MINUTES OF REGUUR MEETING
COUNCIL OF THE VILLAGE OF ARDEN HILLS
MONDiY, OCTOBER 26, 1959

The meeting was called to order at 8:00 p.m.
Roll call: Present; Ashbach, Crepeau, Kennedy, Delange, Stromquist
Absent; none
. The minutes of the October 12, 1959 meeting were read and approved.
Police Chief Weber and Fire Chief Ehlers reported they found building at
4703 North Highway #10 satisfactory for operation of a liquor store and
bar.
Motion made by Kennedy, seconded by Crepeau that an On-Sale Intoxicating
liquor license be granted to Schreyer, Inc. for location at 4703 North
Highway #10, license effective October 27, 1959 through December 31,
1959. Motion passed.
Motion made by Kennedy, seconded by Crepeau that Off-Sale Intoxicating
liquor license be granted to Schreyer, Inc. for location at 4703 North
Highway #10, license effective October 27, 1959 through December 31,
1959, subject to approval of the Minnesota Liquor Control Commissioner.
Motion passed.
A request by Mr. Ganghan for a building permit for a Texaco filling
. station at commercial property at County Road D and Cleveland was
referred to Public Welfare Committee.
Dr. Walsh was informed that Council has not formulated opinion on swim-
ming pool request.
Upon motion by Crepeau, seconded by Kennedy, the attached resolution re:
improvement of Arden Hills side of First Avenue North from 8th Street to
County Road F was approved. Motion passed.
Attorney courtney, informed Mrs. Joeephine KUchinski that if access is
taken from her property for the proposed new highway at vioinity of
Cleveland Avenue and Round Lake that damages should be taken .are of in
condemnation proceedings at time of land acquisition by Highway Depart-
ment. Upon motion by Kennedy, seconded by Delange, preliminary approval
was given Highway Layout and Profile 9A, Vicinity of Cleveland Avenue,
SP62 84(35W-394). Motion passed.
. Engineer Carley submitted additional copies of Village road maps for
fire department.
PUBLIC WORKS COMMITTEE: Motion made by Delange, seconded by Kennedy
that Northern States Power Company be authorized to install a street
light on existing post at Snelling Avenue and Cummings Lane. Motion
passed.
. Vic, Weber, Police Chief, recommended reflectorized signs for all streets
in Arden Hills 1 and 2 area from Snelling Avenue. AShbach to check

. RESOLUTION
On motion duly made, seconded, and unanimously carried, it was
RESOLVED, that First Avenue North from Eighth Street to County Road F,
which road abuts upon the Village of New Brighton and is located one-half in
New Brighton and one-half in Arden Hi lls, shall be improved by the Village of
Arden Hills as far as the portion within Arden Hills is concerned in accord-
ance with the procedure proposed by S. J. Krannak and Paul Corporation, co-
owners of the proposed plat of Shorewood Hills No.7.
Said proposed agreement is that Arden Hills will cause said road to be
. improved at the present time to the extent of grading the portion which is
in Arden Hills. Said grading will be done at reasonable prices and in such
a manner as to coordinate the improvement with the developers' proposed plan
for Shorewood Hills No.7. On or i_diately prior to the making of appli-
cation for building permits in Shorewood Hills No.7, s. J. Krannak and/or
Paul Corporation will reimburse Arden Hills for the amount thus spent by
the Village for grading this portion of First Avenue North.

Delange reported that all Village streets not scheduled for immediate
. sewer improvement have been oiled.
PUBLIC WELFARE COMMITTEE: lIlr. Donald Roberts and Richard Weber applied
for building permit for cabinet shop at County Road E, 1/4 mile west of
Lexington Avenue, bordering Soo-Line iracks. Kennedy reported that
business would be factory for furniture plus retail outlet so would fall
into commercial classification as land is presently zoned. Motion made
. by Delange, seconded by Crepeau that building permit be approved by
Council subject to approval by building inspector of detailed building
plans and layout. Motion passed.
~ letter from John Nesky was read requesting that balance of his land at
Highway 96 and at Highway #10 be zoned aommercial. Matter referred to
Public Welfare Committee. Motion made by Kennedy, seconded by DeLange
that resolution, as attached, reI sewage for N. W. portion of Village
be approved. Motion passed.
PUBLIC SAFETY: Proposed uniform county burning ordinance was referred to
Village attorney for study.
Mayor's Report: Ashbach reported appointment of an informal committee to
study sewer problems for Sewer Improvement #1 and 2 areas.
Mayor Ashbach stated he had taken no action to change traditional date of
Halloween for the Village of Arden Hills.
. Mayor Ashbaoh reported he has a meeting with Minneapolis City Engineer
in regard to lease of Twin Cities Arsenal sewer.
Mayor Ashbaeh reported Council should give consideration and study to
appointment of a sewer engineer for northern portion of Village.
Clerk's Re1ort: Upon motion by Stromquist, seconded by Crepeau, applica-
tion of Ga lagher's Service for Garbage and Rubbish hauling license was
approved subject to approval of Village Health officer. Motion passed.
A copy of a St. Paul Resolution re: Sanitary sewer improvement 1, Pro-
jects 1 and 2 was referred to Attorney Courtney.
Stromquist reported a complaint received of installation of a new sign
at Highway #10 south of Lakeshore Place which is in violation of ordinance,
and reported that those companies requesting permission to erect signs are
. denied the request while others who erect them without permission are not
penalized. Matter referred to Public Safety Committee.
A model well ordinance and other literature submitted by Village Health
Officer was referred to Public Welfare Committee.
A letter from Ramsey County Machine Accounting Division reI Zoning
classifications was referred to Publica Welfare Committee.
. Minutes of the Board of Appeals of October 5, 1959 and October 8, 1959
were submitted to Council.

A letter from Recreation Department of School District #621 was referred
. to Crepeau.
Upon motion by Kennedy, seconded by Crepeau, a proposal for Engineering
Services in regard to Sewer Improvement No. 1 was appproved by Council.
Motion passed.
Stromquist announced that annual Village election will be held December
. 8, 1959 and that filings olose November 24. Offioers to be eleoted are
Mayor, one trustee, one justioe of the peaoe and treasurer. Upon motion
by Stromquist, seconded by De~ange, the following election boards were
approved for coming Village election.

. Motion passed.
Upon motion by Crepeau, seconded by Delange, olaims #1597 through
1631 were approved for payment. Motion passed.
