revisions to Building Code are still being !tudied by Committee. The Finance Committee recommended a time limit of to September 28 for completion of re- quirements for remodeling plans of Schreyer, Inc. Upon motion by Stromquist, seoonded by DeLange, Schreyer, Inc. was given a time limit to September 28, 1959 to submit all require- . ments and plans to begin remodsling building at His,hway 10 for the proposed Big Ten Bar. Motion passed. Council requested Read, Stromquist and Crepeau to meetX with Don Stecker to aid him in com- pleting quarterly liquor reports. . Upon motion by Stromquist, seconded by Kennedy, Claims 1869 through 1899 were' approved for J\Y1lIent. Motion passed. Clerk announced that Mrs. Lindig, 1315 Koalasid Road, complained of weed growth and condition of road on Koalski Road. Referred to DeLange.
