Extract of Minutes of the Meeting of the Village C.lncil of the Village of Arden Hills Ramsey County, Minnesota Pursuant to due call and notice thereof, a regular meeting of the Village Council of the village of Arden Hills, Minnesota ~ was duly held at the Village Hall in said village on the . ~ Z~ day of Si.1! l.LI.doer, 1964 at . o'clock P.M. The following members were present: Kennedy, Olmen, Crepeau, & Stromquist and the following were absent: Nethercut A discussion was held regarding proposed assessments for Sanitary Sewer Improvement No.7 (Oak Avenue) . Member Stromquist introduced the following resolution and moved its adoption: RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING PREPARATION OF PROPOSED ASSESSMENT WHEREAS, contracts have been let for Sanitary Sewer Improve- ment No.7 (Oak Ave.)of the Village of Arden Hills, in the area described in the legal notice thereof and the resolution thereto, and the contract prices and all expenses incurred or to be incurred in the making of said improvement amount to $15,500.00 , so that the total cost of the improvement will be $15,500.00 : and of this cost the village will pay $ 0.00 as its share of 1h e cost, NOW THEREFORE BE IT RESOLVED by the village Council of the Village of Arden Hills, Minnesota, as follows: 1. The cost of such improvement to be specially assessed is hereby declared to be $15,500.00 approximately. 2. The village clerk, with the assistance of the village engineers, Banister Engineering Company, shall forthwith aiculate the proper amount to be specially assessed for such . improvement against every assessable lot, piece or parcel of land within the district affected, without regard to cash valuation, as provided by law, and she shall file a copy of such proposed assessment in her office fbr public inspection. The services of the Machine Accounting Division of the County of Ramsey shall be utilized, insofar as possible. ~ ~ . ~ , . 3. The clerk shall, upon c~mpletion of such proposed assessment, notify the council . _...lreof, and the clerk and the engineer are hereby irected to have the tentative assessment roll prepared and ret~rned to the council at their earliest convenience, for their further action in calling a public hearing thereon. The motion for the adoption of the foregoing resolution was duly seconded by Olmen and upon vote being taken . thereon, the following voted in favor thereof: and the following voted against the same: whereupon said resolution was declared duly passed and adopted. The following members were present: Kennedy, Crepeau, Olmen & Stromquist and the following were absent: Netherout The Clerk presented the proposed assessment roll for Sanitary Sewer Improvement No. 7 (Oak Avenue) , as prepared by her with the assistance of the village engineers in connection with said improvement, and in accordance with the instructions of this Council. The assessment roll was examined and considered and directed to be placed on file and open to public inspection in the office of the Village Clerk. ---- Crs'Osatt then introduced the following resolution and moved its adoption: RESOLUTION PROVIDING FOR HEARING ON ASSESSMENTS FOR SANITARY SEWER IMPROVE- MENT NO. 7 (Oak Avenue) BE IT RESOLVED by the Village Council of the Village of Arden Hills, Minnesota as follows: l. The assessment roll heretofore prepared by the Clerk and engineers for Sanitary Sewer Improvement No. 7 (Oak Avenue) , which is now on file in the office of the Village Clerk, is hereby . approved as the proposed assessment for said improvement, and this Council shall meet at the time and place indicated in the notice set forth in Paragraph 2 hereof for the purpose of passing upon the individual assessments set forth in said roll and hearing all objections thereto. 2. The Clerk is hereby authorized and directed to cause notice of said meeting to be published in the New Brighton Bulletin, the official newspaper of the Village, at least two (2) weeks before the date of the meeting, which notice shall be in sub- stantially the following form: ;. . . The entire amount assessed against each parcel of land will be payable, unless prepaid, in twenty ( 20) equal consecutive annual insta llments, the first of such installments to be payable with general taxes for the year 1964, collectible with such taxes during the year 1965. The first installment will be payable with interest at the rate of five percent (5%) per annum on the entire assessment from the date of the resolution levying the same to December 31, 1965, and each subsequent installment will be payable with one year's interest at said rate on all unpaid insta llments, except that no interest will be charged if the entire assessment as to any parcel is paid at the office of the Treasurer within thirty (30) days from the date of adoption of the assessment roll.
