Banister bngineerlng Coo Minutes of the Hegulrr Council Meeting of April 27, 1964 were approved as amended. Villare Recreation l'articipati on Mr. James Lang, 3240 New Brighton hoad, and :0[1'. H. Lagerstrom, 3205 Sandeen Road, were ~resent in behalf of the Mounds View Ath- letic Asstn. They informed the Council of their operations. presented the Council with a copy of their 1964 budget and requested that financial assistance be continued. Atty. Courtney again stated that the Villare could undertalce to operate a recreational program, but cannot cooperate financially with independent organizations, unless the organization is specifiCally named in the Minnesota statutes. Trustee Nethe1"cu t read the report of thedelfare Committee on this matter which recommended that since the money has been budgeted by the Village for 1904, distribution be made if legally possible. ~he Conmittee also recommended that the Council submit a proposed operational plan to the Villoge Attorney so the Attorney General con give an opinion for consideration in the 1965 budget. Trustee Nethercut moved that the Village cooperate financially as budgeted with the Little Lekes Little League rnd the ~ounds View Athletic Asstn. this year, providing a member of the Council serves on each cOll~itte.; seconded by Trustee Qrepeauj motion carriedo ENGlNEL.R'S hEPOR'!' Lund regarding the cos t breok~down. estima tes and the Village t s share of the cost for the construct lon of hed Fox Road. Mr. Kenneth ~oss, 1315 hed Fox hoad, stated that he purchased his property in 1900 and at that time there was no indication that this would be an industrial location. He informed the Council that if this ro~d is built as proposed, it would be located almost at his front door; this would force him off the property. He was also con- cerned about the power line in the proposed right-of-~ay. Mr. Daubney sugrested that a bend in the road be constructed at this location. Engineer stated that the Power Co. would probrbly n~ve the power line. t~. Daubney had previously informed the council that they are will.. ing to donate 7 ft. to the south of the road and ~~. heiling wll1 give the necessary 7 ft. to the north, but does not wish to share any of the cost of the roed at this time; this WaS confirmed by Attyo Courtney. ltr. hobt. Sewer Connection Time Extension Request Urs. Ona Sabine, 3464 Siems Court, recuested an extion of time beyond the J~1e 1, 19u4 extension previously prRnted to connect 3459 Siems Court to the sewer system. because of the UnSSua1 sitUation which involves the installation of a pUu~ing system. Engineer Don Lund info~ed the Council that thia house could never ' %'eceive gravity service. . Krannak, owner of thirteen lots in Shorewood Hills No.8, which is located at the end of Oak Avenue, reluested that excess dirt fl'o~ the [.l'8ding of Oak Avenue be placed on his property. He stated that he felt he Was entitled to this as he is payine a con~ siderable assessaant for this Lnprovement. The Council referred the matter to the Villar'e .c.ngineer and egreedthat this excess dirt should be used for the playground areas Vlhel'e necessary and then to the ~annak prolerty. . Sho.'eline Lane, ai;peal'ed as representative for nice rasidents on Shol'e11ne Lane. He informed the Gouneil that a resident on County hoad 1), W('st o.f Le ,ington Ave., has three vehicles which he pa~ks on both sides of the street, creatLng a conr-ested and hazardous condition at thisintersect10n. Matter referred to the 1'olice lJevartl,.ent. Control Data Draina~ Engineer Rogel' shor1;-;-Bpnister J::ngineering Co.. presented plans to control the drainage from Control Data. He informed the Council that he had subm1tted the plans to Control vata e8rly this year as reQuested by the Couleil. These plans specif1ed a storm sewer to be construoted a~ong the proposed Fernwood Avenue, which was to be built by Control Uata and then dedicated to the Village. !loV/ever" Control Vata hes started construction of p'ernwood Ave. and has completed the curbs and gutters without the storm sewel'. Short presented IJn alternate plan which would cause the drainage to flow into a swamp owned by Control Data, this would then become their problem, and would not flow on a Village stre"t. Mr. S. J. '!'he Kliewer child .;/as b1tten by such e dog and 11I1's. Klinger was disturbed that rabies shots were not re<uired in Arden Hills.
