Opening of Bids - Police Sauad Car. , 4Itone bid was received. It was submitted by Midway Ford Company. St. Paul. Their bid was for $3006.00 less our trade-in for $800.00. giving a net bid of $2,206.00. A bond was submitted. along with the b~d. in the amount ofl~ of the bid. ' , Bid was submitted ,to Attorney Courtney who stated that the bid was in o......~:r. Crepeau then moved that tbe bid by Midway Ford by accepted. Nethercut seconded. Car:i:ied. Johanna Boulevard IlIII)rovement Mr. Snyker form the County Engineering Department asked if the council wishes to accept the proposed Johanna Boulevard Improvement as he set :it .Ul'1; at the September 14, 1964, Council meeting. He also asked if the Village would concur with the County Engineer. Dept. that "No Parking" signs be placed on botb aides of the street between County Road E and Stowe Avenue on Johanna Blvd. Mayor Kennedy moved tbat the resolution be passed to acce~t the Johanna Blvd. Improvement to improve the Blvd. from County Road E to County Road D. From County Rd. E to Stowe Avenue. a 28 foot roadway would be provided wl:t;h a pedestrian or bicycle path on the east side .rrom StowC!\ Avenue" to County Road D, the roadway would be widened to 44 feet. Attorney ror tbe Village of Maplewood. requesting tbe Village of Arden Hills, ir they so desire. to intercede in the suit against the Metropolitan Airports Commission. the dead1ing b€ing October 10th. Mr. Courtney was directed to reply to Mr. Memmer that the immediate problem does not warrant t~at the Village of Arden Hills intervene in this suit. REPORT OF ATTORNEY COURTNEY Financial Aid to RecreationAl ProRTams~ Mr. Courtney received an opinion from the Att01~ey General. stating tbat Village Funds cannot be appropriated for recreational purposes, such as Little Leagues. Courtney was asked to again inquire of the Attorney ~General asking that if the funds are directly supervised and controlled by the Village, could Village funds be used. on a per oapita basis; ~~ support these recreational programs. Until a legal way is found to ~,.t ~'~ ~'ecreational programs. the clerk was directed to send letters to the various recreation groups involved, telling them of the circumstances. Oak Avenae ~mprovement Attorney Courtney stated that the wording ..... ~"_ _ _ ,3olution, as prepared by Peterson and Popovich, regardi>>e assessment pro ceding for sewer and road improvement on Oak Avenue, be changed to read that assessment for sewer be against abbutting property, except that of Kaldahl and Kretch, which was assessed preViously. Road improvement assessment should read against abutting property. Council will act on this rescluti.on. at their Special Council Meeting on Thursday, October 1, 1964. Notice o~ Special COlmcil Meeting to be sent out by the Clerk, notifying of Special Meeting on October 1, 1964. ' REPORT OF ENGINEER - Donald Lund Mr. Lund read a letter from Mr. Gerald Skildum, which included a map, in- dicating the points discussed in the letter. Letter requests development o~ property he owns at Hamline and Snelling Avenues. Letter and map to . be sent to Mrs. Tissol. Planning Committee member, and Clerk is to inform Mr. Skildum that the next meeting o~ the Planning Committee will be Oct. 6th. REPORT OF BUILDllfG llfSPECTOR - Clay Kelley Permits have been is.ued to Roberts Construction Company and to Mr. Colestock of Dynacast Corporation. ... REPORT OF TRUSTEE - Nathercut Formal approval was given for Colestock Bldg. and approval o~ plana as ger attached letter. Nethercut moved the plans be approved as submitted on September 15, 1964. Seconded by Olmen. Carried. MCGuires Nethercut moved the plans be approved as recommended by the Plan- ning Committee. Seconded by Crepeau. Carried. Recreation Department Coordinator Held over to next regular meeting when a coordina~orbetween the Village Recreation Program and that of the School Recreation Program can be chosen. Mr. Nethercut to attend the next meeting of the Moundsview Athletic Association. Nethercut requested opinion of Council as to whether or not "No Thru Traffic" signs would be of any help to control the ~low of traffic o~ Valentine Avenue. Crepeau to bheck on this matter. REPORT OF TRUSTEE - Olmen Public Works Committee held a meeting but have nothing to report at this time. Paving to begin on Oak Avenue ~mprovement on Wednesday, September 30, unless it rains. REPORT OF MAYOR - Kennedy . Mayor Kennedy reported on the Water Pollution Problem. He will act as representative ~or Arden Hills at meetings pertaining to water and sewer as they relate to th~ V!1lage. M,:. Olmen will act as his a1ternat~ when he ::1UrlH.:I; ,,1lt.<md6 voicing the view_ o~ Arden Hills as they see them. Arden Hills '3 held a m..ting reg.rd~ng water connection with Roseville. Roeeville will allow any and all connections to their system.. Hook-ap can be made at any time. No deadline. , Letter ~rom Mayor Vavolous of St. Paul was read, asking our support o~ "'Ranger Week to be held the waek of December 27th. Letter was referred to Crepeau. continued - - . -, REPORT OF CLERK - Stromquist Arden Center (formerly Kemp's Grocery) has a new owner, Roger Reiling. A check for $15.00 has been received in payment of' a., O:ri'-sale malt liquor license, cigarette license, and grocery license. Stromquist moved approval of this request for 1icens~. Seconded by Olmen. Carried. Proposed Street Names - Twin City Xndustrial Park Street names requested for two streets in Twin City. Industrial Park. Fern- wood to be one, which was deemed satisfactory by our Engineer since it lines up with Fernwood in Rosevi11e. Gray Fo~ Road was the name submitted for the other road. In that it may be confused with Red Fox Road. the Council decided to leave it up to the Post Office for final deoision. Village has two streets with the same name - Lake Lane. Clerk was directed to ask residents on the shorter street if they desire to nave t~e street name changed. "'Mrs. Eager on West Highway 96 requests permission to hook. trailer house to their oesspool system and park a trailer on their proper~y for the winter. to house her mother. Clerk to check on surrounding froperty aQd report back to Council at Special Meeting on Thurs. October,. 1964. Dr. Farkas Inspections, 4'72 North Hamlin. Avenue - Ext.rior and grounds are cluttered with junk. Interior not aooessible. Recommends condemnation. Referred to clerk to looate owner and s.e if owner would be interested in having the Fire Dept. set fire to the place, and :request the owner to clean up the property. l624 Johanna Blvd. Bechtel property.
