HomeMy WebLinkAboutCC 09-14-1959 . MINUTES OF REGULAR JoIEErING COUNCIL OF THE VILLAGE OF .ARDEN HILLS MONDAY. SEPl'EMBER 14, 1959 The meeting was called to order at 8:00 p.m. by Hayor Ashbach. Roll call: Present; Ashbach, Crepeau, DeL~, Kennedy, Stromquist. Absent; None . The minutes of the August 31, 1959 meeting were read and approved. . Dr. Walsh and Ken Sparks inquired of Attorney opinion on proposed swimming pool. mendation on matter yet. No recom- At the request of Mayor Gibson of Mounds View, the attorneys from Arden Hills and Mounds View are to set up a meeting to work on an ordinance allowing ~!ounds View to lease Arsenal sewer fr'om Arden Hills if we obtain the lease from the Arsenal. Jrlayor Gibson informed Council that ~!ounds View will be moving out of the Village Hall Friday, September 18 except that they wish to hold Council meetings and Justice Court there for about a year. Mayor Gibson requesteQ<that, as Arden Hills has used the Hall rent free from Mounds View for past year since September, 1958, that Hounds View be allowed to use it during coming year rent free for Council meetings and Justice Court. This was agreed to by Arden Hills. Attorney Courtney to write up agreement. . Attorney Courtney reported that we now have title to hall and recommended final payment :bI be made. Final payment to be made at next meeting. A complaint by Mr. Lambros about :rnbbish piled in neighbor I s yard was referred tp Police Department for ordinance enforcement. Motion made by Crepeau, seconded by Kennedy that approval of building permit for remodeling the building at Hy. 10 for On and Off Sale liquor be given. Motion passed. Mr. Schafflouer of Action Const:rnction Company asked if Council were going to award sewer bids and stated his company can start work immediately on lift station if awarded the con- tract. Attorney Courtney reported that Council should be ready to award contracts by end of this week or first part of next week. Finance Committee: A public hearing on the 1960 Village budget was set for October 12, 1959 at 8:00 p.m. at the Village Hall. Mavor's Report: Mayor Ashbach placed all sewer construction bids for Project 1 and 2 in Clerk's files. .A pnblic hearing for proposed new Highway 51 was set for October 12 at 8:00 p.m. at the Village Hall. The proposed highway will especially affect residents of the Arden Hills #2 area. Publio Worksl. Courtney to write to S. J. Public Safety: Vic Weber, Police Chief , reported that police department had some trouble policing Mounds View High School at beginning of school year but department is getting matter somewhat under control. Clerk read a letter from Supt. Reeder sB;j'ing the school distriot haa no funds to aid us in policing schools. . A letter from Ramsey County sherriff's office offering paid police service to the Village was referred to Attorney Courtney. Attornev's Report: Courtney reported he is still working on the Josep~ Beeoh Civil De- fense injury case. Roger Short of Bannister Engineering distributed a oomplete tabulation of sewer bids on Improvement #1, Projects 1 and 2 to Council. Council, Engineer Short and Attorney Courtney discussed at length a proposed mutual sewer agreement ordinanoe between Arden Hills and Roseville. Attorney Courtney to work with Roseville attorney on the matter. Clerk's Report: Clerk presented 3 license applioations for garbage and rubbish hauling in Arden Hills. Motion made by Kennedy, seconded by Crepeau that applications of Twin City Disposal Service Co., Inc. and Boyer Garbage Service be given Council approval subject to Health officer's approval. Motion passed. . Council requested that Robert W. Nixon be requested to turn in more complete sohedule of fees before lioense is approved.
