Mayor Kennedy Aleo Present e Treas. ~orth ReadR Atty. Vincent p. Courtney and ~ngineer vonald Lund. The minutes of the Hegulnr Council Meeting of May 11. 1964 were approved as amended. Pure Oil Station Clerk Lorraine stromquist read a letter, dated May 22, 19ti4, from H. W. Dahl, ~aintenance Supt. for Pure Oil Co., which outlined proposed changes for the station located at County Hoad D and Johanna Blvd. This station was formerly 8 Standard Oil Station. Changes requested are for two larger capacity underground gas stor~ age tanks,new island for two twin pumps and a double light, new approaches and painting of the station. Mr. Becker, Pure Oil representative, Was present Bnd explained the changes. Trustee Olmen moved approval of the changes subject to the approval of the Fire MarBhall Bnd the Village Building Inspector. seconded by Clerk Lnrraine Stromquist; motion carried. Complaint - ~posed Gas ~ank Mr. and Mrs. Keith Ewy, 1176 C"rlton Drive, were present and informed the Council of the insta11gtion of a tank across the street from their home. This tank is used for heating a private swi ming pool and i8 located at the top of a bank where it is easily seen and is unattract~ ive. Mr. ~wy explained to the -Council that it is a hszard as it could easily be pushed off ita inadequate footings and explOde. The Police Dept. and the Fire 0hief agreed that it is a hazard and a nuisance. Trustee Crepeau and Lt. Pat Sexton agreed to talk with ~r. Wilsey about the matter before any further aotion. hhPOhT OF ATTY. COURTNEY Security for Village Bank Deposits Atty. Courtney and Treas. Worth Read agleed that the deposit~ies and the pledged securities for Villl1ge deposits al'e adequate, aa required by the Statues. Trustee Nethercut moved the approval of a resolution, as attacl)ed. approving the collatej'al to be pledged by the F'irst ~ational liank of St. Paul and the First State Bank of New Brighton and the placed for deposits; seconded by ~lerk Lon'aine Stromquist; motion carried. . Horty agreed that the plan is "u,jique", but not objectionable. ;;/r. "alley informed the Gouncil thnt Bethel College had submi ttad. in erl'or. their building plans to the City of Sto Paulo Mr. ..elley feels thRt since the plans do conform with the St. Paul code. they. no doubt, will be acceptable to Arden Hills when submitted. Uniform Building Code Mr. Kelley informed the Council that he had attended meetings to discuss the Uniform Building Code and recommends that Arden Hills adopt it. Clerk Lorraine Stromquist showed the Council the one copy obtained for the Village. Minnesota, was duly held in the Village Hall at 1450 West Highway 96, St. Paul, Minnesota, on Monday, the 25 day of May, 1964, at 8:00 o'clock P.M. The following members were present: Crepeau, Olman, Netherout &: S tromqust and the following were absent: Kennedy S tromauist introduced the following resolu- tio,n and moved its adoption: . HESOLUTION RELATING TO APPORTIONMENT f. (6 ~ OF ASSESSMENTS RELATING TO SANITARY ~~. SEWER IMPROVEMENT NO. 1 t)' I BE IT RESOLVED by the Village Council of the village of Arden Hills, Minnesota, as follows: WHEREAS the assessment roll for Sanitary Sewer Improvement No. 1 as last finally amended and adopted on September 9, 1960, was filed and certified to the County Auditor of Ramsey County on October 26, 1960 for the purpose of including installments thereof to be collected along with real estate taxes commencing in 1961, and . WHEREAS, a hearing on supplemental assessments, reassessments, and apportionment of previous assessments in respect to Sanitary Sewer Improvement No. 1 was held on August 3, 1961 at which time assessments for Sanitary Sewer Improvement No. 1 were amended as provided by said resolution of said date and certified and filed in the office of the County Auditor of Ramsey County on September 8, 1961 and '. . WHEREAS since that date a numJ::er of parcels of property con- tained within said assessment roll as amended have been divided and conveyed by previous property owners and WHEREAS, the County Auditor of Ramsey County requires that apportionment of the original assessment against each original ~ tract where it has later been divided, sold or conveyed, be made by the Village Council of the Village of Arden Hills in order that f.