Minutes of Regular Council Meeting
Village of Arden Hills
Monday, November 30, 1964 - 8:00 p.m.
Meeting was called to Order by Mayor Kennedy at 8:00 p.m.
Roll Call: Present - Mayor Kennedy, Trustees Crepeau, Nethercut.
Olmen, Clark Lorraine Stromquist
Absent - None
Also Present - Village Atty. Vincent P. Courtney, En8r..
~nald Lund, Treas. Worth G. Read and Village
t Building Inspector Clay Kelley.
The minutes of the Regular Council meeting of November 9, 1964, were
approved as amended.
County Road D (Lakeview Avenue)
l<'loyd Snyker from the Ramsey County Engineer 1 s office was present to
answer any iniquiries from the residents concerning the County's
acquisition of the Arden Hills portion of County Hoad D; he also had
a map which showed the existing County Park area on Lake Josephine
and the area which the County proposes to acquire.
Dr. Albert Hohmann, 3154 Shoreline Lane; Dr. Tony Hoivik, 3145 Shore-
line Lane, and Richard Jensen, 1133 County Hoad D. appeared and ex-
pressed their objections to the proposed construction of a boat
launching ramp on Lake Josephine and County Road D. There were no
objections to the County aCQuiring the Arden Hills portion of the road.
The Council requested the Clerk to write to the County Engineer and
inform him of the objections of the residents snd ssk that consider-
ation be given to relocating the proposed ramp to a site further south
in the park area.
Rezoning Heruest
Clerk Lorra ne stromquist read a letter, dated November 30, 1904.
from John Daubney which requested the rezoning to multiple dwelling
of the southeast corner of Hamline Avenue and Tiller Lane; this
proper ty is owned by A. J. Heir..bach. The required ownership report
whowing property within 250 feet of the outer boundary of the land
Was also submitted.
Mr. Daubney and Mr. Heimbach were present at the meeting and explained
that much of this property is swamp and would be too expensive to
develop for single family dwellings and they propose to construct a
four' story. 45 unit condominium apartment.
Trustee Nethercut moved, seconded by Trustee Olmen, that the proposal
be referred to the Planning C~ission; motion carried.
Gregorich Sewer Problem
John Gregorich. 1609 Lake Johanna Blvd., appeared and was quite con-
cerned because the stub had not been installed across Johanna Blvd.
. to enable h~ to connect his h~e to the sewer system.
Trustee Olmen informed him that the bids were late in coming in for
the job and also he does not believe that the County would grant pet'-
mission at this ti e of the year to disturb the road. Trustee Glmen
assured Mr. Gregorich that the stub will be installed as soon as
possible in the spring.
REPORT OF' ATTORNEY COURTNEY
~roposed Drive-In Ordinance
Atty. Courtney informed the Council that he has material from the
City of St. Paul and about five sample ordinances from other munici-
palities concerning an ordinance governing drive-in establishments.
He will report further at the next meeting.

Rezoning Recommendation
Members of the Council received a letter, dated November 28, 1964,
from Gerald Buetow, Chairman of the Planning Commission, requesting
consideration by the Council of rezoning the northwest corner of
Snelling and County Road E from Commercial to Residential. He stated
that Carl Dale, Village ~lanner, proposes to recommend this rezoning
in the Village plan.
Atty. Courtney suggested that the Council get details from Mr. Dele
on his reasoning for this reverse rezoning. Mayor Kennedy requested
the Clerk to write to the owner of the property al.erting him of this
recommendation.
I REPORT OF ENGIN~ DONALD LUND
.. Freeway Traffic Signs and Devices
Clerk Lorraine Stromquist read a letter, dated Novemoer 30, 1904, from
the Minn. Highway Dept. inviting comments from the Village on the pro-
posed tl'affic signs and devices to be instAlled on the freeway through
Arden Hill; a map accompanied the lettel' showinr the locations. 'rhe
Highwny Dept. suggested that an Arden Hills Village sign showing the
population be placed at the northern boundary of the Village -
<';ounty hoad I. Referred to the Planning Cownission.
Perry Plat
01erk Lorraine Stromquist read a letter fttm Engr. Lund which outlined
several requirements that the newly submitted ferry plat does not
meet. Clerk requested to send Atty. Courtney a copy of this letter.
Engr. Lund stat.ed that the existing buildings should be placed on
the plan. heferred to Atty. and ~ngr. with instructions to consider
the applicable preliminary plans.

Texaco Station Screening
Clay Kelley informed the Council that the 'rexaco Stntion, County Road
D and Cleveland Avenue, is now screened from the residential area
with redwood fencing.
Colestock Building Permit
Clerk requested to contact Eugene Colestock to obtain a plat plan of
his building for the Planning Con~ission meeting of December 10

Johanna Skating Rink
Trustee Nethercut reported that at a recent meeting of the Public
Welfare Committee the recommendation was made that a paid attendant
be at the warming house at Lake Johanna during the following hours:
Weekdays 3:30 p.m. - 9:00 p.IDn
Saturdays 9:00 a.m~ -10:00 p.m~
Sundays Noon - 9:00 P.m.
with extra hours aur~ng school vacation.
. The Committee reCOmmended that ~2.00 per hour be the rate of pay and
this pay would come out of the Welfare budget. Trustee Nethercut
will have a recommendation at the .next Council meeting for Council
consideration. Atty. Courtney informed the Council that this person
should be on the Villaga'a regular payroll. The Council determined
that the hours worked should be logged.

