HomeMy WebLinkAboutCC 11-30-1959 . MINUTES OF REGULAR MEETING COUNCIL OF VILIAGEOF ARDEN HILLS MONDAY, NOVEMBER :30, 1959 The meeting was called to order at 8:00 p.m. by Mayor Ashbach. Roll call: Present; Ashbach, Crepeau, Kennedy, Delange, Stromquist Absent; none ~ The minutes of the November 9, 1959 meeting were read and approved. Mr. Gaughan requested and receiged a hearing before the Public Wel- fare Committee to present his request for a building permit to erect a Texaco station on his commercial property at County Road D and Oave- land Avenue. Trustee Kennedy to set date of hearing. Petitions requesting sewer connections for the Valentine Hills area and Shorewood Hills area were presented Council by Morris Rheaume, 1751 Glenview Avenue. The petitions were referred to attorney Courtney. Upon motion by DeLange, seconded by crepeau, a change order on Sanitary Sewer Improvement 1, Project 1 and 2 as approved by Engineer Short to use 60' cast iron pipe instead of clay pipe at County Road D and Snel- ling was approved by Council. Motion passed. . Gerald Buetow, Margaret Steinkraus and Robert Flesch, members of Board of Appeals again requested Council to change lot widths in future plats in Arden Hills to 120' for R-l Zones and 90' in R-2 zones. Chairman Buetow stated he is willing to work with Welfare Committee on the matter. Council to study request one month, then take action on matter. Mr. TimID complained to Council that arc light has not been installed at Snelling Avenue and Cummings Lane. Light has been ordered from Northern States Power Company. Attorney Courtney reported he cannot obtain easement of trespaes from Lucille and Axel Newman for erection of lift station on their property for sewer improvement #l, Projects land 2. After Council discussion of matter, motion made~by Kennedy, seconded by Crepeau that resolution re: Condemnation proceedings as attached be approved. Motion passed. A drainage problem on the Zilliox property WaS referred to Trustee Delange and Engineer Carley for cost estimates and rough contour map . of. area. Uniform burning ordinance was referred to Attorney courtney for re- drafting. Courtney reported that if the new ordinence is adopted, then Ordinance #8 should be repealed. . Courtney and Carley to work on matter. upon motion by Ashbach, seconded by DeLange, Building Inspector was author- ized to issue a building permit to Mr. Thomford for a house on unplatted property 0n proposed Flor~l Drive. . ~ Motion by Kennedy, seconded by DeLange, that rules be suspended and that Ordinance #48 re: zezoning of Grudnoske property on Highway 96 be given 2nd and final reading and approva~. Motion passed. Motion by Kennedy, seconded by DeLange that rules be suspended and that Ordinance '49 re: sewer be given second and final reading and approval. Motion passed. Motion by stromquist, seconded by DeLange that rules be suspended and that Ordinance #50 re: plumbing and well drilling permit fees be given second and final reading and approval, providing Village plumbing In- spector approves of $100.00 fee in Section 2--4-10. Motion passed. Motion by Crepeau, seconded by Stromquist rules be suspended and that Ordinance #5~ re: Electrical permit fees be given second and final read- . ing and approval~ Motion passed. Motion by Stromquist, seconded by Kennedy, that an amendment to building code re: Insurance requirements be. introduced by title. Motion passed. Motion made by Kennedy, seconded by DeLange to introduce bt title an Or- dinance Amending Building Code to provide licensing provisions for House sewer contractors. Motion passed. PUBLIC WORKS: DeLange recommended and Council approved release of road performance bond for SH #5. DeLange recommended and Council agreed that road performance bond for Johanna Narrows plat not be released yet, Motion made by Crepeau, seconded by Kennedy that DeLange determine cost 9~ complete roed in Johanna Narrows to meet village specifications, and if required check is submitted to Clerk by developer then Clerk is authorized to release bond. Motion passed. ~PUBLIC WELFARE: Trustee Kennedy reported that developer Krannak has now met_all Village requirements for Shorewood Hills #7 and that plat has been given formal approval with the provisions oLthe road construction agreement between Arden Hills and developer, and no building permits are to be issued in the plat at this time. . Motion by Kennedy, seconded by Crepeau, that the application of John Nesky to rezone additional land at Highway 10 from residential to Com- mercial be denied. Motion passed. Minutes of November 30 Council Meeting Pege 3 . Mr. Wm. McGuire and Jos. Lambert informed Council they now have a loca- tion to build an On and Off Sale Liquor establishment at 1201 W. County Road E and applied for liquor licenses for McGuire's Liquor's Inc., On- Sale to be issued to Wm. McGuire and Off-Sale to Lois McGuire. Mr. Ralph Kieffer submitted an application to Council for an On-Sale . liquor license to be located at 4760 North Highway 8. After dicsussion, Council agreed to grant liquor licenses to McGuire's Liquor's Inc. Motion made by Crepeau, seconded by DeLange that an Off-Sale liquor license be granted to Lois McGuire for McGuire's Liquor's Inc., to be located at 1201 W, County Road E, license effective December 1, 1959 through December 31, 1959, subject to approval by the State .Li~uor Commlss ion, Motion passed. Motion made by Crepeau, seconded by DeLange that William McGuire be granted an On-Sale Liquor license for McGuire's, Inc. , l20l W. County Road E, effective December 1, 1959 through December 31, 1959 subject to approval of building plans and parking layout for building and grounds by Village Building Inspector. Motion passed. Mr. McGuire and Mr. Lambert informed Council that they will construct a wing to the building in spring of 1960 for serving food as shown in . building plans submitted as per Council request, PUBLIC SAFETY: Vie Weber, police Chief, reported on a traffic safety patrol conducted by police Departments of all Rural Ramsey County. Council authorized DeLange to have ice skating and hockey rinks swept and lights turned on for skating December 1, 1959 and to purchase an Arlington ice planer prlDed at $5i5.00 on a trial basis. Mr. Jos. Lambert informed Council that if the ice planer proves sajisfactory, he is willing to donate one/half the price of it to the Village. Mayor's Report: Ashbach reported a proposed meeting with Arsenal officials and Arden Hills officials for next week. Ashbach stated Council may hold a special meeting in near future to consider appoint- ment of a sewer engineer for the northern part of the Village. Clerk's Report: Board of Appeals minutes of November ll, 1959 were submitted to Council. . Budget reports through October, 1959 were submitted to Council, A letter from AH#3 Association re: a building on Lambros property was read to Council. Claims #1962 throl~h #1996 were approved by Council for payment. .
