HomeMy WebLinkAboutCC 12-14-1959 MINUTES OF REGUlAR MEETING . COUNCIL OF VIL~GEOF ARDEN HILLS MONDAY, DECEMBER U, 1959 The meeting was called to order at 8:05 p.m. by Acting Mayor Crepeau. Roll Call: Present; Ashbach, Crepeau, Kennedy, Delange Absent; Stromquist ... Mayor Ashbach left shortly after the meeting convened due to an unexpected meeting conflict. Margaret Steinkraus was present to record the minutes of the meeting. The minutes of the November 30 meeting were read and approved. Clerk's Eeport: Steinkraus reported that Mrs. Stromquist had received a complaint from Edith Hodgson on Skiles Lane that when snow is plowed onSkiles Lane, the plow turns around in the street, leaving a mound of dir,t 'on the side of the road making the condition of the street hazardous. This has been done at least twice. The matter waS referred to Delange for investigation and correction. A letter from Robert Weber applying for the position of Justice of the peace was read. Crepeau moved and Delange seconded that the application . be submitted to the Mayor who will make the appointment after the first of the year. A letter from Bannister Engineering Company was read concerning the extension of sanitary sewer facilities to the property of Mrs. Capis- trant. A motion was made to approve the change order of that order by Kennedy. seconded 9Y Delange. Motion carried. A letter from Bannister Engineering Company concerning funds for pre- liminary studies for a Municipal Waterworks System was to be placed on file with the Clerk. A letter from Mr. Devitt concerning the drunk driving case of Elwood Morkin was placed on file with the Clerk. Mr. Vic Weber, Chief of police, stated that juries tend to find drunk drivers not guilty when tried in District Court. He feels that the police Department and Justice Court need to be backed up by the Council on these appdals. He was informed that the Council has already author- . ized the Public Safety Department to defend all appeals of Justice Court decisions. A letter from Northern States Power Company concerning electricity for the sewer lift station was read to the Council. The Council recommended that it be referred to Bannister Engineering asking for a recommendation. . APplications for On and Off-Sale non_intoxicating liquor, cigarette, juke box, soft drinks and cafe licenses were submitted by Mar-Dee's Inn. A motion was made by Kennedy, seconded by Delange, that these licenses be approved subject to checking by the Public Safety Department. Motion carried. Minutes of Regular Meeting. December 14. 1959 . Page 2 Schreyer. Inc. submitted applications for cafe. soft drinks. and cigarette ~censes and also for On-Sale intoxicating liquor license. Upon motion by Kennedy. seconded by Delange, these licenses were approved subject to ~ptoval by the Finance Committee. . Highway 10 Liquor store, Inc. submitted an application for an Off-Sale intoxicating liquor license. Mr. JohnSon was present to explain that since Schreyer. Inc. intends to operate a cafe in connection with its On-Sale liquor operation, it was necessary to sell their interest in the Big Ten Tavern to satisfy state law. There has been a new incorporation to handle the Off-Sale business. This was also approved subject to approval by the Finance Committee, on motion by De~nge, seconded by Kennedy. Lynthon C. Anderson, doing business as !ndy's Place, submitted applica- tions for On-Sale and Off-Sale Non-intoxicating nqaor, cigarette, soft drinkS and juke box licenses. A motion made by Kennedy. seconded by Delange. that these licenses be approved subject to checking by the Public Safety Department. Motion carried. PUBLIC ROADS: Delange reported that 1st Avenue in New Brighton will not be finished until spr ing. The contractor ruined his equipment trying to move a frozen pile of asphalt which will stay there until spring. The . job was started too late this fall to give atisfactory oompletion. Crepeau said he had a request from Dr. Calif on County Road F and High- way #19 for a "Slow _ Children" sign. De~nge said this was a oounty road with a 40.mi1e speed limit. The matter was referred to Delange. tUBLIC WELFARE: John Nesky called Kennedy and asked to have his addi- tional land ob Highway #96. 300 feet deep rezoned to cammeroia1. Mr. Kennedy asked that the matter be turned over to his committee for recom- mendation. Delange said that he had received many requests to rent the ice scraper the village is purchasing. After Council discussion, it was decided that there would be many uses for this scraper within the Village and it should not be rented out. A motion was made by Kennedy, seconded by Delange that claims #1667-1671 be approved. Motion carried. . William Hite appeared to give the Council an estimate for insurance on the Town Hall, based on appraisal from the MacGregor-Deyo Appraisal Co. Of the two suggested policies, Kennedy recommended that the Clerk be authorized to take out insurance to cover the replacement cost of the building as per recommendation of Hite Agency. Council concurred with . this recommendation. Delange stated that the drainage problem on Mounds and Prior is to be placed first on next summer's agenda for correction as per Carley'S pro- file submitted at Council meeting. Crepeau said that the Public Safety Department had received more requests from the Grotto Club to hold teen-age danoes but since they were careless about complying with regulations set up by the Department, this applica- t ion was denied.