Sheriff's Convention
Trustee Crepeau inron. ed the Council thflt he attended the three day
Sheriff's <';onvention and has been appointed to the Legislative
Committee. Mayor Kenneay expressed the Council's appreciationo

Police Resignation & A~ointment
Trustee Crepeau moved at the CouLcil accept the resignation of
Lt. Pat Sexton effective as of November 19, 1964; seconded by
Trustee Olwen; motion carried.
Trustee Cre~eau moved that James La Valle, 311 East Little Canada Rd.,
be APpointed as temporary patrolman, effective as of November 10,
19b4, at Dhe rate of $2.20 per hour; seconded by Clerk Lorraine
Stromquist; motion carried.
Trustee Crepeau informad the Council that James La V8lle has previous
training and qualification and that he has several applications which
he is considering.
, REPORT OF TRUSTEE OLME:N
Truck Storap.:e
Trustee Olmen stated that he had talked with a resident on a complaint
regarding the parking of the maintenance trucks at the storage build-
ing on New Brignton hoad and the resident seemed satisfied. However,
the potential buyer of the property in back of the storage building
was present at this meeting and voiced his objection to building a
$30,000 home on this site if the present arrangement is permanent.
Mayor explained that he feels that this storare problem will be solved
within a few years as the Council realizes the situation and the
Village Planner also feels that truck storage facilities should not
be in a residential area. The buyer appeared satisfied.
Matter offinding other stora~e facilities for the maintenance trucks
for the present referred to Trustee Olmen and maintenance man Fred
Nixon.
Lift Station Problema
!,'red Nixon reported that there is considerable trouble. with the lift
stations serving Shol'ewood Hills and Johanna areas. He informed the
Council of a new system which he believes would eliminate the problem
as it operates on a diffel'ent principle. Referred to Trustee Olmen
for study.
REPORT OF MAYOR KENNEDY
Civil Defense Meetinf
In response to a let er from Governor Rolvaag, Clerk Lorraine StromqUist
was authorized to attend a Civil Defense Meeting for PUblic Officials
at the 3 M Building on Highway 12 on December 2, 1964. Meeting to be
sponsored by the University of Minnesota.
Mayors' Meeting
Mayor Kennedy stated that he will attend the Mayors' Meeting as
called by Mayor Vavoulis at the Minnesota Club on December 10.
Premises Complaint
A complaint received by Mayor Kennedy regarding the premises of a
home was refel'red to TrusteeCrepeau,
. REPORT OF CLERK LORRAINE STROMQUIST
Roseville Sewer Rates
CLerk Lorraine stromquist read a letter. dated November 13, 1964, from
Richard Turnlund - Village Manager for Roseville, which stated that
he will submit a proposal to the Roseville Village Council regarding
their sewer charges to Arden Hills and will request a joint meeting
to discuss the matter.
Electrical Rate Reduction
Clerk Lorraine Stromquist reported that a lettel' has been received.
dated November 24, 1964, st~ting that a reduction in the N.S.p.
electriCal ra~s will become effective at the first readings after
December 31, 1904.

Cl.erk Lorraine 'Gromqulst informed the Cour,cil that the untiled area
of the Village dall will be tiled this month at a cost of $324.00,
but will be paid out of the 1965 budget.
Heating Instector AP}lioations
Clerk repor ed that ive applications have been received todate for
the heating inspeotor position. Mayor Kennedy recommended that the
Clerki accept the applications and check the qualifications for Coun-
cil appointment. This to be done at the Special Meeting to be held
on Thursday, December 10, at 7:30 p.m. at the Village Hall.
Election Certifications
The Council decided to meet on December 10, 1964 for certifioation
of the Annual Village ElectiOn results.

Village Council
Village of Arden Hills
County of Ramsey
State of Minnesota
Pursuant to due call and notice thereof, a regular meeting of
. the Village Council of the Village of Arden Hills, Ramsey County,
Minnesota, was duly held in the Village Hall at 1450 West Highway
96, St, Paul, Minnesota, on MClnday the 30th day of
November , 1964, at 8:00 o I clock P ,M.
The following members were present: Kennedy, Nethercut,
Crepeau, Olmen and Stromquist
and the following were absent: None

tion and moved its adoption:
RESOLUTION RELATING TO APPORTIONMENT
OF ASSESSMENTS RELATING TO SANITARY
SEWER I~@ROVEMENT NO, 1
BE IT RESOLVED by the Village Council of the Village of
Arden Hills, Minnesota, as follows:
WHEREAS the assessment roll for Sanitary Sewer Improvement
No. 1 as last finally amended and adopted on September 9, 1960,
was filed and certified to the County Auditor of Ramsey County
on October 26, 1960 for the purpose of including installments
thereof to be collected along with real estate taxes commencing
in 1961, and
ViliEREAS, a hearing on supplemental assessments, reassessments,
and apportionment of previous assessments in respect to Sanitary
. Sewer Improvement No, 1 was held on August 3, 1961 at which time
assessments for Sanitary Sewer Improvement No, 1 were amended as
provided by said resolution of said date and certified and filed
in the office of the County Auditor of Ramsey County on September
8, 1961 and
WHEREAS since that date a number of parcels of property con~
tained within said a$sessment roll as amend~d have been divided
and conveyed by previous property owners and
WHEREAS, the coJnty Auditor of RamSey County requires that
apportionment of the original assessment against each original

. tract where it has later been divided, sold or conveyed, be made
by the Village Council of the Village of Arden Hills in order that
the proper assessment can be extended by the County Auditor against
each parcel of property thereafter, commencing with an assessment
to be collected in the year 1963 and thereafter;
NOW THEREFORE, the Village Council of the Village of Arden
Hills does hereby make the following apportionment of original
assessments as contained in said assessment roll of September 9,
1960, and as amended as of August 3, 1961 against the following
described properties:
