COUNCIL OF THE VILIAGE. OF ARDEN HILLS
MONDAY, OCTOBER 12, 1959
The meeting was called to order at 8:10 p.m. by Mayor Ashbach.
Roll call: Present; Ashbach, Crepeau, Kennedy, Delange, Stromquist
- Absent; none
The minutes of the September 28, 1959 meeting were approved as submitted.
A request of Mr. Donald Roberts to put a cabinet ahop on the commercial
property at County Road E between Hamline and Lexington Avenue was re-
ferred to Public Welfare Committee.
A public hearing WaS held on Highway Layout and Profile 21, Vicinity of
Arden Hills from Snelling Avenue to Jet. FAI 694, S.P. 6216-30 (T.H.5l.125)
Mr. McCubrey explained layout and answered questions from Council and
floor. Council requested a bridge or diamond at County Road E for access
from South to Lexington Avenue and to Village commercial area. Highway
Department to study Village request.
A public hearing was held on Highway Layout and Profile 91., Vicinity of
Cleveland Avenue, S.P. 6284 (35W~394). Mr. McCubrey explained that this
revised plan is a little different from one formerly given preliminary
. approval by Council.
Mr. Bordeaux questioned distances on map as it appeared the new plan cut
his property in two parts between Cleveland and Round Lake. It appeared
the highway might take away access to one residence location on shore of
Round rake. Council acted to study matter until next regular meeting.
A public hearing was held on the proposed 1960 Village budget as pre-
sented,by Stromquist, Finance Committee chairman. Mayor Ashbach reported
that the Village llill rate should show little change if the budget was
passed as proposed. After discussion of budget motion made by Strom-
quist, seconded by Kennedy that the attached resolution re. 1960 tax
levy be approved and submitted to Ramsey County Auditor. Motion passed.
Peter Popovich, Fiscal Agent for sewer, recommended to Council that we
sell bonds in an amount of $120,000.00 to finance Sewer Impr. #1,
Projects 1 and 2.
. Upon motion by Crepeau, seconded by Delange, the resolution reo bond
sale as attached was approved, Moti on passed. A meeting for bond sale
WaS set for November 3, 1959 at 7:00 p.m. at the Village Hall.
Engineer Carley presented Council with 12 copies of Village street maps.
Additional copies may be ordered if needed at any time.
. Mr. George Weber, Chief Deputy of Ramsey County Sheriff's office explained
a plan where Village may contract for police service from Ramsey County.
Matter to be given further study by Public Sa~ety Committee.
Mr, Lloyd Kin~ representing the Minnesota Pool Company offered his services
on questions ouncil may have reJ swimming pools. Mr, Kind to send Clerk
copies of model ordinances as passed by other municipalities on pools.

. PUBLIC WORKS: Residents of Mound Avenue complained on condition of street.
Mr. Delange promised action on the request.
Mr. Delange reported that the snow plowing request of Village streets
has been submitted to Ramsey County.
Mr. DeLange reported that Developer Kranak is to get started immediately
_ on road improvement in S.H. 6.
PUBLIC SAFETY: Crepeau reported that Attorney Courtney checked and
approved the contract for care of pris&ners with Ramsey County. Mot ion
made by Crepeau, seconded by DeLange that oontract be approved, signed
by Clerk and returned to Ramsey. County attorney. Motion passed.
Upon motion by Crepeau, seconded OJ Stromquist, a contract with Lake
Johanna Volunteer Fire Department to furnish fire protection to Arden
Hills in 1920 for $3,200.00 was approved by Council. Motion passed.
Clerk's Report: Clerk reported that the Finance Committee has studied
and recommend passage of new proposed electrioal fee lohedule, plumbing
and well drilling fee increase and adoption of Section 3, Sub. 3 of
Ordinance regulating individual sewage and cesspool systems.
Upon motion by Stromquist, seconded by Crepeau an amendment to building
4IJ code was introduced by title adopting a new schedule of elect~~cal in-
spection fees. Motion passed.
Upon motion by Stromquist, seconded by Kennedy, an amendment to the
Building Code was introduoed by title adopting a new fee schedule for
plumbing and well drilling fees. Motion passed.
Upon motion by Stromquist, seconded by Crepeau, an amendment to the
Building Code adopting See. 3, Sub. 3 of Ordinance Regulating Ind.
Sewage and Disposal Systems was introduced by title; motion passed.
The above amendments to be prepared in proper form by Village Attorney
before second reading.
Council requested Mrs. StromqUist to order 3 dozen chairs for Village
Hall, chair pads, a coat rack, desk, seoretary's chair and wase basket.
Meeting was adjourned at 11:30 p.m.

RESOWTION
Resolved and approved that a 1959 tax levy of Thirty One
Thousand Eight Hundred Twenty Seven Dollars and Eighty Cents
($31,827.80) oollectible with general taxes in 1960 for the general
tax fund for operation of the government of the Village of Arden
Hills, Minnesota be oertified to the County Auditor for tax levy for
said Village.
Passed by the Village Counoil at the regular meeting held October 12,
1959.