[/ ~/ ~ the proper assessment can be extended by the County Auditor against each parcel of property thereafter, commencing with an assessment to be collected in the year 1963 and thereafter; NOW THEP~ORE, the Village council of the Village of Arden Hills does hereby make the following apportionment of original assessments as contained in said assessment roll of September 9, 1960, and as amended as of August 3, 1961 against the following described properties: Original Assessment: Division 33385 A) Ex N 907.63 ft; the E 103 ft of W 566 ft of Govt Lot 5, Sec 34, T 30, R 23 $141.80 Apportionment: l)S 200 ft of N 1107.63 ft of E 90 ft of W 566 ft of Govt Lot 5 (subj to esmts) in Sec 34, T 30, R 23 54.00 2)Ex N 200 ft of E 90 ft; 87.80 the fol: ex N 907.63 ft; the E 103 ft of W 566 ft of Govt Lot 5 (subj to esmts) in Sec 34, T 30, R 23 The Village Clerk of the Village of Arden Hills is hereby authorized to 'prepare a certific;d ccpy of this resolution and to certify the same to the County Auditor of Ramsey County, Minnesota. The motion for the adoption of the foregoing resolution was duly secDnded by Netherout , and upon vote being taken thereon, the following voted in favor thereof: All preseDt and the following voted against the same: None whereupon said resolution was declared duly passed and adopted. . . . .. SANITARY f /6 V ~ SEWER IMPROVEMENT NO.3.. ~ t'" BE IT RESOLVED by the village Council of the village of Arden Hills, Minnesota, as follows: WHEREAS the assessment roll for Sanitary Sewer Improvement No. 3 as last finally amended and adopted on October 12, 1961, was filed and certified to the County Auditor of Ramsey County on November 17, 1961 for the purpose of including installments thereof to be collected along with real estate taxes commencing in 1962, and ... WHEREAS, a hearing on supplemental assessments, reassess- ments, and apportionment of previous assessments in respect to Sanitary Sewer Improvement No. 3 was held on July 16, 1962 at which time assessments for Sanitary Sewer Improvement No. 3 were amended as provided by said resolution of said date and certified and filed in the office of the County Auditor of Ramsey County on october 3, 1962 and ~ . . SAFEKEEPING IN ACCORDANCE WITH STATUTORY REQUIREMENTS. WHEREAS, The First State Bank of New Brighton, an approved depository of Village funds has deposited Ninety One Thousand Dollars ($91,000.00) in U.S. Treasury Notes with The Marquette National Bank of Minneapolis to secure deposits by the Village of funds in excess of the Federal Deposit Insurance Corporation insurance limitations, and WHEREAS, The First National Bank of Saint Paul, an approved depository of the Village, has deposited Twenty Thousand Dollars ($20,000.00) in U. S. Treasury Notes with The Federal Reserve Bank of Minneapolis to secure deposits of Village funds with it in excess of the FDIC requirements, and WHEREAS, said deposits are made pursuant to assignments to the Village in compliance with the requirements of Chapter 118 and Chapter 427 of Minnesota Statutes Annotated, and WHEREAS, it appears to the Council of Arden Hills that the amount of such security deposits is sufficient to meet the deposits currently being made with said banks by the Village of Arden Hills, and said places of safe- keeping are adequate and satisfactory to the Council, NOW THEREFORE, BE IT RESOLVED, that the aforesaid pledging of collateral in The Federal Reserve Bank of Minneapolis and The Marquette National Bank of Minneapolis by The First National Bank of Saint Paul and The First State Bank of New Brighton, respectively, be and they are in all things approved and . confirmed, subject to the statutory requirement that such deposits be kept adequate at all times and that the Council be promptly notified of any substitution of collateral.
