. MINUTES OF REGUIAR MEETING
COUNCIL OF THE VILlAGE OF ARDEN HILLS
MONDAY, NOVEMBER 9. 1959 "' .-
The meeting was called to order at 8:00 p.m. by Mayor Ashbach.
Roll Call: Present; Ashbach. Crepeau. Kennedy, Stromquist
. Absent; DeLange
The minutes of the October 26 meeting were read and approved.
The minutes of the November 3, 1959 Special meeting were approved as
submitted.
Mr. Gaughan, owner, requested permission to allow a Texaco station at
the NE intersection of County Road D and Cleveland Avenue to be built.
Mrs. Mosher and Mrs. Pratt. owners of residential property adjacent
to location objected to a filling station.
Mr. Kennedy reported that the Public Welfare had given considerable
study to the request for station. The committee felt that an office
building or similar use instead of a filling station would be more
desirable for this particular location. The committee recommended
. Council deny request for filling station. After Council discussion,
motion made by Crepeau, seconded by Stromquist, that Council accept
report of Public Welfare Committee and deny request for building
permit to erect Texaco station at NE intersection of County Road D
and Cleveland Avenue. Motion passed.
William Zilliox reported a drainage problem on his property at County
Road E due to plat development in areas near him. The matter was re-
ferred to Engineer Carley for recommendation by next Council meeting.
PUBLIC SAB'ETY COMMITTEE: Crepeau reported that another sign census
will be taken in Village and Public Safety Committee will work with
Council and attorney to determine what should be done about ordinance
regulatiDB signs and billboards.
PUBLIC WORKS COMMITTEE: Council gave Mayor Ashbach authority to order
work done on roads in Arden Hills 3 area after sewer installation to
make them passable for winter months.
. Mayor t s Report: Ashbach reported a meeting held with Minneapolis City
Engineer reI lease of Twin Cities Arsenal sewer.
Clerk was requested to call Northern States Power Com~ ny to see if
arc light has been ordered for SBBlling and Cummings Lane.
. Mayor Ashbach announced a joint meeting of Roseville and Arden Hills
officials reI sewer to be held November 11.
PUBLIC WELFARE COMMITTEE: Kennedy reported a meeting of Committee
held. The Board of Appeals attended to request increased lot widths
for fUture platting. Mr. Kennedy reported that a committee report
on recommendations will be. given at November 30 megu~ar Council meeting

and requested Clerk to wnvite Board of Appeals to attend meeting.
Mr. Kennedy reported recommendation by Sewer Committee and introduced
by title an ordinance regulating operation by municipal sewer system.
Clerk was authorized to issue permits to residents wanting immediate
connections following provisions of proposed ordinances. This will
. require a permit only if resident is to do his own work. and a license.
insurance and permit for cohtractors doing work for hire.
Clerk I s Report: A letter from Land Commission reI tax forfeited land
in village was referred to attorney courtney.
Clerk informed Council Village is furnishing Highway Department with
a $2.000.00 bond to obtain permit to cross highway for sewer oonnection
at south limits of Arden Hills.
The Minutes of the Board of Appeals of Oot&ber 26, 1959 were submitted
to Council.
Meeting was adjourned at 10:30 p.m.
